1. Public Announcement of General Competitive Bidding (Electronic Bidding, Post-qualification, No Comprehensive Evaluation) (Individual Matters) Public announcement is hereby made for general competitive bidding (hereinafter referred to as "bidding") as follows, in accordance with the provisions of Article 7 of the Kochi Prefecture Contract Regulations (Kochi Prefecture Ordinance No. 12 of 1964).
Furthermore, the bidding eligibility and bidding methods common to each bidding project will be provided separately as common matters. In the event of any overlapping matters between these individual matters and the common matters, the matters stated in these individual matters shall take precedence.

1. Project Name (Project Number): Okato High School Lighting Equipment Renovation Work (Sai-den No. 8-7)
2. Project Location: 511-1 Nakajima, Okato-cho, Nangoku-shi, Kochi Prefecture
3. Project Overview: Replace lighting fixtures in the South Building (East and West), North Building (East and West), and East-West Connecting Corridor with LED fixtures.
Install brightness sensors (wireless control) in classrooms and some work areas such as offices and staff rooms.
Classrooms and the first computer room will also support manual dimming to accommodate projector use.
*The construction period for calculating common costs is 9.1 months.

6. Examination Method: Post-qualification method. Examination of bidding eligibility will be conducted only for the successful bidder candidate after the bid opening (including re-bids), by suspending the bid and requesting the submission of necessary additional documents.

8. Bidding Procedure: Via the Kochi Prefecture Electronic Bidding System.
9. Low Bid Price Investigation / Minimum Reserve Price: A minimum reserve price will be set.

