(TENDER ANNOUNCEMENT) Hokkaido Public Notice No. 11071. A general competitive tender (hereinafter referred to as "tender") will be conducted as follows. June 22, FY2026 (2026). Governor of Hokkaido, Naomichi Suzuki. 1. Matters for Tender: (1) Name and quantity of the contract objective: FY2026 DX Utilization Strategy Development Contract Services, 1 lot. (2) Specifications of the contract objective: According to the Contract Services Processing Manual for FY2026 DX Utilization Strategy Development Contract Services. (3) Contract period: From the date of contract signing to March 12, FY2027 (2027). (4) Delivery location: According to the Contract Services Processing Manual for FY2026 DX Utilization Strategy Development Contract Services. 2. Qualifications Required for Tender Participants: Must meet all of the following conditions. (1) Possess the qualification for "Technical Document Preparation" among the prefectural competitive tender qualifications valid in FY2026. (2) Not be subject to a suspension of bidding by the prefecture for designated competitive tenders. (3) Not be excluded from participating in competitive tenders conducted by the prefecture due to being a group related to a yakuza organization, etc. (4) Have a head office, branch office, or business office within the prefecture. (5) Be a construction consultant registered in accordance with the Construction Consultant Registration Regulations. (6) Be able to assign a person with the following work experience or qualifications as the person in charge of operations (managing engineer). a. Professional Engineer (in the field of "Agricultural Civil Engineering" or "Agricultural and Rural Engineering" within the comprehensive management and technical field, or "Agricultural Civil Engineering" or "Agricultural and Rural Engineering" within the agricultural field) or an engineer with equivalent ability and experience. b. Special Provisions for Qualification Requirements: For cooperatives or their federations established under the Small and Medium-sized Enterprise Cooperative Act (Act No. 181 of 1949), the Organization of Small and Medium-sized Enterprise Groups Act (Act No. 185 of 1957), or the Shopping Street Promotion Association Act (Act No. 141 of 1962), if they have a certificate of a qualified public contract enterprise issued by the Director of the Bureau of Economy, Trade and Industry, the contract performance experience etc. qualification requirements specified in 2(7) may include the experience etc. of contracts concluded and performed by members of such cooperative (members designated by the cooperative). 4. Examination of Qualification for Restricted General Competitive Tender Participation: (1) This tender is a restricted general competitive tender in accordance with Article 167-5-2 of the Local Autonomy Act Enforcement Regulations (Cabinet Order No. 16 of 1947). Method of Selecting Successful Bidder: Except in cases stipulated in Article 167-10, Paragraph 1 of the Local Autonomy Act Enforcement Regulations, the successful bidder shall be the one who submits the lowest bid (limited to valid bids) within the range of the estimated price limit set forth in Article 151, Paragraph 1 of the Hokkaido Financial Regulations (Hokkaido Ordinance No. 30 of 1970; hereinafter referred to as "Financial Regulations"). 11. Failure to Conclude Contract with Successful Bidder: (1) If the successful bidder is deemed to be a yakuza-related business operator, etc., and measures are taken to exclude them from public works, etc., conducted by the prefecture, the contract will not be concluded with such successful bidder. (2) For contracts requiring a written contract, if the successful bidder is subject to a suspension of bidding between the award of the bid and the conclusion of the contract, the contract may not be concluded. In this case, the successful bidder cannot claim compensation for damages incurred due to the inability to conclude the contract. 12. Contract Document Preparation, etc.: (1) This contract requires the preparation of a written contract. (2) The successful bidder shall promptly declare after the bid award whether the contract will be concluded in writing or as an electronic record of the contract content. 13. Other: (1) Invalid Bids: Bids submitted by those who do not meet the qualifications specified in 2 at the time of bid opening, bids falling under any of the items in Article 154 of the Financial Regulations, and bids that violate the conditions of this announcement shall be deemed invalid. (2) Standard Price for Low Bid Price Investigation: No standard price for low bid price investigation is set in accordance with Article 167-10, Paragraph 1 of the Local Autonomy Act Enforcement Regulations. (3) Minimum Reserve Price: No minimum reserve price is set in accordance with Article 167-10, Paragraph 2 of the Local Autonomy Act Enforcement Regulations. (4) Treatment of Consumption Tax and Local Consumption Tax (hereinafter referred to as "Consumption Tax, etc.") on Bid Amounts, etc.: a. When determining the successful bidder, the bid amount shall be increased by 10% of the amount written on the bid form (if there are fractions of less than 1 yen, such fractions shall be rounded down) to determine the successful bid price.
