Tender Participation Qualifications: This work is a general competitive tender for individual entities. The qualifications required for tender participants are as follows. Regarding Tender Participation Qualifications: a. Must be listed in the Gifu Prefecture Construction Work Tender Participant List under Construction-Related Work (Surveying, Construction Consulting, etc. Work (Urban Planning and Regional Planning)). c. For those who have filed for commencement of reorganization proceedings under Article 17 of the Corporate Reorganization Act (2002, Act No. 154) (hereinafter referred to as "Corporate Reorganization Act"), a decision to approve the reorganization plan under Article 199 or 200 of the same Act must have been received. d. Bid Execution Procedures: (1) Bidding will be conducted for applicants who have been permitted to participate in the tender via the notification in 3(3) (hereinafter referred to as "Bidders"). Other deficiencies. (6) Bid opening will be conducted immediately after the tender is closed, with the participation of bidders or their agents (hereinafter referred to as "Bidders"). If bidders or their agents are not present, a city employee not involved in the tender procedures will be present. However, the disbursing officer may choose not to have bidders or city employees present if it is deemed that the fairness and proper execution of the tender procedures will not be hindered. (7) The disbursing officer may select tender documents by lottery if deemed necessary to ensure fair and proper bid execution. The number of tender documents to be selected in this case will be indicated by the disbursing officer at the time of the lottery. (8) Tenders falling under any of the following shall be invalid: a. (10) The following system applies as the low bid price system: Low Bid Price Investigation System: A "Standard Price for Low Bid Investigation" (hereinafter referred to as "Standard Price") and a "Disqualification Judgment Standard by Price" (hereinafter referred to as "Disqualification Standard") are established. If the bid amount of the successful bidder candidate falls below the Standard Price but is above the Disqualification Standard, the bid will be suspended, and a hearing with the successful bidder candidate and consultation with relevant organizations will be conducted to determine whether there is a risk of non-performance of the contract. If the low bid price investigation is not cooperated with, such as by not submitting the investigation form by the deadline or not attending the hearing, the successful bidder candidate will not be awarded the contract. However, the contract period will not be extended due to this investigation period. Furthermore, if the contract is awarded at a price below the Standard Price but above the Disqualification Standard, third-party verification will be required. If it is found that false documents or explanations were submitted during the low bid price investigation, or if there is a significant discrepancy between the content at the time of the investigation and the submitted deliverables (excluding cases where there are reasonable grounds for discrepancy), it will be strictly reflected in the evaluation of the contract performance, and participation qualification suspension measures may be taken. Bidders whose bids fall below the Disqualification Standard will be disqualified. Details are in accordance with the "Gifu Prefecture Guidelines for Low Bid Price Investigation, etc. for Consulting Services". (11) The successful bidder candidate will be determined as follows: a. Within the limit of the estimated price prepared in accordance with Article 111 of the Regulations, the lowest bidder will generally be the successful bidder candidate. b. If there are two or more successful bidder candidates, the successful bidder will be determined by lottery. In this case, withdrawal from the lottery is not permitted. (12) Tender documents shall be handled as follows: a. Costs for preparation and submission shall be borne by the bidder. b. Shall not be used for any purpose other than bid execution. c. Shall not be returned to the bidder. d. Replacement, resubmission, or withdrawal of tender documents is not permitted. (13) Other: Bid execution shall be in accordance with the Enforcement Order and the Regulations. 6. Confirmation of Tender Participation Qualifications: (1) As a result of the bid opening, the successful bidder candidate must submit confirmation documents (Tender Participation Qualification Confirmation Application (Appendix Form 2) and attached documents as specified in the General Competitive Tender Guidelines) by the submission deadline instructed by the disbursing officer (submission via the electronic bidding system is not possible). If the successful bidder candidate does not meet the tender participation qualifications, the next highest bidder will be considered the successful bidder candidate, and confirmation documents must be submitted by the submission deadline separately instructed by the disbursing officer. (2) If the successful bidder candidate fails to submit all or any of the confirmation documents by the submission deadline, or if the submitted confirmation documents do not meet the tender participation qualifications, the bid will be invalidated. Furthermore, errors or omissions in the submitted confirmation documents may result in invalidation. (3) Confirmation documents shall be handled as follows: a. If a format is specified in the tender announcement, prepare it in that format. b. Costs for preparation and submission shall be borne by the successful bidder candidate. c. Shall not be used for any purpose other than confirming tender participation qualifications and additional points. d. Shall not be returned to the successful bidder candidate. e. Replacement or resubmission after the submission deadline is generally not permitted. 7. Determination of Successful Bidder and Contract Procedures: (1) When the successful bidder is determined, a "Successful Bidder Determination Notice" will be sent to the bidder. (2) If the successful bidder does not conclude the contract (including a provisional contract) within one week from the date of receiving the "Successful Bidder Determination Notice", the bid will be invalidated. (3) If the resolution of the Gifu Prefectural Assembly is required for the conclusion of this contract, a provisional contract will be concluded after the bid award, and the final contract will be concluded after the resolution. However, even after the provisional contract, the final contract may not be concluded depending on the circumstances of the resolution, etc. (4) The language and currency used in contract procedures shall be Japanese and Japanese currency, respectively. (5) Tender security and contract security shall be exempted if they fall under any of the items in Article 114 of the Regulations.
