Announcement by Isehara City: In accordance with the provisions of Article 167-6 of the Local Autonomy Act (Cabinet Order No. 16 of 1947), the necessary matters such as qualifications for participation in general competitive bidding are hereby announced.

Matters for Bidding (1) Bidding Title: As per the attached "Construction Procurement Outline" (2) Construction Outline and Bidding Participation Requirements: Published on the Isehara City website and at the Contract Inspection Division 2. Competitive Participation Qualifications: Those who wish to participate in the bidding must meet all of the following requirements.
(1) Matters common to all constructions: a. Must be registered in the Reiwa 7 and 8 Isehara City Competitive Bidding Participant List and be recognized for registration in the business categories and subcategories specified for each bidding item.
b. Must have a valid business performance review result notification.
c. Must be able to submit a construction cost breakdown (a calculation of the bid amount).
d. Must be able to assign technical personnel in accordance with Article 26 of the Construction Industry Act for the contracted work type.
e. Must not be in a period of suspension of bidding participation qualifications based on the Isehara City Competitive Bidding Participation Suspension Measures Ordinance.
f. Must not fall under the provisions of Article 167-4 of the Local Autonomy Act.
g. Must not be subject to business suspension based on laws and regulations (limited to the region including Isehara City). h. Must not have had a bank transaction suspension order within the past 2 years.
However, this does not apply to those who have received a court order for commencement of rehabilitation (reconstruction) proceedings under the Corporate Rehabilitation Act or the Civil Reconstruction Act and have subsequently received re-certification of competitive bidding participation qualifications under "a".
i. Must not have issued dishonored bills or dishonored checks within the past 6 months.
However, this does not apply to those who have received a court order for commencement of rehabilitation (reconstruction) proceedings under the Corporate Rehabilitation Act or the Civil Reconstruction Act and have subsequently received re-certification of competitive bidding participation qualifications under "a".
j. Must not have had a provisional seizure order, seizure order, preservation seizure, or commencement of auction proceedings issued against their assets due to default.
k. Must not be a joint venture or cooperative that is a member of such an organization.
l. Must directly pay national and local taxes.
m. Must have a proper office structure.
n. Officers, etc. (if the applicant is an individual, that individual; if a corporation, its officers or those who have control equivalent to or greater than that of a general partner, director, executive officer, or similar person who executes the business of the corporation) must not be a member of a violent group, etc. (hereinafter referred to as "violent group members, etc." in this item) as defined in Article 2, Paragraph 4 of the Isehara City Anti-Violent Group Ordinance (hereinafter referred to as the "Ordinance" in this item).
o. Must not be a violent group (hereinafter referred to as "violent group" in this item) or a corporation controlled by a violent group, etc. (hereinafter referred to as "corporation controlled by a violent group, etc." in this item) as defined in Article 2, Paragraph 2 or 5 of the Ordinance, respectively.
p. Officers, etc. must not use violent groups or violent group members, etc. for the purpose of obtaining unjust profits for themselves, their companies, or third parties, or for the purpose of causing damage to third parties.
q. Officers, etc. must not directly or actively cooperate with or be involved in the maintenance or operation of violent groups by providing funds or benefits to violent groups or violent group members, etc.
r. Officers, etc. must not have socially reprehensible relationships with violent groups or violent group members, etc.
s. Must be enrolled in social insurance, etc. (Social insurance, etc. refers to health insurance, employees' pension insurance, and employment insurance. Those who are not obligated to join are excluded.)
(2) Matters specific to construction: As per the "Construction Procurement Outline" 3. Competitive Participation Qualification Confirmation Application: Bidding participants must apply for competitive participation qualification confirmation through the Kanagawa Electronic Bidding Joint System by the deadline indicated in the "Construction Procurement Outline".
4. Competitive Participation Qualification Confirmation Notice: The presence or absence of qualifications will be notified through the "Kanagawa Electronic Bidding Joint System" by the deadline indicated in the "Construction Procurement Outline".
Please note that if any of the qualifications are lost between the notification and the bidding date, you will not be able to participate in the bidding.
Furthermore, after the bids are opened, qualifications will be re-examined, and the successful bidder will be determined only if the qualifications are confirmed.
