Therefore, businesses using electronic tenders should enter the electronic lottery number in the Electronic Procurement System, and businesses using paper tenders should write the electronic lottery number on the Paper Tender Participation Request Form. (1) Tender participants shall carefully read the Hokkaido Development Bureau Competitive Contract Tender Guidelines and the Electronic Procurement System Operation Standards. (5) The number of tender execution rounds shall, in principle, be limited to two. If a successful bidder is not determined within the said number of tender rounds, the procedure will not, in principle, transition to a discretionary contract based on Article 99-2 of the Order on Public Accounting. (1) The determination of the successful bidder shall be based on the lowest price. The successful bidder shall be the one who submits the lowest valid tender within the limit of the estimated price established in accordance with Article 79 of the Order on Public Accounting. However, if it is recognized that the contract content may not be performed in accordance with its content by the person who should be the successful bidder due to their bid price, or if it is recognized that concluding a contract with that person would be extremely inappropriate due to the possibility of disrupting the order of fair trade, the person who submitted the lowest bid among other bidders within the limit of the estimated price may be selected as the successful bidder.
