Disbursing Officer: Keiichi Nakazawa, Director-General, Hokkaido Regional Bureau 1. Construction Overview (1) Construction Name: Reiwa 8 Sounkyo Parking Lot (Tower) Longevity Improvement Work (Electronic Procurement Project) (2) Construction Location: Sounkyo, Kamikawa-cho, Kamikawa-gun, Hokkaido (3) Construction Details: Target Facilities: ① Staircase Building: 1 Tower, Structure: Steel frame, 2 stories, Total floor area: 19.80㎡, General building work (renovation) / Exterior wall renovation work / Roof renovation work / Other renovations. ② Toilet Building: Structure: Reinforced concrete, 1 story, Total floor area: 34.66㎡, General building work (renovation) / Exterior wall renovation work / Roof renovation work / Other renovations. (4) Construction Period: From the day after the contract conclusion date until December 25, Reiwa 8 (Friday). (5) For this construction, the submission of documents and bidding, etc. will be conducted through the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be substituted with the approval of the disbursing officer. For approval of paper bidding, submit Form 2 of the Tender Instructions to the department in charge in section 3.(1) below. (6) This construction is subject to separate dismantling, etc. and recycling, etc. of specified construction waste, etc., as required by the Act on the Recycling, etc. of Materials in Construction Work (Act No. 104 of 2000). (7) This construction is subject to the low bid price investigation system. (8) This construction is subject to the "Weekly Holiday 2-Day System Work (Site Closure Type)" which ensures a complete two-day weekend by closing the site. 2. Competitive Participation Qualifications (1) Persons who do not fall under the provisions of Article 70 and Article 71 of the Budget, Settlement, and Accounting Order (hereinafter referred to as "Budgetary Order"). (2) Must have been certified as a general competitive participant in the Ministry of the Environment for Reiwa 7 & 8 with a "C" or "D" grade in General Building Work by the time of opening the bids (for companies undergoing reorganization proceedings based on the Corporate Reorganization Act (Act No. 154 of 2002) or rehabilitation proceedings based on the Civil Rehabilitation Act (Act No. 225 of 2000), re-certification of general competitive participation qualifications must have been obtained according to procedures separately defined by the Ministry of the Environment after the decision to commence proceedings). (3) Must have a head office in Hokkaido that has obtained a permit for architectural work under the Construction Industry Act. (4) Not to be a company that has applied for commencement of reorganization proceedings under the Corporate Reorganization Act or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification under (2) above). (5) Must have construction experience as the prime contractor for work completed since Reiwa 23, meeting the requirements of 1) below, and if applying as a single entity based on experience in a joint venture, only those with an investment ratio of 20% or more will be considered. For work ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points will be excluded. 1) Construction work (including renovation) of general building work with a contract amount of 5 million yen or more, ordered by the national government or local public entities. (6) Must be able to assign a chief engineer or supervising engineer to this work who meets all of the following criteria: 1) Must be a Class 1 Architect, Class 2 Architect, Class 1 Construction Management Engineer, Class 2 Construction Management Engineer, or possess equivalent or higher qualifications. 2) Must have construction experience as the prime contractor for work meeting the requirements of ① below, completed since Reiwa 23 (experience as an engineer in a joint venture is limited to cases where the member's investment ratio is 20% or more). However, for experience in work ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points will be excluded. ① Construction work (including renovation) of general building work with a contract amount of 5 million yen or more, ordered by the national government or local public entities. 3) For supervising engineers, must possess a supervising engineer's license and a certificate of completion of supervising engineer training. (7) Must not have been subject to designation suspension measures under the "Measures Regarding Designation Suspension, etc. for Construction Contract Work" (Environment Council Notice No. 2012255 dated December 25, Reiwa 2) by the Director-General of the Hokkaido Regional Bureau from the submission deadline of the competitive participation qualification application form (hereinafter referred to as "Application Form") and competitive participation qualification confirmation documents (hereinafter referred to as "Documents") until the time of opening the bids. (8) Not to be a contractor for design work, etc. related to the work specified in 1.