Restricted General Competitive Bidding (Electronic Bidding)
We hereby announce as follows.

1. Matters for Restricted General Competitive Bidding (Electronic Bidding)
(1) Work Names:
A. Basic Survey Based on the Landslide Control Act (Existing Landslide Survey) Commissioned Work (8-1)
B. Peace Park Expansion Construction Project Construction Supervision Support Commissioned Work (Part 7)
(2) Work Outline, Work Location, Work Period, and Business Type: As described in the attached table for each work item.
(3) Estimated Price and Minimum Reserve Price: As described in the attached table for each work item.
2. Bid Participation Qualification Restrictions:
Prospective bidders for restricted general competitive bidding must meet all of the following requirements.
(1) Not a person falling under the provisions of Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16, Showa 22), and not falling under any of the following:
A. Persons who have not passed 2 years since being subject to a transaction suspension measure by a bill clearinghouse.
B. Persons who have issued dishonored bills or dishonored checks within 6 months prior to the bid opening date for the work.
C. Persons who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Law No. 154, Reiwa 14) and for whom a court decision to commence rehabilitation proceedings has not yet been made.
D. Persons who have filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Law No. 225, Reiwa 11) and for whom a court decision to approve the rehabilitation plan has not yet been made.
E. Persons violating the City Planning Act (Law No. 100, Showa 43) within Chiba City.
F. Persons who are subject to designation suspension measures, etc., under the Chiba City Construction Work Contractor Designation Suspension Measures Ordinance (effective August 1, Showa 60) or the Chiba City Goods and Services Bid Participant Qualification Designation Suspension Measures Ordinance (effective August 1, Showa 60) during the period from the bid participation application deadline to the bid opening date.
(2) Persons who can participate via the electronic bidding system of the Chiba Electronic Procurement System (hereinafter referred to as the "Electronic Bidding System").
(3) For cooperative associations established under the Small and Medium-sized Enterprise Cooperative Act (Law No. 181, Showa 24), those whose articles of association or regulations stipulate joint bidding.
(4) Other persons who meet the bid participation qualification requirements specified in the attached table for each work item.

4. Bid Participation Procedures:
Prospective bidders must submit the required documents via the electronic bidding system to the department mentioned in 3 above within the application period and apply for bid participation.
Submitted documents will not be returned. However, those who cannot use the electronic bidding system due to unavoidable reasons should contact the department mentioned in 3 above.
If paper bidding is permitted, submit the General Competitive Bidding Participant Qualification Confirmation Application Form (for paper application) (Form No. 1 of the Chiba City Urban Planning Department Commissioned Work General Competitive Bidding Implementation Guidelines (effective November 1, Reiwa 4)) and the Paper Bidding Participation Application Form (Form No. 2 of the Chiba City Urban Planning Department Commissioned Work General Competitive Bidding Implementation Guidelines (effective November 1, Reiwa 4)) along with the following submission documents by mail or in person.
(1) Bid Participation Application Period: As described in the attached table for each work item.
(2) Submission Documents: As described in the attached table for each work item.
5. Distribution of Design Documents, etc., and Question and Answer:
(1) Distribution of Design Documents, etc.: Download from the bid information service of the Chiba Electronic Procurement System (https://www.chiba-ep-bis.supercals.jp/portalPublic/LPC0P10L_INIT_Action.do).
The distribution period is as described in the attached table for each work item.
(2) Question and Answer: The method and deadline for question and answer will be stated in the design documents, etc. Submit the question and answer form to the department mentioned in 3 above via email by the question and answer deadline.
6. Bidding and Bid Opening:
(1) Bid Period and Bid Opening Date and Time: As described in the attached table for each work item.
(2) Bid Opening Place: Chiba City Hall, 4th Floor, 1-1 Chiba Port, Chuo-ku, Chiba City.
(3) Bidding Method: Submit via the electronic bidding system to the department mentioned in 3 above, attaching the detailed cost breakdown. However, if paper bidding is permitted, submit the bid (quotation) form (Form No. 3 of the Chiba City Urban Planning Department Commissioned Work General Competitive Bidding Implementation Guidelines) and the detailed cost breakdown, sealed in an envelope with the company name or trade name and work name, by registered mail or in person.
(4) Withdrawal: Bidders may withdraw their bid during the bidding period before submitting their bid form. In this case, submit the withdrawal notice via the electronic bidding system to the department mentioned in 3 above. However, if paper bidding is permitted, submit the bid (quotation) withdrawal notice (Form No. 4 of the Chiba City Urban Planning Department Commissioned Work General Competitive Bidding Implementation Guidelines), sealed in an envelope with the company name or trade name and work name, by registered mail or in person.
(5) Bid Security: Exempt (However, if the provisions of Article 8, Paragraph 2 of the Chiba City Contract Regulations (Chiba City Regulations No. 3, Showa 40) apply, the amount equivalent to the exempted portion of the bid security will be collected as a penalty).
(6) Invalid or Disqualified Bids: Bids falling under any of the following categories will be deemed invalid or disqualified. Confirmation of bid validity, invalidity, or disqualification will only be performed for potential successful bidders after bid opening.
A. Bids falling under any of the items in Article 7 of the Electronic Bidding Terms and Conditions (effective April 13, Reiwa 24) are invalid.
B. Bids falling under any of the items in Article 8 of the Electronic Bidding Terms and Conditions are disqualified.
7. Determination of Successful Bid Candidate, Bid Participation Qualification Confirmation, and Determination of Successful Bidder:
(1) Determination of Successful Bid Candidate, Bid Participation Qualification Confirmation, and Determination of Successful Bidder: After bid opening, the bidder who submitted the lowest valid bid at a price within the limit of the estimated price and above the minimum reserve price will be designated as the successful bid candidate. If the bid participation qualification of that person is confirmed and deemed valid, that candidate will be determined as the successful bidder. If the successful bid candidate is deemed not to have bid participation qualification, their bid will be invalidated, and the bidder with the next lowest price will be considered as the new successful bid candidate for qualification confirmation. This process will continue until a bidder with confirmed bid participation qualification is found. If there are two or more bidders with the same lowest bid price, the successful bid candidate will be determined by lottery.
(2) Notification of Successful Bid Determination: After the successful bidder is determined, all bidders will be notified promptly via the successful bid determination notice on the electronic bidding system.
(3) Notification of Bid Participation Qualification Confirmation Results: The results of the bid participation qualification confirmation for the successful bidder will be replaced by the successful bid determination notice. For those deemed not to have bid participation qualification, the General Competitive Bidding Participant Qualification Confirmation Result Notice (Form No. 5 of the Chiba City Urban Planning Department Commissioned Work General Competitive Bidding Implementation Guidelines) will be sent via email, etc.
8. Re-bidding: If, after bid opening, no bid within the estimated price range is submitted, a re-bid will be held.
(1) The number of re-bids will be limited to two.
(2) Persons whose bids were invalidated, disqualified, or who did not submit a bid in the previous round cannot participate in the re-bid.
(3) Notification of re-bidding will be sent to those who submitted valid bids in the previous round via the "Re-bid Notice" and "Notification of Re-bid Notice Arrival" emails on the electronic bidding system.
(4) The period and date/time of bid opening for the re-bid will be stated in the re-bid notice.
(5) The place of bid opening will be the same as in 6(2) above.
(6) The method of re-bidding is to submit via the electronic bidding system to the department mentioned in 3 above, attaching the detailed cost breakdown. However, if paper bidding is permitted, submit the bid (quotation) form (Form No. 3 of the Chiba City Urban Planning Department Commissioned Work General Competitive Bidding Implementation Guidelines) and the detailed cost breakdown, sealed in an envelope with the company name or trade name and work name, by registered mail or in person. If you wish to decline the re-bid, follow the procedure in 6(4).
9. Contract Conditions, etc.:
(1) Contract Security: Required (However, if the provisions of Article 29 of the Chiba City Contract Regulations apply, it will be exempted).
(2) Requirement for Contract Creation: Required.
(3) Payment Conditions: As described in the attached table for each work item.
(4) If any fraudulent act occurs during the contract procedures, the contract procedures may be suspended.
(5) Contract conditions will be included in the design documents, etc., provided in 5 above.
(6) The language and currency to be used in the procedures shall be Japanese and Japanese currency.
(7) Other contract conditions, if any, will be stated in the remarks column of the attached table for each work item.
10. Other:
(1) Bids will be executed in principle, even if there is only one bidder.
(2) The operating hours of the electronic bidding system are from 8:00 AM to 12:00 AM (midnight).
(3) If you wish to conduct a site inspection for cost estimation, please contact the bid department in advance.
(4) Matters not specified in this notice regarding contract procedures shall be governed by the provisions of the Chiba City Contract Regulations.

