Required Construction Business Permit: Specific/General (both Electrical Construction) Registered Industry/Total Score on Gifu Prefectural Construction Work Bid Participation Qualifications List: Electrical Construction / Total Score of 800 points or more Construction Experience Conditions: Must have experience as the prime contractor in the following construction projects by the bid participation application deadline on or after fiscal year 2011 (For consortiums, experience as a member is limited to cases where the investment ratio is 20% or more) - Construction projects defined by the Construction Industry Act, which have been completed and delivered, with a construction cost of 17,000,000 yen or more (tax included). However, for projects commissioned by the national government or Gifu Prefecture, those with a construction performance evaluation score of less than 65 points are excluded.
On-site Technician Qualification Conditions: The chief technician or supervising technician engaged in this project must meet the following criteria (a and b) and be able to be assigned at the start of the contract period for this project. However, they must be able to be assigned exclusively on the start date of on-site construction (September 15, Reiwa 8 (2026)). However, when applying Special Provision No. 1 for Exclusive Assignment and Special Provision No. 2 for Exclusive Assignment, and when applying Article 26-5 of the Construction Industry Act, exclusive assignment is not required.

However, this excludes experience as an additional technician required when the contract is concluded at a price below the low bid investigation standard price under the low bid price investigation system (experience as a chief technician or supervising technician includes experience under Special Provision No. 1 for Exclusive Assignment, Special Provision No. 2 for Exclusive Assignment (including assistant supervising technicians defined by the revised Construction Industry Act effective October 1, Reiwa 2 (2020)), and Article 26-5 of the Construction Industry Act. Also, experience as a chief technician, supervising technician, assistant supervising technician, or site manager as a member of a consortium is limited to cases where the investment ratio is 20% or more.).
However, exclusive assignment is not required if either of the following conditions (i) or (ii) is met.
i. Construction with a contract price of less than 10,000,000 yen.
ii. For construction with a contract price of 10,000,000 yen or more but less than 45,000,000 yen, if the contractor has an average construction performance evaluation score of 75 points or more for the relevant work type (electrical construction) on projects commissioned by Gifu Prefecture in Reiwa 7 (2025) and Reiwa 6 (2024) (if there are no orders for the relevant work type (electrical construction) commissioned by Gifu Prefecture in Reiwa 7 (2025) and Reiwa 6 (2024), then an average score of 75 points or more for the relevant work type (electrical construction) on projects commissioned by Gifu Prefecture in Reiwa 5 (2023) and Reiwa 4 (2022)).
Concurrent Assignment of Technicians Conditions: This project allows the application of Special Provision No. 1 for Exclusive Assignment, Special Provision No. 2 for Exclusive Assignment, and Article 26-5 of the Construction Industry Act.