5. Submission of Bids (1) Bids must be submitted through the "Kanagawa Electronic Bidding Joint System" during the period indicated in the "Construction Procurement Outline".
(2) Bidders must carefully review the specifications, drawings, etc., before bidding.
In this case, if there are any doubts regarding the specifications or drawings, explanations can be requested during the period indicated in the "Construction Procurement Outline".
(3) The bid amount must be stated as an amount equivalent to 100/110 of the estimated contract amount, regardless of whether the bidder is a taxable or non-taxable business for consumption tax.
(When determining the successful bidder, the bid price will be the amount stated in the bid plus 10/100 of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down).)
(4) The number of bid submission rounds will generally be one.
If there are no bids above the minimum reserve price within the range of the estimated price, a re-bid will be conducted once.
Bid forms cannot be altered or withdrawn.
Furthermore, those who did not participate in the first bid, submitted an invalid bid, or were disqualified in the first bid cannot participate in the re-bid.
Additionally, the submission of a breakdown is not required for the re-bid under "5." (5).
(In this case, even if a breakdown is submitted, it will be considered as not submitted.)
(5) A breakdown of the bid amount (hereinafter referred to as "breakdown") must be submitted at the time of bid submission.
(6) This construction is subject to a labor cost dumping investigation. If the direct construction cost stated in the breakdown submitted under "5." (5) falls below a certain level, the reasons will be confirmed in writing immediately after the bids are opened.
Failure to submit the written confirmation or to provide reasons may result in the bid being considered a violation of bidding conditions and being invalidated.
(7) Bids below the minimum reserve price will be disqualified.
(8) Bids submitted by those who do not submit a breakdown under "5." (5) will be disqualified.
6. Matters Concerning Invalid Bids The following bids are considered invalid.
(1) Bids submitted by those who do not meet the competitive participation qualifications specified as conditions.
(2) Bids submitted by those who made false statements in the documents required for competitive participation qualification confirmation.
(3) Bids submitted by those with deficiencies in the breakdown submitted at the time of bid submission.
(4) Other bids that violate bidding conditions.
(5) Bids in which collusion is suspected before contract conclusion and collusion is confirmed after investigation.
7. Determination of Successful Bidder Candidate and Successful Bidder The bidder with the lowest bid price among those who submitted a bid at or above the minimum reserve price within the range of the estimated price will be the successful bidder candidate.
The successful bidder candidate will be notified via the "Kanagawa Electronic Bidding Joint System".
The successful bidder will be determined after examining the bidding participation requirements and specified documents, and confirming that the requirements are met.
If, as a result of the examination, the requirements are not confirmed, the bid will be invalidated, and the same examination will be conducted for the bidder with the next lowest price.
If the bid is invalidated, the same examination will be conducted sequentially for bidders with progressively lower prices.
If there are multiple bidders with the lowest bid price, the successful bidder candidate will be determined by lottery through the "Kanagawa Electronic Bidding Joint System", and the examination will be conducted for that candidate to determine the successful bidder.
Please refer to the attached "Method of Lottery" for the specific lottery procedure.
8. Objection Filing Bidders who have submitted bids for this bidding and have doubts about the design documents, etc., may view the design documents with prices and file objections from the issuance of the provisional notification until 4:00 PM on the day after the bid opening (excluding closed days, etc.).
However, this does not apply to bids that were unsuccessful or canceled.

Bid Opening Date: From the issuance of the provisional notification of award until 5:00 PM (excluding 12:00 PM to 1:00 PM) The day after the bid opening date: 8:30 AM to 4:00 PM (excluding 12:00 PM to 1:00 PM)
9. Bid Bond Bid bond is waived.
10. Contract Deposit (1) Contract amount (including tax) less than 3 million yen: Contract deposit is waived.
(2) Contract amount (including tax) 3 million yen or more: An amount equivalent to 10/100 of the contract amount must be paid at the time of contract conclusion.
However, payment of the contract deposit can be substituted by providing interest-bearing national government bonds or a guarantee from a financial institution (a financial institution as defined in Article 3 of the Act on Regulation of Receipt of Investments, Deposits, Interest, etc.) or a guarantee company (a guarantee company as defined in Article 2, Paragraph 4 of the Act on Advance Payment Guarantees for Public Works, etc. (hereinafter the same)).