Work Period: From the day after the contract is concluded until February 5, Reiwa 9.

Work Outline: Basic survey for existing landslide survey based on the Landslide Control Act, etc. (entire scope).
Estimated Price: Publicly announced after bid determination.

Bid Participation Qualification Requirements:
1. Must be registered in the following business types in the Reiwa 8 & 9 Chiba City Survey and Consultant Bid Participant Qualification Roster.
Business: "Civil Engineering: Geotechnical" and "Civil Engineering: Soil and Foundation."
2. Must be a "City" or "Semi-City" area business operator.
3. Must have experience in performing commissioned work for large-scale landslide prone area prediction surveys or basic surveys based on the Landslide Control Act, commissioned by local governments, from Reiwa 28 to Reiwa 7.
(Submit documents confirming work content and achievements, such as contract, completion report, and specifications, at the time of bid participation application).
4. Must be able to assign a chief engineer who has direct employment relationship and possesses one of the following qualifications.
(Submit a copy of the qualification certificate and a copy of a document proving employment relationship issued by a public institution at the time of bid participation application).

Work Outline: Construction supervision support work for construction projects. Number of target projects: 2.

Bid Participation Qualification Requirements:
1. Must be registered in the "Civil Engineering: Landscape" category in the Reiwa 8 & 9 Chiba City Survey and Consultant Bid Participant Qualification Roster.
2. Must be a "City" or "Semi-City" area business operator in the bid participation qualification roster.
3. Must be able to assign a chief engineer who holds one of the following qualifications: Grade 1 Landscape Construction Management Engineer, Grade 1 Civil Engineering Construction Management Engineer, or Professional Engineer (PE) (Civil Engineering Department "Construction Planning, Equipment, and Estimating").
(Attach a copy of the qualification certificate and a copy of a document proving employment relationship issued by a public institution (copy of health insurance card, resident tax special collection tax notice, etc.)).
* When attaching a copy of the health insurance card, mask (black out) the insurer number, insured person's number/symbol, and QR code.
4. Must have experience in performing commissioned work for construction supervision support of civil engineering works (commissioned by national or local governments) as the prime contractor within the past 5 fiscal years (Reiwa 3 to Reiwa 7).
