11 Submission Method for Eligibility Confirmation Application Documents
As a result of the bid opening, parties identified for confirmation of eligibility in accordance with Common Provisions 4(7) must submit eligibility confirmation application documents and supporting documents (hereinafter referred to as "application documents, etc.") either through the electronic bidding system as specified in Common Provisions 8(2) or by submitting them in person to the Contract Division, and undergo eligibility confirmation. Parties requested to submit application documents, etc. under Common Provisions 8(8) are limited to submitting them in person to the Contract Division. However, this does not apply if a party identified for confirmation is found to fall under any of Common Provisions 7 or 14(4) or (5) prior to the submission of application documents, etc.

Those who have changed to written bidding are not permitted to change back to electronic bidding or resume electronic bidding for the relevant work.
In case of (3), bidders shall fill in the written bid form (available on the Bidding and Contract Website → Consulting (Contract Division Orders) → Bidding Information [Consulting] → Forms [Consulting]), have it signed and sealed by the person who will be the contracting party (seal must be one registered with Okayama City as the seal to be used), place it in an envelope, seal it, and submit it by the bid acceptance deadline.
Write the bidder's name and the work name on the front of the envelope (Bidding and Contract Website → Electronic Bidding → Guide/Forms → Electronic Bidding Guide Page "Regarding Written Bidding for Electronic Bidding Projects").
If approved by the Mayor after participating in the system, written participation may be permitted for subsequent procedures for the relevant work. However, this is only applicable if the bid opening date for the relevant work is within the validity period of the IC card and the IC card re-issuance procedure is underway.

Matters Related to Bid Submission
Bids can be submitted up to two times.
Bidders shall submit their bids by registering the bid amount using an IC card via the electronic bidding system from the bid acceptance start date and time for the target work registered in the system until the bid acceptance deadline.
If a party is identified as a "confirmation target" in accordance with Article 9, Paragraph 5 of the Okayama City Electronic Bidding Implementation Guidelines for Consulting Services, etc. (hereinafter referred to as "Electronic Bidding Guidelines") or Article 7, Paragraph 6 of the Okayama City Mail Bidding Implementation Guidelines for Consulting Services, etc. (hereinafter referred to as "Mail Bidding Guidelines"), they shall not be permitted to participate in other low-bid target projects until the completion of the contract related to the bid (or until the successful bidder for the bid is determined, if the confirmation target is not the successful bidder).
In this case, if the confirmation target is currently participating in other low-bid target projects, the confirmation target shall be subject to the low-bid price investigation target projects (hereinafter referred to as "low-bid target projects") defined in the Okayama City Low-Bid Price Investigation Implementation Guidelines for Consulting Services, etc. (hereinafter referred to as "Low-Bid Price Investigation Guidelines"). If collusion is suspected, bidding may be suspended, postponed, or the award decision may be withheld.
Regarding the lottery number for written bidders specified in Article 3(3), the lottery number entered on the bid form shall be used, and the arrival millisecond shall be the time when the city official registers the bid price in the electronic bidding system.
If there are two or more bidders with the same bid price, the order shall be determined by electronic lottery. The lottery method is as follows:
For each bidder with the same bid price, assign numbers from 0 in the order of arrival of the bid (order of reception by the electronic bidding system server).
For each bidder with the same bid price, calculate the sum of the registered lottery number and the last three digits of the arrival milliseconds of the electronic bidding system server reception time (hereinafter referred to as "determined lottery number").
Divide the sum of the determined lottery numbers for bidders with the same bid price by the number of bidders with the same bid price, and the remainder, along with the number assigned in ①, will determine the first-ranked confirmation target.
Other bidders will be ranked in order from the number assigned in ①, starting from the number of the first-ranked confirmation target and increasing. After all such numbers are exhausted, the remaining bidders will be ranked in ascending order.

If the work is subject to a minimum restriction price, bidders who submit bids below the minimum restriction price shall be disqualified.
In the first bid, if there is one or more bidder who submitted a bid at or below the pre-tax estimated price (hereinafter referred to as "valid bid") after excluding bids that are invalid or disqualified under (3) or (4), the successful bidder determination shall be immediately reserved. If there is no bidder who submitted a valid bid, a re-bid shall be held.
Matters Related to Bid Opening and Re-bidding
Bids shall be opened at the date and time and place specified in the public notice.
If there are written bidders as specified in Article 3(3), the bid opening shall be conducted after the written bid is registered in the electronic bidding system at the date and time and place specified in the public notice.
If, as a result of the bid opening, it is evident that a bidder's bid falls under any of Articles 6(1) to (12) without the need for confirmation of eligibility based on the application documents, etc. (hereinafter referred to as "eligibility confirmation").
Submitted bids cannot be corrected, exchanged, or withdrawn.
Bid withdrawal after bid submission is not permitted, except in cases where there is a particular need. However, this does not apply to cases where a bid withdrawal is made between the opening of the first bid and the submission of the bid for the second bid (hereinafter referred to as "re-bid").
Bids other than those specified in the Electronic Bidding Guidelines are not permitted.
Bidders shall comply with the provisions of the Regulations when bidding.

In case of (2), electronic bidders shall enter any three-digit number in the lottery number field along with the bid amount registration.
In case of (3), written bidders shall enter any three-digit number in the lottery number field of the bid form ("000" cannot be entered). If no number from "001" to "999" is entered in the lottery number field, it will be considered as if "999" was entered, notwithstanding Article 6(7).
