In accordance with Article 167-5, Paragraph 1 of the Local Autonomy Act Enforcement Regulations (Cabinet Order No. 16 of 1947), the qualifications required for participants in a general competitive tender have been established. Qualifications and Type of Services to be Procured: The qualifications required for participants in the general competitive tender for the contract specified in (1) to be concluded by the prefecture in FY2026 shall be as specified in (2), and the type of services to be procured by the contract shall be as specified in (3). (1) Contract: A contract for the FY2026 Zero Carbon Hokkaido Promotion Project Contract Services, for which a general competitive tender announcement will be made on June 15, FY2026. (2) Qualifications: Qualifications for the FY2026 Zero Carbon Hokkaido Promotion Project Contract Services (hereinafter referred to as "Qualifications"). (3) Type of Services: FY2026 Zero Carbon Hokkaido Promotion Project Contract Services. 2. Qualification Requirements: Must meet all of the following conditions. (1) Be a corporation with its head office in Japan, a non-profit corporation established under the Act on Promotion of Non-Profit Activities (Act No. 7 of 1998), or an organization other than a corporation (hereinafter referred to as "corporation, etc."), or a federation composed of multiple corporations, etc. (hereinafter referred to as "consortium"). Tender Method and Determination of Successful Bidder: This tender will be conducted using the comprehensive evaluation general competitive tender method stipulated in Article 167-10-2 of the Local Autonomy Act Enforcement Regulations (Cabinet Order No. 16 of 1947). Therefore, tender participants must submit a proposal detailing the proposed matters indicated in the proposal instructions designated by the prefecture by the date specified by the prefecture, along with their tender form. Furthermore, among those who bid within the range of the estimated price limit, the bidder who offers the most advantageous price and other conditions according to the successful bidder determination criteria stipulated in Article 167-10, Paragraph 3 of the same Act shall be the successful bidder. At the bid opening, only the prices of bids within the estimated price limit will be announced. The successful bidder will be determined later based on the evaluation of bid prices and proposal content according to the successful bidder determination criteria, and will be notified to the successful bidder and other tender participants. 9. Successful Bidder Determination Criteria: The successful bidder determination criteria are as stated in the appendix. 10. Failure to Conclude Contract with Successful Bidder: (1) If the successful bidder is deemed to be a yakuza-related business operator, etc., and measures are taken to exclude them from public works, etc., conducted by the prefecture, the contract will not be concluded with such successful bidder. (2) For contracts requiring a written contract, if the successful bidder is subject to a suspension of bidding between the award of the bid and the conclusion of the contract, the contract may not be concluded. In this case, the successful bidder cannot claim compensation for damages incurred due to the inability to conclude the contract. 11. Contract Document Preparation, etc.: (1) This contract requires the preparation of a written contract. (2) The successful bidder shall promptly declare after the bid award whether the contract will be concluded in writing or as an electronic record of the contract content. 12. Other: (1) Invalid Bids: Bids submitted by those who do not meet the qualifications specified in 2 at the time of bid opening, bids falling under any of the items in Article 154 of the Hokkaido Financial Regulations (Hokkaido Ordinance No. 30 of 1970), and bids that violate the conditions of this announcement shall be deemed invalid. (2) Standard Price for Low Bid Price Investigation: No standard price for low bid price investigation is set in accordance with Article 167-10, Paragraph 1 of the Local Autonomy Act Enforcement Regulations. (3) Treatment of Consumption Tax and Local Consumption Tax (hereinafter referred to as "Consumption Tax, etc.") on Bid Amounts, etc.: a. When determining the successful bidder, the bid amount shall be increased by 10% of the amount written on the bid form (if there are fractions of less than 1 yen, such fractions shall be rounded down) to determine the successful bid price.
