(2) Must have been approved for "Firefighting Facilities" in the Reiwa 7 and 8 Fiscal Year Tomiya City Competitive Tender (General/Designated) qualification examination, and be graded A (700 points or more) or B (less than 700 points) based on the latest comprehensive evaluation score notice. (3) Not currently suspended from bidding by Tomiya City. (4) Not a person falling under the provisions of Article 167-4 of the Local Autonomy Act. Tender methods, etc. (1) By mail. (2) When determining the successful bidder, the contract amount will be the amount obtained by adding 10% of the amount written on the tender document to the amount written on the tender document (if there is a fraction of less than 1 yen, the fraction shall be rounded down). Therefore, tenderers shall, regardless of whether they are taxable or exempt from consumption tax and local consumption tax, write the amount equivalent to 100/110 of the estimated contract amount on the tender document. (3) The tender document should be addressed to "Mayor of Tomiya City, Yuichi Wako" and submitted in an envelope. (4) The date written on the tender document should be the submission date. (5) Tenderers should place the tender document and the cost breakdown in item 8 into a tender document envelope (write "Mayor of Tomiya City, Yuichi Wako", "Personal (Subject)", "Company Name", "Statutory Welfare Costs Indicated" on the envelope), seal it with glue, place that envelope into a postal envelope, and mail it by registered mail to "Tomiya City Planning Department, Finance Division". Changes to the content written on the tender document after submission are not permitted. (6) Bid opening will be conducted by the secretariat and designated observers. 7. Tender security Exempt. However, if the successful bidder fails to conclude the contract, the city may collect an amount equivalent to 5% of the bid amount (including consumption tax and local consumption tax) (for unit price contracts where unit prices are determined for each supply category, the sum of the amounts obtained by multiplying the unit price by the estimated quantity for each supply category) as a penalty. 8. Submission of cost breakdown (1) For the first tender, submit a cost breakdown corresponding to the tender amount written on the first tender document. (2) The format of the cost breakdown is not specified, but the content must include quantity, unit price, amount, and statutory welfare costs. (3) The cost breakdown will be kept by the city after confirmation by the person in charge. (4) Failure to submit the cost breakdown, or if the quantity/unit price is unclear due to "total amount" or similar indications, or if statutory welfare costs are not clearly stated, will result in disqualification. 9. Invalid tenders Tenders submitted by those who do not have the necessary qualifications to participate in the tender as indicated in this announcement, those who have made false applications, and those who have violated the conditions specified in the "Tomiya City Conditional General Competitive Tender Participation Guidelines" (hereinafter referred to as "Tender Participation Guidelines") shall be deemed invalid. Furthermore, tenders submitted by those who have been confirmed as qualified tender participants but no longer meet any of the requirements listed in item 2 at the time of bidding shall be invalid. 10. Determination of successful bidder (1) The bidder with the lowest bid price at or below the estimated price shall be the successful bidder. However, if a minimum reserve price is set, the bidder with the lowest price within the range of the estimated price and at or above the minimum reserve price shall be the successful bidder. (2) If no successful bidder is determined as a result of the tender, a contract may be concluded by voluntary contract in accordance with the provisions of Article 167-2, Paragraph 1, Item 8 of the Local Autonomy Act. 11. Contract security Shall be 1/10 or more of the contract amount. (May be exempted according to Tomiya City Financial Regulations) 12.
