1. Procurement Details

Introduction and Operation/Maintenance Services for the Data Management Function of the External Debt Transaction Management System for Fiscal Year 2024: 1 set
(3) Specifications of Procurement Item: As per the tender documentation.
(4) Fulfillment Period: From the date of contract conclusion until March 31, 2031.
(5) Fulfillment Location: As per the tender documentation.
(6) Bidding Method: For the determination of the successful bidder, the bid price will be the amount stated in the bid form plus 10 percent of that amount (if there is a fraction of less than one yen, that fraction will be rounded down). Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of their estimated contract amount, regardless of whether they are taxable or tax-exempt business operators for consumption tax.
2. Eligibility for Participation in Competition
(1) Not be a person falling under the provisions of Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under guardianship or assistance who have obtained the necessary consent for concluding a contract may fall under cases of special reasons in the said article.
(2) Not be a person falling under the provisions of Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Be a person who has been graded A, B, C, or D in "Services, etc." and holds qualifications in the Kanto-Koshinetsu region for the Fiscal Years 2025, 2026, and 2027 Ministry of Finance Competitive Bidding Qualifications (Unified Qualifications for All Ministries and Agencies), or a person who does not hold such qualifications but has applied for qualification review and has been registered in the list of qualified bidders by the deadline for receipt of bids.
(4) Not be subject to suspension of designation, etc. by any ministry or agency (including persons specially recognized by the authorized officer for disbursement).
(5) Be a person whose business situation or creditworthiness is not deemed to have extremely deteriorated, and who can ensure proper performance of the contract.

4. Use of Electronic Procurement System
This procurement will be conducted through bidding and bid opening/closing procedures using the electronic procurement system. However, submission of paper bids is also permitted. Details are as per the tender documentation. In the event of a system failure in the electronic procurement system for items 3(5) and (6) above, the date and time may be changed to a separately notified date.
5. Other
(1) Language and Currency to be Used in Bidding and Contract Procedures: Japanese language and Japanese currency only.
(2) Bid Bond and Contract Deposit: Exempt.
(3) Requirements for Bidders: Those wishing to participate in this general competitive bidding must submit the documents required for comprehensive evaluation as specified in the tender documentation by 12:00 PM on December 3, 2024. However, in the event of a system failure in the electronic procurement system, the date and time may be changed to a separately notified date. Bidders must respond to requests for explanations regarding these documents from the authorized officer for disbursement within the period until the deadline for receipt of bids.
(4) Invalid Bids: Bids submitted by persons who do not meet the eligibility requirements for participation in this competition, and bids that violate the conditions of bidding as specified in the tender documentation, will be considered invalid.
(5) Requirement for Contract Creation: Required.
(6) Method of Determining the Successful Bidder: The successful bidder will be determined from among the bidders who have submitted proposals that meet all essential requirements specified in the tender documentation, within the limit of the estimated price prepared in accordance with Article 79 of the Cabinet Order concerning Budget, Auditing and Accounting, using the comprehensive evaluation method specified in the tender documentation. However, if there is a risk that the contract may not be performed in accordance with its terms by the prospective successful bidder due to their bid price, or if it is deemed significantly inappropriate to conclude a contract with that person due to the risk of disrupting the order of fair trade, another bidder who has submitted a bid within the limit of the estimated price and has the next most favorable bid may be selected as the successful bidder.
