Qualifications Required for Bidders: Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16).
Must not have been subject to an order of business suspension under Article 28 of the Construction Industry Act (Showa 24, Act No. 100).
Procedures for Bid Participation, etc.:
Only bidders who meet the qualifications for participation in the bid may view the design documents, etc.
Bidders may request to borrow the design documents, etc. at the location and during the period specified in the relevant announcement. Bidders who are qualified to participate in the bid may request to borrow them, and the borrowing period may be limited to ensure fairness to bidders.
Must not be a person for whom a petition for commencement of rehabilitation proceedings under the Company Rehabilitation Act has been filed, or a petition for commencement of rehabilitation proceedings under the Civil Rehabilitation Act has been filed. However, this does not apply to persons who have received re-certification of bidding qualifications after the decision to commence rehabilitation or rehabilitation proceedings.

(ウ) Other cases where the fairness of bidding may be impaired:
① Relationship between a cooperative, etc. and a constituent company of the cooperative, etc.
② Other cases where a capital or personnel relationship equivalent to the above (ア) or (イ) is recognized.

Submission of Bid Forms, etc.:
Bid forms falling under Article 10-2 of the Implementation Guidelines will not be accepted.
When determining the successful bid, the bid amount written on the bid form, plus an amount equivalent to 10% of that amount (if there is a fraction of less than 1 yen in that amount, the fraction shall be discarded), will be the successful bid price. Therefore, bidders, regardless of whether they are taxable or exempt businesses for consumption tax and local consumption tax, shall write the amount equivalent to 100/100 of the estimated contract amount on the bid form.
Bidders falling under any of the items in Article 12 of the Implementation Guidelines will be disqualified.
In this bid, since the qualification examination will be conducted after the bid opening, prior procedures for such examination, such as the submission of technical documents, are not required.
Site explanation meetings will not be held.
Matters Concerning Bidding, etc.:
Bidders shall submit bids using the bid forms designated for each work by the head of the contracting organization.
Bid forms, etc. must be submitted by hand delivery to the "Bid Location" indicated in the "Scheduled Bid Opening Date and Time and Location" using the following method. Submission by mail or telegraph is not permitted.
Bid forms must be accompanied by a breakdown of construction costs, listing material costs, labor costs, statutory welfare costs, contributions to the construction industry retirement allowance mutual aid association, and safety and health expenses.
Examination Procedures:
Examination will be conducted based on the submitted materials. No rewriting, exchange, or withdrawal of submitted materials will be permitted.
Procedures for Determining the Successful Bidder:
The successful bidder shall be the successful bid candidate who submits the lowest valid bid within the limit of the estimated price.
"Executive Officer" refers to an executive officer of a company with a nominating committee, etc., as defined in Article 402 of the Companies Act.
"Member of a partnership company" refers to a member of a partnership company as defined in Article 575, Paragraph 1 of the Companies Act. However, this excludes members who are not to execute business pursuant to separate provisions in the articles of incorporation as defined in Article 590, Paragraph 1 of the same Act.
"Parent company, etc." refers to a parent company, etc. as defined in Article 2, Item 4-2 of the Companies Act.
"Bid form, etc." refers to the bid form and the breakdown of construction costs attached to the bid form.
"Company, etc." refers to a company, etc. as defined in Article 2, Paragraph 3, Item 2 of the Companies Act Enforcement Regulations (Notice No. 12 of 2006).
"Officer of a company, etc." refers to an officer as defined in Article 2, Paragraph 3, Item 3 of the Companies Act Enforcement Regulations, including directors of a stock company (excluding audit committee members, directors of companies with a nominating committee, outside directors, and directors not executing business), executive officers, members of partnership companies, directors of cooperatives, or their equivalents.
"Rehabilitation company" refers to a rehabilitation company as defined in Article 2, Item 7 of the Company Rehabilitation Act (Act No. 154 of 2002).
"Partnership company" refers to a general partnership company, limited partnership company, or limited liability company.
"Cooperative, etc." refers to a cooperative, etc. composed of multiple individual companies.
"Trustee" refers to a trustee appointed under Article 64, Paragraph 2 of the Civil Rehabilitation Act (Act No. 225 of 1999) or Article 67, Paragraph 1 of the Company Rehabilitation Act.
"Outside director" refers to an outside director as defined in Article 2, Item 15 of the Companies Act.
"Audit committee member director" refers to a director of a company with an audit committee as defined in Article 2, Item 11-2 of the Companies Act.
"Holidays, etc." refers to holidays of Wakayama Prefecture as defined in Article 1, Paragraph 1, Items 1 and 2 of the Ordinance on Holidays of Wakayama Prefecture (Showa 64, Wakayama Prefecture Ordinance No. 39), April 29 to May 5, August 13 to August 16, and December 29 to January 6 of the following year.
"Implementation Guidelines" refers to the "Implementation Guidelines for Conditional General Competitive Bidding (Hand-delivery Method, Simple Type) for Construction Work" (established June 1, 2001).
"Subsidiary, etc." refers to a subsidiary, etc. as defined in Article 2, Item 3-2 of the Companies Act (Act No. 86 of 2005).
"Director of a company with a nominating committee, etc." refers to a director of a company with a nominating committee, etc. as defined in Article 2, Item 12 of the Companies Act.
"Director not executing business" refers to a director who is not to execute business pursuant to separate provisions in the articles of incorporation as defined in Article 348, Paragraph 1 of the Companies Act.
"Main business office" refers to a business office that oversees and directs business operations.
