Construction Outline (1) Construction Name: FY Reiwa 8 Imperial Palace Outer Garden Wadakura Rest House Toilet Painting and Other Renovation Work (Electronic Procurement Target Project) (2) Construction Location: 3-1 Kokyogaien, Chiyoda-ku, Tokyo Wadakura Fountain Park (3) Construction Content: Renovation Work. Reinforced concrete, partially wood construction. Single story. Building area 86.25 m². Total floor area 86.25 m². (4) Construction Period: From the day after the contract conclusion date to Friday, March 15, Reiwa 9. (5) Construction Implementation Form: 1) This work is a comprehensive evaluation bidding method (Type I construction capability evaluation) where the successful bidder is determined by accepting proposals for construction plans, company technical capabilities, engineer abilities, etc., at the time of bidding, and comprehensively evaluating factors other than price and price. 2) For this work, submission of documents and bidding will be conducted via the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be used with the approval of the procuring entity. For approval of paper bidding, submit a request for approval to the department in charge in 5.(1) below. 3) This work is subject to mandatory separate demolition etc. and recycling of specified construction waste etc. in accordance with the "Act on Promotion of Recycling of Construction Materials etc." (Act No. 104 of 2000). 4) This work is subject to the low bid price investigation system. 5) This work allows for the assignment of an engineer (hereinafter referred to as "dedicated assistant") to exclusively assist a chief or supervising engineer to improve the technical capabilities of engineers with limited field experience. (6) This work is a project for which additional points are given in the comprehensive evaluation for companies implementing wage increases. 2. Eligibility for Participation (1) Persons who do not fall under the provisions of Article 70 and Article 71 of the Public Accounting Act (hereinafter referred to as "Public Accounting Act"). (2) Must have been certified in Class C or D for Architectural Work in the Ministry of the Environment's Reiwa 7 & 8 General Competitive Bidder Qualifications by the time of bid opening (For persons for whom commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Act (Act No. 154 of 2002) or commencement of reconstruction proceedings has been filed under the Civil Reconstruction Act (Act No. 115 of 1999), re-certification of general competitive bidder qualifications based on procedures separately determined by the Ministry of the Environment after the decision to commence proceedings is required). (3) Must have a head office, branch office, or business office in Tokyo Metropolis that has obtained all permits for architectural work, roofing work, painting work, waterproofing work, and fixture work in accordance with the Construction Industry Act. (4) Persons for whom commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Act or commencement of reconstruction proceedings has been filed under the Civil Reconstruction Act (excluding those who have obtained re-certification under (2) above) are not eligible. (5) Must have construction experience as the prime contractor for completed work since Reiwa 23 (2011) that meets the following requirements 1) to 3). 1) Architectural work in national parks, national government, and local government. 2) Work aimed at reducing greenhouse gas emissions in architectural work. 3) 1) and 2) must be the same work. (6) Must be able to assign a chief or supervising engineer to this work who meets the following criteria. 1) Must possess qualifications as a Class 1 Architectural Construction Management Engineer or equivalent. 2) Must have experience in construction work that meets the requirements of 1) to 3) below, completed as the prime contractor since Reiwa 23 (2011) (Experience as an engineer in a joint venture is limited to cases where the share ratio of the affiliated member is 20% or more). Architectural work in national parks, national government, and local government. Work aimed at reducing greenhouse gas emissions in architectural work. 1) and 2) must be the same work. 3) If assigning a dedicated assistant who meets the same requirements as the chief (supervising) engineer, the assigned chief (supervising) engineer must have the construction experience mentioned in 2) above, or in lieu of that experience, have the construction experience mentioned below. (Experience as an engineer in a joint venture is limited to cases where the share ratio of the affiliated member is 20% or more). Must have experience as a chief (supervising) engineer in architectural work ordered by the Ministry of the Environment since Reiwa 3 (2021). 4) For supervising engineers, must possess a supervising engineer's license and a certificate of completion of supervising engineer training. (7) Must not be subject to suspension of designation under the "Procedures for Suspension of Designation etc. for Construction Contract" (dated January 6, Reiwa 13, Environmental Affairs No. 9) by the Ministry of the Environment during the period from the deadline for submission of the "Competitive Bidding Qualification Confirmation Application Form" (hereinafter referred to as "Application Form") and "Competitive Bidding Qualification Confirmation Documents" (hereinafter referred to as "Documents") until the bid opening. (8) Not a contractor for design work etc. related to the construction specified in 1(1) above, or a construction company related to such contractor in terms of capital or personnel. (9) No capital or personnel relationship between bidders. (10) Not a construction company whose management is substantially controlled by a member of an organized crime group, or equivalent, as requested for exclusion from public works etc. ordered by the Ministry of the Environment by the police authorities, and such status continues. (11) The submitted construction plan must be appropriate. (12) Not a construction company that has failed to fulfill the obligation to submit the following notifications (excluding those for whom such obligation does not exist). - Obligation to notify under Article 48 of the Health Insurance Act (Act No. 70 of 1922). - Obligation to notify under Article 27 of the Employees' Pension Insurance Act (Act No. 115 of 1954). - Obligation to notify under Article 7 of the Employment Insurance Act (Act No. 116 of 1974). 