Public Notice of Bidding, Ina City Public Notice No. 9-80, Form No. 1 (Article 3)
We will hold a general competitive bid as follows, and hereby announce it in accordance with the provisions of Article 167-6 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947) and Article 104 of the Ina City Financial Regulations (Ina City Ordinance No. 17 of 2016).
The unit price application date (design month) for this project is August 1, 2024 (August 2024).
There will be two rounds of bidding.

1. Overview of the Work
(1) Work Name: FY2026 Agricultural Land Cultivation Condition Improvement Project, Tera District, Underground Drainage Work
(2) Work Location: Tera, Shimo-tera, Ina City
(3) Work Description: Inflow channel (VUφ75 perforated pipe) L=932.0m, collection channel (VUφ75 non-perforated pipe) L=79.3m.
(4) Construction Period: Approximately 142 days from the start date (scheduled until February 26, 2025).
(5) Payment Terms:
a. Advance Payment: In principle, for construction work with a contract amount of 500,000 yen or more, an advance payment, including interim advance payment, can be made within the scope of 6/10 of the contract amount in accordance with the provisions of the Ina City Public Works Advance Payment Transaction Regulations (Ina City Order No. 3 of 2008).
b. Partial Payment: In principle, for construction work with a contract amount of 1,000,000 yen or more, partial payments can be made within the scope stipulated by the Ina City Financial Regulations.
2. Qualification Requirements for General Competitive Bidders
In addition to having the qualifications to participate in Ina City construction bids, the following requirements must be met at all times from the bid announcement date to the successful bidder determination date:
(1) Bid Participation Qualifications (Common)
- Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order.
- Must not be subject to bid suspension measures based on the Ina City Notice on Bid Suspension Measures for Construction Bid Participants (Ina City Notice No. 329 of 2015).
- Must be listed on the Ina City Construction Bid Participant List for FY2023, 2024, and 2025.
- Must have no outstanding tax arrears in the municipality where the company is located (including its representative if it is a corporation).
- Must not be a construction contractor that has not fulfilled the reporting obligations specified below (excluding those for whom such reporting obligations do not apply).
- Obligation to report under Article 48 of the Health Insurance Act (Act No. 70 of 1922).
- Obligation to report under Article 27 of the Employees' Pension Insurance Act (Act No. 115 of 1954).
- Obligation to report under Article 7 of the Employment Insurance Act (Act No. 116 of 1974).
(2) Bid Participation Qualification Industry and Classification: "Civil Engineering Work Class B/C"
(3) Construction Performance Requirements: Not required.
(4) Requirements for Assigned Personnel:
- Must be able to assign a chief engineer. However, if the total subcontract amount is 50 million yen or more, a supervising engineer must be assigned.
- If the contract amount is 45 million yen or more, a full-time assignment is required.
(5) Construction Business Permit Requirements:
- Must have a permit for "Civil Engineering Work". However, if the total subcontract amount is 50 million yen or more, a specific construction business permit is required.
(6) Business Performance Review:
- Must have a comprehensive evaluation score for civil engineering work in the business performance review results. However, the review standard date must be the latest within 1 year and 7 months prior to the bid opening date.
(7) Business Office Location Requirements:
- Must be the main office located within Ina City. However, 3 years must have passed since the establishment of the main office within the city as of the announcement date.
(8) Other Participation Qualification Requirements: Not required.
3. Bidding Procedures, etc.
Notes:
1. Viewing hours are from 8:30 AM to 5:00 PM (excluding 12:00 PM to 1:00 PM) on days other than city holidays as defined in Article 1, Paragraph 1 of the Ina City Ordinance on Holidays (Ina City Ordinance No. 3 of 2006).
2. Depending on the content of the questions, it may take several days to post the answers on the Ina City official website. However, answers will be provided by the final answer deadline.
3. Answers to questions may include information related to the cost estimation for bidding. Please be aware of this when submitting your bid documents.
4. Regardless of whether you mail or bring your submission, please cut out "10 Outer Envelope and Inner Envelope Label Paper", write your company name or trade name, contact person's name, and contact information (phone number and FAX number), and paste it onto the front of both the outer and inner envelopes with glue.
