If the tender participation qualifications of that person are confirmed to be valid, that candidate shall be determined as the successful bidder. If the successful bidder candidate is found to be unqualified, their bid will be invalidated, and the bidder with the next lowest valid bid will be considered as the new successful bidder candidate for qualification confirmation.
