The qualifications required for participants in open competitive bidding for contracts to be concluded by the prefecture in Reiwa 8 are as defined in (2), and the type of services to be procured by such contracts is as defined in (3). Bidding Method and Determination of Successful Bidder: This bid will be conducted using the comprehensive evaluation open competitive bidding method stipulated in Article 167-10-2 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16). (2) The successful bidder shall promptly propose whether the contract will be concluded in writing or as an electronic record after the award decision. 12. Other: (1) Invalid Bids: Bids submitted by those who do not meet the qualifications specified in 2 at the time of opening, bids falling under any of the items in Article 154 of the Hokkaido Financial Regulations (Showa 45, Hokkaido Ordinance No. 30), and bids that violate the conditions of bidding specified in this announcement shall be deemed invalid.
