Notice is hereby given of the following restricted general competitive tender using the comprehensive evaluation and bidding method (electronic bidding) under Chiba City Notice No. 628.

2. Tender Participation Qualifications
Those wishing to participate in the restricted general competitive tender must meet all of the following requirements.
(1) Persons who do not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947) and who do not fall under any of the following:
a. Persons who have not passed two years since being subject to a transaction suspension order by a clearing house.
b. Persons who have issued dishonored bills or checks within six months prior to the opening of tenders for this work.
c. Persons who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Act No. 154 of 2002) and for whom a commencement of rehabilitation proceedings decision has not been made by the court under the same Act.
d. Persons who have filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999) and for whom a decision to approve the rehabilitation plan has not been made by the court under the same Act.
e. Persons who are in violation of the City Planning Act (Act No. 100 of 1968) within Chiba City.
f. Persons who are subject to a suspension of designation under the Chiba City Construction Work Contractor Designation Suspension Measures Ordinance (effective August 1, 1985) between the tender participation application deadline and the tender opening date.
g. Contractors for design work, etc., related to this work, or those related to such contractors in terms of capital or personnel.
h. Persons who are obligated to join social insurance, etc. (employment insurance, health insurance, and employees' pension insurance) but are not enrolled in social insurance, etc.
(2) Persons who can participate through the electronic bidding system of the Chiba Electronic Procurement System (hereinafter referred to as the "Electronic Bidding System").
(3) In the case of a cooperative association based on the Small and Medium-sized Enterprise Cooperatives Act (Act No. 181 of 1949), those for whom the articles of association or rules stipulate joint bidding.
(4) Persons who have obtained permission under Article 3, Paragraph 1 of the Construction Industry Act (Act No. 100 of 1949) and have undergone management performance review under Article 27-23, Paragraph 1 of the same Act (limited to those within 1 year and 7 months from the review standard date) for the industry specified in the attached table for each work item, and are registered in the Reiwa 8/9 Chiba City Construction Work Tender Participant Register for the same industry.
(5) Persons who can be stationed at the work site as the site supervisor for each work item.
However, if applicable to Article 2 of the Chiba City Site Supervisor and Chief (Supervising) Engineer Placement Administrative Procedures (effective April 1, 2012), concurrent assignment to up to 3 projects is permitted.
(6) Persons who can assign engineers specified in the attached table for each work item to the relevant work.
(7) Persons who have a record of performing the work specified in the attached table for each work item.
(8) Other persons who meet the tender participation qualification requirements specified in the attached table for each work item.

4. Tender Participation Procedures
Those wishing to participate in the tender must submit the required documents to the division mentioned in 3 above via the electronic bidding system within the application period and apply for tender participation.
Submitted documents will not be returned.
However, those who cannot use the electronic bidding system due to unavoidable reasons should contact the division mentioned in 3 above.
If paper bidding is permitted, submit the Paper Bidding Method Participation Application Form (Chiba City Electronic Bidding Operation Standards, Form No. 1, effective September 11, 2006) and the General Competitive Tender Participation Qualification Confirmation Application Form (for Paper Application) (Chiba City General Competitive Tender Implementation Guidelines, Form No. 1-1, effective April 1, 1995) by mail, in person, by facsimile, or by email, along with the following submission documents.