(1) above, or a construction company related to such contractor in terms of capital or personnel. (See Tender Instructions.) (9) No capital or personnel relationship between tender participants. (10) Not to be a company whose management is substantially controlled by a member of a violent group, or equivalent, as requested for exclusion from public works ordered by the Ministry of the Environment by the police authorities, and such state continues. (11) Not to be a construction company that has not fulfilled the obligation to file the following notifications (excluding those for whom such obligation does not exist): ・ Obligation to file notification under Article 48 of the Health Insurance Act (Showa 11, Act No. 70). ・ Obligation to file notification under Article 27 of the Employees' Pension Insurance Act (Showa 29, Act No. 115). ・ Obligation to file notification under Article 7 of the Employment Insurance Act (Showa 49, Act No. 116). 3. Other (1) The language and currency to be used in contract procedures shall be Japanese and Japanese currency only. (2) Bid Security and Contract Security Deposit: 1) Bid security: Exempt. 2) Contract security deposit: To be paid (Deposit handling bank: Bank of Japan, Sapporo Branch). However, payment of the contract security deposit may be substituted by providing interest-bearing national bonds (Handling institution: Hokkaido Regional Bureau) or a guarantee from a financial institution or guarantee company (Handling institution: Hokkaido Regional Bureau). Furthermore, if a performance guarantee bond from a public works performance guarantee company is provided, or if a performance guarantee insurance contract is concluded, the contract security deposit will be waived. The amount of the contract security deposit, guarantee amount, or guarantee amount shall be 1/10 or more of the contract price. However, for contracts with parties who have undergone the investigation prescribed in Article 86 of the Budgetary Order (low bid price investigation), the amount of contract security shall be 3/10 or more of the contract price. (3) Invalid Bids: 1) Bids made by those who do not have the competitive participation qualifications indicated in the announcement, bids made by those who have made false statements in their application forms or documents, and bids that violate the tender conditions are invalid. 2) If a successful bid is made by a person who submitted an invalid bid, the successful bid determination will be canceled. 3) Even if a person has been confirmed to have competitive participation qualifications by the contract officer, etc., if they do not have the qualifications listed in 2. at the time of opening the bids, they will be considered to not have competitive participation qualifications. 4) If the construction cost breakdown is not submitted, or if the submitted construction cost breakdown is incomplete (e.g., not filled in), the bid will be invalid. (4) Method of Determining the Successful Bidder: The successful bidder will be the one who submits a valid bid at the lowest price within the scope of the estimated price limit prepared in accordance with Article 79 of the Budgetary Order. However, if it is recognized that the contract may not be performed in accordance with its content by the lowest bidder, or if it is recognized that concluding a contract with that bidder would be extremely inappropriate as it would disrupt the order of fair trade, another bidder who submitted a bid within the scope of the estimated price limit at the lowest price may be selected as the successful bidder. (5) For contracts with parties who have undergone the low bid price investigation, "2/10" shall be used instead of "4/10" in Article 35, Paragraph 1 of the separate contract draft, and Paragraphs 6, 7, and 8 shall be applied accordingly. (6) Necessity of Contract Creation: Required. (7) Whether there is an intention to conclude a separate contract with the contractor of this work for other construction work directly related to this work by discretionary contract: None. (9) Participation of those who have not obtained certification of general competitive participation qualifications: To participate in the competition, those who have not obtained the certification of qualifications listed in 2.(2) above must obtain the certification and undergo confirmation of competitive participation qualifications by the day before the tender submission deadline. (10) Hearing on the content of application forms, etc.: A hearing on the content of application forms, etc. will generally not be held. If a hearing becomes necessary, notification will be given separately. (11) Precautions regarding application forms, etc.: In the examination of competitive participation qualifications, if application forms, etc. are not submitted, or if the content of the application forms, etc. is deemed inappropriate (e.g., if they were prepared after consulting with other tender participants regarding this work), competitive participation qualifications will not be granted.
