(1) Not falling under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under guardianship or assistance who have obtained the necessary consent for concluding a contract may be applicable under cases of special reasons within the said clause.
(2) Not falling under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have the qualification of Grade A, B, or C in "Provision of Services, etc." as designated by the Director-General of the Secretariat, Ministry of Health, Labour and Welfare, in the FY2025, 2026, and 2027 Ministry of Health, Labour and Welfare Competitive Bidding Qualifications (Unified Qualifications for All Ministries and Agencies).
(4) Not currently suspended from bidding by the Ministry of Health, Labour and Welfare.
(5) Must be a person recognized as not having made false statements in the qualification application form or attached documents.
(6) Must be a person whose business condition or credibility is not deemed to have significantly deteriorated.
(7) Must meet other qualifications specified by the Authorized Officer for Disbursement in accordance with Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting.
4. Bidding Method, etc.
(1) Bidding Method:
Bids shall be for the total amount. For the determination of the successful bidder, the bid price will be the amount written on the bid form plus 10% of that amount (if there is a fraction of less than one yen in that amount, the fraction will be discarded). Therefore, bidders shall write on their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses with respect to consumption tax, etc.
Furthermore, the contract amount is the upper limit for the estimated contract; after the project is completed, the actual expenses incurred will be determined, and if the actual expenses are less than the contract amount, the actual expenses will be paid.
The bid amount should be based on the latest market price, and if fluctuations in labor costs, raw material costs, energy costs, etc., are specifically anticipated during the contract period, including revisions to the minimum wage, the bid amount should reflect such anticipated fluctuations.
(2) Use of Electronic Procurement System:
This bidding will be conducted using the electronic procurement system. Bids shall be submitted electronically in principle. However, paper bids will be accepted if it is difficult to use the electronic procurement system.
(3) Bid Opening Location: Employment Insurance Division, Employment Security Bureau, Ministry of Health, Labour and Welfare (14th Floor, Room 08).
5. Other
(1) Language and Currency to be Used in Contract Procedures: Japanese language and Japanese currency.
(2) Bid Bond and Contract Deposit: Exempt.
(3) Matters Required of Bidders: Bidders wishing to participate must submit a copy of their FY2025, 2026, and 2027 Ministry of Health, Labour and Welfare Competitive Bidding Qualifications (Unified Qualifications for All Ministries and Agencies) and other documents as specified in Appendix 4 of the bid explanation document to the contact point in 2 (1) above by the deadline.
In addition, bidders must submit a pledge of eligibility for competition and a pledge of not falling under the category of organized crime groups along with the aforementioned documents. Bidders must respond to any requests for explanation regarding such documents from the Authorized Officer for Disbursement.
(4) Invalid Bids: Bids submitted by those who do not have the qualifications for participation in competition indicated in this announcement, or who have failed to fulfill their obligations as bidders, or other bids that violate the conditions of bidding, will be considered invalid.
Furthermore, if a bidder fails to submit the pledge of eligibility or submits a false pledge, or violates the pledge, their bid will be considered invalid.
(5) Requirement for Contract Creation: Required.
(6) Method of Determining the Successful Bidder: Among the bidders who have submitted bids in accordance with the provisions of the bid explanation document, the successful bidder will be the one who meets all eligibility requirements and specification requirements, all essential items among the performance requirements specified in the bid explanation document, is judged by the Authorized Officer for Disbursement to be capable of fulfilling the contract, and whose bid price is the highest in the comprehensive evaluation within the limit of the estimated price prepared in accordance with Article 79 of the Cabinet Order concerning Budget, Auditing and Accounting. (7) Negotiation in Procedures: None.

④ Do not go out of Ministry of Health, Labour and Welfare about duties during a period taking a nomination stop. ⑤ prove to have no false statement in tendering application forms or attached documents ⑥ prove neither the business condition nor credibility is deteriorating
⑦ meet the qualification requirements which Official in charge of disbursement of the procuring entity may specify in accordance with Article 73 of the Cabinet Order.