6. Matters Related to Comprehensive Evaluation
(1) Comprehensive Evaluation and Bidding Method: The successful bidder will be the bidder who submits the highest evaluation score based on comprehensive cost reduction, performance/functionality, proposals for social demands, construction plan, construction capability, and sociality/reliability (hereinafter referred to as "technical proposals, etc.") and the bid price, provided that the bid price is within the range of the estimated price and the submitted technical proposals, etc., meet all the requirements specified in this notice and the implementation guidelines.
(2) Evaluation Method and Successful Bidder Determination Criteria for Comprehensive Evaluation and Bidding Method: The evaluation method and successful bidder determination criteria are defined in the Chiba City Comprehensive Evaluation and Bidding Method Guidelines (effective April 1, Reiwa 8) and the implementation guidelines.
(3) Implementation Guidelines, etc.: Delivered in accordance with 5(1) above.
(4) Submission of Technical Proposals, etc.:
a. 7. Tenders and Opening of Tenders
(1) Tender Period and Opening Date and Time
Listed in the attached table for each work item.
(2) Tender Opening Location
Chiba City Finance Bureau, Asset Management Department, Contract Division, Tender Room, 1-1 Chiba Port, Chuo-ku, Chiba City. (As tenders are opened using the electronic bidding system, attendance is generally not permitted.)
(3) Bidding Method
Submit to the division mentioned in 3 above via the electronic bidding system, attaching a breakdown of the estimate and the Site Supervisor and Chief (Supervising) Engineer Notification Form (Chiba City General Competitive Tender Implementation Guidelines, Form No. 2-1).
However, if paper bidding is permitted, submit the tender form (Chiba City Electronic Bidding Operation Standards, Form No. 2-1, effective September 11, 2006), breakdown of the estimate, and Site Supervisor and Chief (Supervising) Engineer Notification Form, sealed in an envelope with the company name or trade name and work name written on it, by registered mail or in person.
* It has been stipulated that labor costs, etc., must be stated in the breakdown of estimates submitted during construction work tenders. For details, please check the "Administrative Procedures for Submission of Breakdown of Estimates" (revised December 12, Reiwa 7) on the Chiba City Contract Division website.
In addition, if the placement of an assistant supervising engineer is desired in either case, the Assistant Supervising Engineer Notification Form (Chiba City General Competitive Tender Implementation Guidelines, Form No. 2-1-2) must also be attached.
Furthermore, if the chief (supervising) engineer in the Site Supervisor and Chief (Supervising) Engineer Notification Form does not match the assigned engineer in the technical proposal, the bid will be invalidated.
(4) Withdrawal
Tender participants may withdraw their tender during the tender period before submitting their tender form.
In this case, submit a withdrawal notice via the electronic bidding system to the division mentioned in 3 above.
However, if paper bidding is permitted, submit the Withdrawal Notice (Chiba City Electronic Bidding Operation Standards, Form No. 3-1), sealed in an envelope with the company name or trade name and work name written on it, by registered mail or in person.
(5) Tender Security
Exempted (However, if the provisions of Article 8, Paragraph 2 of the Chiba City Contract Regulations (Chiba City Regulations No. 3 of 1965) apply, the amount equivalent to the exempted portion of the tender security shall be collected as a penalty.)
(6) Invalid or Disqualified Tenders
Tenders falling under any of the following shall be deemed invalid or disqualified.
Confirmation of the validity, invalidity, or disqualification of a tender will be made only for those who could be potential successful bidders or are below the investigation standard price after the opening of tenders.
a. Tenders falling under any of the items in Article 7 of the Electronic Bidding Terms and Conditions (effective April 13, 2012) shall be invalid.
b. Tenders falling under any of the items in Article 8 of the Electronic Bidding Terms and Conditions shall be disqualified.
8. Determination of Successful Bidder Candidate, Confirmation of Tender Participation Qualifications, and Determination of Successful Bidder
(1) Determination of Successful Bidder Candidate, Confirmation of Tender Participation Qualifications, and Determination of Successful Bidder
a. After the opening of tenders, the bidder with the highest evaluation score according to 6 above among those who submitted valid bids within the range of the estimated price shall be the successful bidder candidate.
If the tender participation qualifications of that person are confirmed to be valid, that candidate shall be determined as the successful bidder.
If the successful bidder candidate is found to be unqualified, their bid will be invalidated, and the bidder with the next highest evaluation score will be considered as the new successful bidder candidate for qualification confirmation.
This process will continue sequentially until a bidder is confirmed to have valid qualifications.
If there are two or more bidders with the same highest evaluation score, the successful bidder candidate will be determined by lottery.
b. The works listed in this notice are trial projects subject to the Chiba City Low Bid Price Handling Guidelines (effective January 1, 1996), including low bid price disqualification criteria.
Notwithstanding the preceding paragraph, if the successful bidder candidate is below the investigation standard price, qualification confirmation will be conducted based on the provisions of the same guidelines.
If the tender participation qualifications are confirmed to be valid after the investigation, the successful bidder will be determined by conducting a low bid price investigation in descending order of evaluation score.
If there are two or more bidders with the same evaluation score among those subject to the low bid price investigation, the order of the low bid price investigation will be determined by lottery.
If all bidders subject to the low bid price investigation do not become successful bidders, the procedure will follow the example of the case where the bidder is found to be unqualified as the successful bidder candidate in the preceding paragraph.
(2) Notification of Successful Bidder Determination
After determining the successful bidder, all tender participants will be notified promptly via the successful bidder determination notice on the electronic bidding system.
(3) Notification of Tender Participation Qualification Confirmation Results
The results of the tender participation qualification confirmation for the successful bidder will be conveyed by the successful bidder determination notice.
For those found to be unqualified, notification will be sent via the General Competitive Tender Participation Qualification Confirmation Result Notice (Chiba City General Competitive Tender Implementation Guidelines, Form No. 4-1).
9. Re-tendering
If no bids are within the estimated price range after the opening of tenders, a re-tender will be held.
(1) The number of re-tenders shall be limited to two.
(2) Persons whose bids were invalid, disqualified, or not submitted in the previous tender cannot participate in the re-tender.
(3) In the case of tenders subject to low bid price investigation, if the investigated bidder is not selected as the successful bidder and no bids are within the estimated price range, a re-tender will be held.
This also applies if the investigation only concerns bids below the price disqualification criteria.
(4) Notification of re-tendering will be sent to those who submitted valid bids in the previous tender via the electronic bidding system's "Re-tender Notice" and "Re-tender Notice Arrival Notification" emails.
(5) The period and date/time of re-tendering will be stated in the re-tender notice.
(6) The location of the tender opening will be the same as in 7(2) above.
(7) The method of re-tendering will be the same as in 7(3) above.
Withdrawal from re-tendering shall be handled according to 7(4) above.
(8) The site supervisor, chief (supervising) engineer, and assistant supervising engineer notified in the preceding item do not need to be the same as those notified in the previous tender.
However, if the chief (supervising) engineer in the Site Supervisor and Chief (Supervising) Engineer Notification Form does not match the assigned engineer in the technical proposal, the bid will be invalidated.
