Bid Participation Qualifications: Those wishing to participate in limited general competitive bidding must meet all of the following requirements.
(1) Persons who do not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16) and do not fall under any of the following: a. Persons for whom two years have not passed since receiving a transaction suspension order from a clearinghouse. b. (4) Withdrawal: Bidders may withdraw their bids during the bidding period before submitting their bid forms. (5) Bid Security: Exempt (However, if the provisions of Article 8, Paragraph 2 of the Chiba City Contract Regulations (Showa 40, Chiba City Ordinance No. 3) apply, an amount equivalent to the exempted portion of the bid security will be collected as a penalty.) (6) Invalid or Disqualified Bids: Bids falling under any of the following will be considered invalid or disqualified. The validity, invalidity, or disqualification of bids will be confirmed only for those who could be potential winning bidders after the bid opening. a. Bids falling under any of the items in Article 7 of the Electronic Bidding Terms and Conditions (effective April 13, Reiwa 24) shall be deemed invalid. b. Bids falling under any of the items in Article 8 of the Electronic Bidding Terms and Conditions shall be deemed disqualified. 7. Determination of Winning Bid Candidate, Bid Participation Qualification Confirmation, and Determination of Winning Bidder (1) Determination of Winning Bid Candidate, Bid Participation Qualification Confirmation, and Determination of Winning Bidder: After the bid opening, the bidder who submitted the lowest valid bid within the range of the estimated price and above the minimum reserve price will be determined as the winning bid candidate. If the candidate is confirmed to meet the bid participation qualifications, they will be determined as the winning bidder. If the winning bid candidate is found not to meet the bid participation qualifications, their bid will be invalidated, and the bidder with the next lowest valid bid will be confirmed for bid participation qualifications. This process will continue until a bidder meeting the qualifications is found. If there are two or more bidders with the same lowest bid, the winning bid candidate will be determined by lottery. (2) Notification of Winning Bid Determination: After the winning bidder is determined, all bidders will be notified promptly via the winning bidder notification in the electronic bidding system. (3) Notification of Bid Participation Qualification Confirmation Results: The results of the bid participation qualification confirmation for the winning bidder will be substituted by the winning bidder notification. Re-bidding: If no bids are within the range of the estimated price after opening the bids, a re-bid will be held. (1) The number of re-bids shall be limited to two.