2. Bidding Eligibility
In addition to the requirements specified in the Public Announcement (Common Matters) (hereinafter referred to as "Common Matters"), bidders eligible for this project must meet all of the following requirements.
1. Eligibility for Kochi Prefecture Construction Work Competitive Bidding for Reiwa 8 (2026): Type of Construction: Electrical Work; Grade: A; Total Score: 790 points or more.
2. Specific Construction Business Permit Requirements: Not specified. However, if the total amount of subcontracted contract payments is 50 million yen or more (80 million yen or more for general building construction), a specific construction business permit (Article 3, Paragraph 1, Item 2 of the Construction Industry Act) for electrical work is required.
3. Business Office Location: Must have a principal business office in Kochi Prefecture as defined by Article 3, Paragraph 1 of the Construction Industry Act.
4. Construction Performance Record: Must have a record of completing and delivering construction work that meets all of the following requirements under a single contract. Private sector projects will also be recognized as performance records.
1. Must have been completed and delivered as a prime contractor or first-tier subcontractor (limited to projects ordered as general building construction) since Reiwa 3 (2011). For first-tier subcontractor performance, confirmation will be made using existing documents such as contract documents and drawings that verify the construction content. Documents created after project completion, such as construction completion certificates from the client (ordering party) or prime contractor, will not be used for confirmation.
2. Must be a sole contractor or a joint venture with an investment ratio of 20% or more. (This does not apply to large-scale projects such as WTO-covered projects regarding investment ratios.)
3. The final contract amount (including tax) must be 50 million yen or more.
4. Must be electrical work related to buildings (construction industry classification).
5. Deployed Personnel: Must be able to deploy a chief or supervising engineer who meets the following requirements for this project. If the contract amount is 45 million yen or more (90 million yen or more for general building construction), the chief engineer, etc., must be assigned exclusively. If there are any questions regarding the applicability of Article 27, Paragraph 2 of the Cabinet Order for Construction Industry (Cabinet Order No. 273 of 1956) and Article 26-5 of the Construction Industry Act (Act No. 100 of 1949), please inquire by the deadline for submitting application forms, following the method for inquiries specified in the Common Matters.
Qualifications, etc.: 1. Chief Engineer: Must be a Class 1 or Class 2 Electrical Construction Management Engineer, or possess equivalent or higher qualifications. For Supervising Engineer: Must possess qualifications equivalent to or higher than a Class 1 Electrical Construction Management Engineer, and hold a Supervising Engineer's qualification certificate and a certificate of completion of supervising engineer training.
2. Must have been employed by the applicant before the date of this announcement and continue to be employed at the time of application. If exclusive assignment is required, the person must have been employed for at least three months at the time of application.
3. Must not be a person who is a "Manager of Business Operations" as defined in Article 7, Item 1 or Article 15, Item 1 of the Construction Industry Act (regardless of the licensed industry). Work Experience: Must have experience in construction work that meets all of the following requirements under a single contract.
1. Must have experience in work that meets the requirements listed in "4. Construction Performance Record." However, the type of contract and construction location are not specified.
2. The role must be limited to site manager, supervising engineer, supervising engineer under special exception No. 2 (formerly "special supervising engineer"), assistant supervising engineer, chief engineer, or responsible engineer, or a technician exclusively assigned by the client under the low bid price investigation system.
3. Experience will not be recognized if the period of involvement is less than half of the construction period. However, depending on the circumstances of involvement, judgment may be made based on the construction start date and completion notification date, etc. 3. Bidding Schedule, etc.: 1. Other Matters: 1. This project is subject to the obligation of separate dismantling, etc., and recycling of specified construction waste materials, etc., in accordance with the "Act on Promotion of Recycling of Construction Materials, etc." (Act No. 104 of 2000).
2. Minor changes to the design content may be made based on submitted questions, etc., so please bid after considering the answers to the questions.
3. The contractor must not be a construction company that has received design services for this project or is related to the contractor in terms of capital or personnel.
4. The successful bidder of this project must submit a pledge in the format specified in the "Guidelines for Special Provisions on Pledges Regarding Compliance with the Antimonopoly Act" (Notice from Deputy Governor, 23 Kokoken No. 799, December 15, 2011) to the contracting authority when submitting the draft contract. If the successful bidder fails to submit the pledge in the same format, they will be considered to have withdrawn their bid in accordance with Article 3 of the same guidelines.
5. Application of the "Bidding Quantity Sheet Utilization Method": ① This project is a trial project for the "Bidding Quantity Sheet Utilization Method." Under this method, the client provides a bidding quantity sheet at the time of bidding, and bidders participate in the bidding utilizing the quantities listed in the bidding quantity sheet. This allows the client and the contractor to discuss the quantities after the conclusion of the construction contract if any doubts arise regarding the quantities. The quantities listed in the bidding quantity sheet do not obligate the submission of a bill of quantities based on those quantities or the execution of construction after the contract is concluded.
5 ② The contractor must immediately request consultation if any doubts arise regarding the quantities listed in the bidding quantity sheet. However, consultation cannot be requested if the construction related to the doubt has been completed.
③ Consultation under ① requested by the contractor can only be conducted if the quantities in the bidding quantity sheet and the corresponding quantities in the bill of quantities are confirmed to be identical.
④ Consultation under ① (including when requested by the client) shall be conducted based on the bidding quantity sheet. However, this excludes items where the quantity is listed as "one set" in the detailed breakdown of the bidding quantity sheet (excluding items where construction conditions are clearly indicated in the design documents).
⑤ If corrections to the quantities listed in the bidding quantity sheet are necessary as a result of consultation under ①, they shall be made in accordance with the contract, design documents, and quantity standards.
6. Submission of Bill of Quantities: ① The contractor who has prepared the bill of quantities based on the bidding quantity sheet must submit a bill of quantities showing the quantities, units, unit prices, and amounts for items corresponding to the breakdown by item, category, sub-category, and detail in the bidding quantity sheet to the client within 10 days after the contract is concluded. (Include the company name or trade name, address, and project name.)
② The bill of quantities does not create any rights or obligations in the bidding or contract, except when used for confirmation under paragraph ③ above.
7. This project is subject to "Selection Type I" under the "Kochi Prefecture Weekly Two-Day Holiday Promotion Work Implementation Guidelines (Building Works Edition)."
8. Regarding the requirements for deploying a supervising engineer under Article 26, Paragraph 3, Item 2 of the Construction Industry Act (hereinafter referred to as "supervising engineer under special exception No. 2"), the provisions of the special specifications shall apply. If it is found that the deployed supervising engineer under special exception No. 2 does not meet the requirements after the successful bid is determined, the contract may not be concluded.

Requirements such as the deadline for submitting applications, bid opening date, and definition of similar work will be individually set for each project in the "General Competitive Bidding Individual Matters" (hereinafter referred to as "Individual Matters"). In the event of any overlapping matters between the common matters and individual matters in this announcement, the matters specified in the individual matters shall take precedence. Article 1: Eligibility for Bidding Bidders who meet all of the following requirements are eligible. 1. Not falling under the provisions of Article 167-4, Paragraph 2 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947). 2. Not having filed for commencement of bankruptcy proceedings under the Bankruptcy Act (Act No. 75 of 2004), for commencement of corporate reorganization proceedings under the Corporate Reorganization Act (Act No. 154 of 2002), for conciliation of adjustment of specific debts under the Act on Promotion of Adjustment of Specific Debts (Act No. 158 of 1999), or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999). However, those who have undergone such proceedings may be eligible if they have obtained re-certification of eligibility for bidding for construction work in Kochi Prefecture through procedures separately determined by the Governor after the commencement of such proceedings.