3. Matters Concerning Comprehensive Evaluation (1) The evaluation items for comprehensive evaluation of this work are as follows: 1) Construction Plan: For toilet painting and other renovation work, describe specific examples of greenhouse gas reduction initiatives related to Special Specifications IV 3(4)⑥ and 6(11). 2) Company's Technical Capability etc.: A. Company's Construction Capability (a) Track record of similar construction work. (b) Construction performance. (c) Awards etc. (d) Local familiarity (geographical conditions). (e) Local contribution (track record of activities during disasters etc.). (f) Status of initiatives for work-life balance etc. B. Assigned Engineer's Construction Capability (a) Experience and position in similar construction work. (b) Construction performance. (c) Awards etc. (d) Status of continuing education (CPD and CPDS) initiatives. C. Implementation of Wage Increases. (2) Comprehensive Evaluation Method: 1) Standard Score: For this work, if it is recognized that the requirements described in the tender explanation documents etc. can be met, a standard score of 100 points will be given. 2) Additional Score: Evaluate each item in (1) above and provide an additional score. 3) Evaluation Score: The comprehensive evaluation related to performance etc. presented as price and factors other than price will be conducted using the "Evaluation Score" obtained by dividing the sum of the standard score and additional score obtained in 1) and 2) above by the bidder's bid price, for bidders whose bid price is within the limit of the estimated price. Evaluation Score = (Standard Score + Additional Score) / Bid Price. (3) Method of Determining Successful Bidder: 1) The successful bidder shall be the bidder who meets the requirements of ① and ② below and has the highest evaluation score calculated in (2) above. However, if it is recognized that the contract may not be performed in accordance with its content by the bidder who would be the successful bidder due to the bid price, or if it is recognized that concluding a contract with that bidder may disrupt the order of fair trade and be significantly inappropriate, the bidder with the highest evaluation score among other bidders who have submitted bids meeting all minimum requirements specified by the procuring entity within the limit of the estimated price may be selected as the successful bidder. ① The bid price is within the limit of the estimated price. ② The evaluation score is not lower than the score obtained by dividing the standard score (100 points) by the estimated price ( "Standard Evaluation Score"). 2) If there are two or more bidders with the highest evaluation score in the above 1), the successful bidder will be determined by drawing lots among them. 4. Other: (1) Language and Currency Used in Contract Procedures: Limited to Japanese and Japanese currency. (2) Bid Bond and Contract Deposit: 1) Bid Bond: Exempt. 2) Contract Deposit: As per Article 4 of the draft contract. However, for contracts with parties who have undergone investigation (low bid price investigation) as stipulated in Article 86 of the Public Accounting Act, the amount of contract guarantee shall be 3/10 or more of the contract price. (3) Invalid Bids: Bids submitted by persons who do not meet the eligibility criteria stated in this announcement, bids with false statements in the Application Form or Documents, and bids that violate the conditions of the tender shall be deemed invalid. (4) For contracts with parties who have undergone low bid price investigation, "4/10" in Article 35, Paragraph 1 of the draft contract shall be changed to "2/10," and Paragraphs 6, 7, and 8 shall be applied accordingly. (5) Confirmation of Assigned Chief (Supervising) Engineer: If a violation of the exclusive assignment of the assigned chief (supervising) engineer is confirmed by CORINS etc. after the successful bidder is determined, the contract may not be concluded. Replacement of the Application Form is not permitted, except in cases approved as unavoidable due to various circumstances. (6) For projects where the exclusive assignment of a chief or supervising engineer is mandatory, if the contract is concluded at a price below the investigation standard price, an engineer meeting equivalent requirements may be requested in addition to the chief or supervising engineer. (7) Requirement for Contract Creation: Required. (8) Whether to conclude other commissioned contracts directly related to this work with the contractor of this commissioned work by discretionary contract: No. (9) Inquiry Contact for Related Information: Same as 5(1) above. (11) Invalid Bids: 1) Bids submitted by persons who do not meet the eligibility criteria stated in the announcement, bids with false statements in the Application Form or Documents, and bids that violate the conditions of the tender shall be deemed invalid. 2) If an invalid bid is mistakenly selected as the successful bid, the bid award decision will be canceled. 3) Even if a person is confirmed to be eligible for competition by the contracting officer etc., if they do not meet the qualifications listed in 2. at the time of bid opening, they shall be considered as not meeting the eligibility criteria. 4) If the construction cost breakdown is not submitted, or if the submitted construction cost breakdown is incomplete (e.g., blank), the bid shall be deemed invalid. (12) Participation by persons not certified for general competitive bidding qualifications: Persons not certified for the general competitive bidding qualifications listed in 2.(2) above must obtain such certification and undergo qualification confirmation by the day before the bid submission deadline.