5. The bid opening time may be delayed depending on the number of bid items or bidders on the bid opening day.
6. The scheduled date for determining the successful bidder may change depending on the status of the bid participation qualification review.
7. Bid results will be posted on the Ina City official website and will be available for viewing at the Contract Division.
4. Applicability of Article 167-10, Paragraph 2 of the Local Autonomy Act Enforcement Order (Minimum Reserve Price)
This bid will establish a minimum reserve price based on the Ina City Low Bid Price Investigation System and Minimum Reserve Price System Guidelines (Ina City Notice No. 43 of 2009).

5. Method of Determining the Successful Bidder, etc.
(1) Bid participation qualification review and determination of the successful bidder will be conducted after the bid opening.
(2) The bid participation qualification review will be conducted in order from the lowest bid price among those who bid within the range of the estimated price and minimum reserve price (excluding those deemed likely to fail to perform adequately). This will continue until one bidder meeting the bid participation qualification requirements is identified. If instructed by the Contract Division, the bidder must submit the documents listed in "7. Bid Participation Qualification Review Documents" in person within two days (excluding holidays) from the date of instruction.
(3) The successful bidder will be notified by FAX or phone within three days (excluding holidays) from the day after the submission deadline for review documents.
(4) Bidders who are found not to meet the bid participation qualification requirements will be notified by "Notice of Disqualification for Bid Participation Qualification Requirements" (hereinafter referred to as the "Disqualification Notice"). Those who receive the Disqualification Notice may request an explanation of the reasons for not meeting the bid participation qualification requirements in writing within five days (excluding holidays) from the day after the mailing date of the notice. A written response will be provided within ten days (excluding holidays) from the day after the receipt of the explanation request.
6. Re-bidding
If no successful bidder candidate is found in the initial sealed-bid mail-in tender (bid opening), a re-bid will be held immediately at the bid opening location as follows:
(1) Number of re-bids: 1
(2) Bidders (or their agents) who are not present from the start of the initial bid opening will be considered to have withdrawn.
(3) Bids can be submitted without an envelope.
(4) A breakdown of construction costs is not required at the time of bidding, but must be submitted promptly after the bidding is completed.
(5) If the participant is the representative, a business card must be submitted. If an agent is bidding, a letter of attorney must be submitted before bidding.
7. Bid Participation Qualification Review Documents
(1) "Regarding the Submission of Bid Participation Qualification Review Documents" (Available on the Ina City official website; please modify for current submission requirements).
(2) Copy of "Business Scale Evaluation Results Notification and Comprehensive Evaluation Score Notification" (The latest one within 1 year and 7 months prior to the bid opening date).
(3) Copy of Tax Payment Certificate for Municipal Taxes for the Head Office or Branch/Business Office (within 3 months) (Required only if the address is not in Ina City).
(4) Copy of Tax Payment Certificate for Municipal Taxes for the Representative of the Head Office or Branch/Business Office (within 3 months) (Required only if the address is not in Ina City).
(5) Copy of documents certifying the qualifications of the assigned personnel.
(6) Copy of documents certifying the regular employment relationship of the assigned personnel (e.g., Supervising Engineer's Qualification Certificate, resident tax withholding notice issued by the municipality, employment certificate from the affiliated company, etc.).
(7) Copy of the assigned personnel's "Supervising Engineer's Qualification Certificate" and "Supervising Engineer Training Completion Certificate" (if the subcontract amount is 50 million yen or more).
(8) Copy of "Construction Business Permit Notification" (However, if the total subcontract amount is 50 million yen or more, a specific construction business permit notification).
8. Other
(1) For the breakdown of construction costs, please refer to "Regarding the Submission of Construction (Work) Cost Breakdown". The scope of submission is the entire scope of the cost-excluded design documents (up to page -0025 of the main construction cost).
(2) Please refer to the "Ina City General Competitive Bidding (Post-Bid Review Method) Bid Instructions for Construction Work".
