Public Notice of Bidding
We will conduct a general competitive tender as follows. Bids based on this notice shall be made in accordance with the provisions of the relevant laws and regulations, the Ministry of Economy, Trade and Industry Bidding Guidelines (Document No. 5, hereinafter referred to as "Bidding Guidelines"), and the "Procurement Portal/Electronic Procurement System Terms of Use" (https://www.p-portal.go.jp/pps-web-biz/resources/app/pdf/riyoukiyaku.pdf) when using the electronic procurement system, in addition to the matters stipulated below.
Furthermore, bid opening and closing procedures shall, in principle, be conducted using the electronic procurement system. In the event that the electronic procurement system cannot be used due to system failures or other reasons, the date and time may be changed to a separately notified date and time.

1. Matters for Competitive Bidding
(1) Subject Matter
Reiwa 8 Demonstration Research Project on Design Search Utilizing Artificial Intelligence Technology, etc.
(2) Specifications, Performance Period, Delivery Location, etc.
As per the attached Implementation Plan (Document No. 2).
(3) Bidding Method
The bid amount shall be for the total price of this project. The calculation of the bid amount shall take into consideration the following items.
A. When the bid amount includes expenses equivalent to labor costs (wages)
Calculate based on unit prices that take into account anticipated revisions in minimum wages and the company's own salary amounts during the contract period (if it is difficult to calculate the anticipated revision amount during the contract period, calculation based on the most recent revision実績 is also acceptable).
B. When the bid amount includes expenses affected by increases in raw material costs and energy costs
Calculate based on unit prices that take into account anticipated increases in expenses due to soaring raw material and energy costs during the contract period (if it is difficult to calculate the anticipated increase amount during the contract period, calculation based on the most recent increase実績 is also acceptable).
In addition, for this project, a proposal must be submitted along with the bid, and a technical review will be conducted.
When determining the successful bidder, the successful bid price will be the amount obtained by adding 10% of the amount stated in the bid form to the amount stated in the bid form (if there is a fraction of less than 1 yen in that amount, the fractional amount shall be rounded down). Therefore, bidders shall enter in the bid form an amount equivalent to 100/110 of the estimated amount, regardless of whether they are taxable or tax-exempt business operators for consumption tax and local consumption tax.
2. Qualifications for Participation in Competitive Bidding
(1) Not falling under the provisions of Article 70 and Article 71 of the Order on Expenditure, Settlement, and Accounting (Document No. 6, hereinafter referred to as "Order on Expenditure").
Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding a contract fall under the cases of special reasons in Article 70 of the Order on Expenditure.
(2) Must be rated in grade "A", "B", "C", or "D" in "Services, etc." under the Reiwa 7, 8, and 9 Ministry of Economy, Trade and Industry Competitive Bidding Qualifications (Unified Qualifications for All Ministries and Agencies).
(3) Not subject to suspension of subsidies or designation by the Ministry of Economy, Trade and Industry.
If subcontracting to a business operator that is subject to suspension of subsidies or designation by the Ministry of Economy, Trade and Industry, approval from the Patent Office is required (excluding contracts of less than 1 million yen).

(4) Not having had a contract with the Ministry of Economy, Trade and Industry terminated due to inadequate information management within the past three years.

Submission of proposals, etc., using the electronic procurement system is not permitted.

*Divide into four files: proposal file with bidder's name, attached document file with bidder's name, proposal file created without bidder's name, and attached document file created without bidder's name.
■ Evaluation Item List (Document No. 3) with necessary information filled in the proposal page number column.
■ Statement of Wage Increase Plan for Employees (Form 8 (Document No. 16)) (Submit only if you intend to make a statement)

Log in to "Bidding Operations" from the Procurement Portal (https://www.p-portal.go.jp/pps-web-biz/UZA01/OZA0101), search for this project from "Procurement Case Search", first submit Form 2 Bid Participation Statement (Document No. 10, hereinafter referred to as "Statement") on the "Certificate/Proposal Submission" screen, and then enter the bid amount on the "Bid (Quotation) Submission" screen and submit.

