Work Overview (1) Work Name FY2026 Chiba District Public Prosecutors Office Minamicho Branch Air Conditioning Equipment Renovation Work (2) Work Location As per the tender documents. (3) Work Content Renovation of the air conditioning equipment (GHP) installed in the Chiba District Public Prosecutors Office Minamicho Branch. (4) Construction Period Until May 31, FY2027 (5) This bidding procedure will be conducted through the electronic procurement system (Government Electronic Procurement (GEPS) (https://www.p-portal.go.jp/)). However, those who find it difficult to use the electronic procurement system may conduct all bidding participation application procedures and bidding procedures in writing with the approval of the authorized signatory for expenditure (referred to as the "Paper Bidding Method" in this bidding procedure). 2. Eligibility for Participation in Bidding (1) Not falling under the provisions of Article 70 and Article 71 of the Ordinance on Budget, Settlement and Accounting (hereinafter referred to as "Budget Execution Ordinance"). (3) Not be a company for which rehabilitation proceedings have been commenced based on the Corporate Rehabilitation Law or reconstruction proceedings have been commenced based on the Civil Rehabilitation Law (excluding those who have obtained re-certification as per (2) above). (4) Not have been subject to a bid suspension based on the "Notice on the Establishment and Operation of Measures such as Bid Suspension for Construction Contracts" dated January 23, 1995, Ministry of Justice Accounting Bureau Notice No. 191, from the date of submission of the application for confirmation of eligibility to the time of opening of bids. (5) No capital or personnel relationship between bidders (refer to tender documents). (6) Not have been identified by the police authorities as a business substantially controlled by a member of a violent group or equivalent, and not have been deemed unsuitable as a contract party by the Director of the Facilities Division, Minister's Secretariat, Ministry of Justice. (7) If a contract for construction ordered by the Ministry of Justice was concluded at a price below the investigation standard price based on Article 85 of the Budget Execution Ordinance, and the construction performance evaluation score for that work was less than 65 points, then one month must have passed from the day after the notification of the construction performance evaluation score until the date of the tender notice for construction ordered by the Ministry of Justice. 3. Other (1) The language used in the procedures shall be Japanese, the currency shall be Japanese Yen, the time shall be Japan Standard Time, and the units shall be in accordance with the Measurement Law (Law No. 51 of 1992). (2) Bid Security Exempt. (3) Contract Security Payment required (Depository Bank: Bank of Japan, Chiba Branch). However, payment of contract security can be substituted by providing interest-bearing national bonds (Depository: Bank of Japan, Chiba Branch) or a guarantee from a financial institution or guarantee company. Furthermore, if a performance guarantee bond for public works is provided or a performance guarantee insurance is concluded, the payment of contract security will be exempted. (4) Invalid Bids Bids submitted by persons who do not have the eligibility for participation in this tender, bids submitted by persons who have made false statements in their applications or documents, and bids that violate the conditions related to bidding shall be deemed invalid. (5) Method of Determining the Successful Bidder The successful bidder shall be the bidder who submitted the lowest valid bid within the limit of the estimated price prepared in accordance with the provisions of Article 79 of the Budget Execution Ordinance. However, if it is determined that the contractor may not be able to perform the contract in accordance with its terms due to the bid price of the party who would be the successful bidder, or if it is determined to be extremely inappropriate because it would disrupt the order of fair trade to conclude a contract with that party, the bidder who submitted the lowest bid among other bidders within the limit of the estimated price may be selected as the successful bidder.