Furthermore, if the successful bidder provides a performance guarantee bond for public works or enters into a performance guarantee insurance contract, the payment of the contract deposit will be waived.
11. Other (1) If the successful bidder no longer meets any of the competitive participation qualifications listed in "2" by the time of contract conclusion, the contract will not be concluded.
(2) A written contract is required for contract conclusion.
The costs associated with the preparation of the contract shall be borne by the successful bidder.
The contract document must be submitted within 7 days from the date of award.
(3) The language and currency to be used in the contract procedures shall be Japanese and Japanese currency.
(4) Bids can be withdrawn at any time until the bid submission deadline.
(5) Contracts that are subject to the resolution of the Isehara City Council and the acquisition or disposal of property under Article 2 of the Ordinance shall be provisionally contracted and become final contracts after obtaining the council's resolution.
If the council's resolution is not obtained, or if suspension of participation qualifications based on Article 167-4 of the Local Autonomy Act or suspension measures based on the Isehara City Competitive Bidding Participation Suspension Measures Ordinance are taken before the council's resolution, the provisional contract will be canceled.
In this case, no claim for damages can be made.
(6) If it is deemed that the bidding cannot be conducted fairly, or if there is a possibility thereof, the bidder may be prevented from participating in the bidding, or the bidding may be postponed or canceled.
(7) In the event of a system failure in the "Kanagawa Electronic Bidding Joint System", the bidding may be canceled or postponed.
(8) If the bidding is canceled or postponed, the costs incurred for that bidding cannot be claimed from this city.
(9) In addition to the provisions of the preceding items, the provisions of various laws and regulations and the Isehara City Contract Regulations shall apply.
(10) This project is subject to electronic contract and electronic guarantee.
Method of Lottery 1. If multiple bidders submit the lowest bid, an electronic lottery will be conducted through the Kanagawa Electronic Bidding Joint System to determine the order of successful bidder candidates, and examinations will be conducted according to that order.
The method of electronic lottery is as follows, referring to the excerpt from the "Kanagawa Electronic Bidding Joint System (Manual)" below.
Note: The successful bidder in the box above should be read as the 1st ranked successful bidder candidate.
2. In ② above, the number obtained by adding 2 to the remainder (within the blue box) will be the 2nd ranked successful bidder candidate, adding 3 will be the 3rd ranked successful bidder candidate, and so on, determining the order for all lottery participants.
If the sum of the remainder and the added value exceeds the number of participating companies, it will be the number obtained by subtracting the number of participating companies from the sum.
The lottery results will be sent along with the successful bidder determination notice.
3. The 1st ranked successful bidder candidate will be contacted by phone, etc., requested to submit documents, and their competitive participation qualifications will be examined.
If the requirements are confirmed to be met, they will be determined as the successful bidder, and a successful bidder determination notice will be issued.
4. If the 1st ranked successful bidder candidate is not confirmed to meet the competitive participation qualification requirements, the 2nd ranked successful bidder candidate will be contacted by phone, etc., requested to submit documents, and their competitive participation qualifications will be examined.
This process will be repeated from 3 and 4 until a candidate is confirmed to meet the competitive participation qualification requirements.
Electronic Lottery: The Kanagawa Electronic Bidding Joint System can conduct an electronic lottery based on the lottery number entered in the bid when a lottery is required after the bids are opened.
The electronic lottery mechanism is as follows.
① Bidders participating in the lottery will be sorted in ascending order by lottery number and assigned a "rank number".
(If lottery numbers are the same, the order of bid submission will be used.)② The number obtained by dividing the sum of lottery numbers x by the number of lottery participants z, and adding 1 to the remainder, will be the "winning number".
Calculation formula: (x + y) / z = m ... n Winning number = n + 1 (Example) If x = 16, y = 250, z = 3, then (16 + 250) / 3 = 88 with a remainder of 2. Winning number = 2 + 1 = 3. ③ The bidder whose "rank number" matches the "winning number" will be the "winner = successful bidder".
*Even if the same lottery number is entered, only one successful bidder will be selected.
Handling of Bid Amount Breakdown (hereinafter referred to as "breakdown"): If the submitted breakdown is deemed "deficient" and falls under any of the following items, the bid of the person who submitted that breakdown will be invalidated.
