Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the special circumstances in the same article. (2) Not falling under the provisions of Article 71 of the Public Finance and Accounting Law. (3) Must be rated in grade A, B, or C for "Provision of Services, etc." in the FY2025, 2026, 2027 Ministry of Defense Competitive Participation Qualification (Uniform Qualification for All Ministries) and have competitive participation qualifications in the Kanto-Koshinetsu region. Furthermore, regardless of the above grades, must fall under any of the items in Article 18, Paragraph 4 of the Detailed Regulations for Handling Contract Procedures of the Ministry of Defense. Those who meet the requirements and wish to participate in the bidding must submit documents proving such requirements by 12:00 on October 2, 2024 (Friday). (4) Not currently subject to a bid suspension measure based on the "Procedures for Bid Suspension, etc. for Procurement of Equipment and Services" from the Minister of Defense's Secretariat, Director-General of the Bureau of Defense Policy, Director-General of the Agency for Defense Equipment, or the Accountant of the Secretariat of the Agency for Defense Equipment (hereinafter referred to as "period of bid suspension"). (5) Not a person with capital or personnel ties to a person currently subject to bid suspension, and who intends to contract with the Ministry of Defense for the sale of goods, manufacturing, or service contracts of the same type. (6) Not a qualified contractor who has been requested by the prefectural police to be excluded as a gangster-related business operator and such status continues. (7) In principle, subcontracting by a person currently subject to bid suspension is not permitted. However, this does not apply if the Minister of Defense's Secretariat, Director-General of the Bureau of Defense Policy, Director-General of the Agency for Defense Equipment, or the Accountant of the Secretariat of the Agency for Defense Equipment recognizes a truly unavoidable reason. (8) Must submit documents proving compliance with the conditions and obtain approval by 12:00 on October 2, 2024 (Friday). (See attached sheet) 5 Bidding Method For awarding the contract, the successful bid price will be the amount bid plus 10% of that amount. Therefore, bidders shall write in their bid the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or non-taxable businesses for consumption tax and local consumption tax. 6 Security Deposit (1) Bid Security: Exempt (2) Contract Security: Exempt (3) The bid security shall be forfeited to the national treasury if the successful bidder fails to conclude the contract, and the contract security shall be forfeited to the national treasury if the contractor fails to fulfill its obligations. Please note that the bid may be canceled or this announcement may be changed due to a failure in the electronic procurement system. (4) Documents to be Submitted (1) A copy of the qualification examination result notification for Ministry of Defense competitive participation qualification must be submitted by the day before the bidding date (excluding administrative holidays). (2) If the contract is to be subcontracted in whole or in part to a person currently subject to bid suspension, a subcontract confirmation application must be submitted 7 days before the bidding date (excluding administrative holidays). (5) Conditions of Bidding: Submit documents in writing to prove the implementation system for survey services specified in Article 3.2.1 of the specifications and the implementation system for information security specified in items (a) to (c) of Article 7, and be recognized as compliant (Submission deadline: 12:00 on October 2, 2024 (Friday) (excluding administrative holidays). (6) If, after the contract is concluded, the whole or part of this contract is subcontracted to a person currently subject to bid suspension, the whole or part of this contract may be canceled. (7) If subcontracting to a person currently subject to bid suspension is to be performed after the contract is concluded, subcontract approval as stipulated in the "Bidding and Contract Procedures (Local Procurement)" must be obtained, and a supplementary contract will be executed with a special clause for the determination of the price of specific items.