If it is difficult to submit via the electronic procurement system due to unavoidable reasons, submit Form 3 Bid Form (Document No. 11) and Form 4 Reason Statement (Document No. 12) in paper (by hand or mail) to the contact person listed at the end of this notice (9. (3)). However, if sending by mail, please allow ample time and send by registered mail. Please notify the contact person listed at the end of this notice (9. (3)) that you have sent it by mail (if sending by mail, it must arrive by the submission deadline in A above).
*Only the bid form shall be placed in the envelope, sealed, and the bidder's name (or company name or trade name for corporations) and the subject matter shall be written on the front of the envelope. Do not include other materials such as proposals.

D. Precautions
- For bids by proxy, those submitting bids via the electronic procurement system shall complete the delegation procedures defined by the system, and those submitting bids by paper shall submit Form 5 Power of Attorney (Document No. 13).
- Proposals, etc., shall be prepared after confirming the "Response Material Preparation Guidelines" (Document No. 7) and "Proposal Template" (Document No. 14).
- Submitted proposals and bids cannot be changed or canceled, and will not be returned.
- The cost of preparing proposals, etc., shall be borne by the bidder.
- If the Patent Office requests an explanation regarding submitted proposals, etc., the bidder shall promptly provide an explanation at their own responsibility.
(5) Explanation (Presentation) of Proposals, etc., by Bidders
A. A presentation will be held if requested by the Patent Office. The date and time, and format (in-person or web conference) will be coordinated between the Patent Office and the bidder after the bid submission deadline (currently scheduled for September 18, Reiwa 8 (Friday)). The presentation time is expected to be approximately 30 minutes per party (including Q&A).
B. The presentation shall, in principle, be conducted by a person equivalent to a project manager.
C. For the presentation, it is permissible to prepare summary materials of the proposal (approximately 10 slides in PowerPoint, etc.). Two patterns of summary materials, one with company name, etc., and one without company name, etc., shall be created and submitted via email to the contact person listed at the end of this notice (9. (2)) by the day before the presentation (if the capacity exceeds 7MB, please send in installments or use a temporary file storage service).
D. The costs incurred for bidding, including the presentation, will not be borne by the Patent Office.
(6) Date and Time and Location of Bid Opening

If no bid reaches the limit of the estimated price as a result of the bid opening, a second round of bidding will be conducted immediately. In that case, those who submitted bids by paper will conduct the second round of bidding at the above-mentioned bid opening location, and those who submitted bids via the electronic procurement system will do so within the same system.
If there are no bids by the deadline for the second round of bidding, it will be considered that the bidder has declined the second round of bidding.
*Bidders who submitted bids via the electronic procurement system can check the status of the bid opening on the "Bid (Quotation, Successful Bid) Status Confirmation" screen and the "Bid Opening Result Confirmation" screen of the system.

(7) Scope of Use of Electronic Procurement System
The electronic procurement system shall be used only for (4) C and (6) above. Other functions are not available.
4. Invalid Bids
Bids falling under Article 11 of the Bidding Guidelines shall be invalid.
5. Method of Determining the Successful Bidder
The successful bidder will be determined based on Articles 14 to 16 of the Bidding Guidelines.
The point allocation for the comprehensive evaluation score is as follows. For details on the evaluation method, please refer to the Evaluation Procedure Document (Additive Method) (Document No. 8).
Comprehensive Evaluation Score = Technical Score (200 points) + Price Score (100 points)
6. Bid Bond and Contract Deposit: Fully Exempted
7. Quotations and Contracts
(1) Submission of Quotations
The successful bidder shall submit a quotation and supporting documents for unit price determination immediately. When preparing the quotation, please refer to Form 7 Quotation (Document No. 15).
(2) Contract
The successful bidder will conclude a contract based on the draft contract (Document No. 4), so please bid with an understanding of the contract provisions.
(3) When the subcontracting rate exceeds 50%
If a reason statement for subcontracting at a rate exceeding 50% is attached to the proposal, the Patent Office will confirm the appropriateness of the subcontracting details and may instruct the successful bidder to revise the subcontracting details, including the execution system, by the time the contract is concluded.
This project does not fall under project types where the subcontracting rate tends to be high, so appropriateness will be confirmed based on the circumstances of individual projects.
