NOTICE OF GENERAL COMPETITIVE BID
We will offer the following for general competitive bidding.
September 7, Reiwa 8

1. Construction Overview
(1) Construction Name: Reiwa 8 Nikko National Park Yumoto Road (Roadway) Pavement Work (Shirane-do)
(2) Construction Location: Yumoto Onsen, Nikko City, Tochigi Prefecture
(3) Construction Content: Road pavement renovation, etc.
Asphalt pavement work (milling and overlay): 1,576.3 m²
Drainage facility work: 1 set
Line marking work: 403.6 m
Curb work: 1 set
Removal of existing facilities work: 1 set
Details are as per attached drawings.
(4) Construction Period: From the day after the contract is concluded until January 29, Reiwa 9.
(5) This construction will be carried out using the Procurement Portal and Government Electronic Procurement System (GEPS) (hereinafter referred to as "Electronic Procurement System") for document submission and bidding, etc. However, if it is difficult to use the Electronic Procurement System, paper bidding may be substituted with the consent of the contracting party.
(6) This construction is subject to the low-bid price investigation system.
(7) This construction is subject to the "Weekly Holiday System Construction (On-site Closure Type) [Complete Weekly Holiday (Saturday/Sunday) Type I]" which ensures two holidays per week through on-site closure.
(8) This construction is subject to the weekly stance.
2. Competitive Bidding Qualifications
(1) Not falling under Articles 70 and 71 of the Order for the Execution of Budget, Revenue and Expenditure and Auditing (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Order for Execution of Budget, etc.").
(2) Must have been certified with Reiwa 7, 8 general competitive bidding qualifications in pavement work, Grade B or C, by the Ministry of the Environment (In cases where bankruptcy proceedings have been initiated under the Corporate Reorganization Act (Law No. 154 of 2002) or rehabilitation proceedings have been initiated under the Civil Rehabilitation Act (Law No. 225 of 1999), re-certification of general competitive bidding qualifications based on procedures separately defined by the Ministry of the Environment must have been obtained after the decision to commence proceedings).
(3) Not a person for whom bankruptcy proceedings have been initiated under the Corporate Reorganization Act or for whom rehabilitation proceedings have been initiated under the Civil Rehabilitation Act (excluding those who have obtained re-certification as per (2) above).
(4) Must have construction experience of the same type of work as specified below, as the prime contractor, completed and delivered from Reiwa 23 onwards (experience as a member of a joint venture is limited to cases where the equity ratio is 20% or more). Furthermore, construction experience with a total evaluation score of less than 65 points is excluded. For a continuously operating joint venture, one of the members must have construction experience of the same type of work as specified below as the prime contractor from Reiwa 23 onwards.
1) Same type of work: Construction experience in asphalt pavement work involving traffic control on roads defined by the Road Act, commissioned by the national government or local public entities. Furthermore, construction experience with a construction performance evaluation score of less than 65 points is excluded.
(5) Must be able to assign a chief engineer or supervising engineer who meets the following criteria exclusively to this construction:
1) In addition to the qualifications for engineers to be assigned under the Construction Industry Act, must have construction experience as a site manager, chief engineer, or supervising engineer in the same type of work as specified in (4) above.
2) For supervising engineers, must possess a supervising engineer qualification certificate and a supervising engineer training completion certificate.
3) The assigned supervising engineer, etc. must have a direct and continuous employment relationship.
(6) Not subject to suspension of bidding under the "Measures for Suspension of Bidding Related to Construction Contracts, etc." (Environmental Affairs Notification No. 2012255 dated December 25, Reiwa 2) by the Ministry of the Environment during the period from the deadline for submission of the competitive bidding qualification application form (hereinafter referred to as "Application Form") and competitive bidding qualification confirmation documents (hereinafter referred to as "Documents") to the time of bid opening.
(7) Not a contractor who received design work, etc. for the construction specified in 1.(1), or a construction company related to such contractor in terms of capital or personnel (refer to tender documentation).
(8) Must have a head office, branch office, or business office with a pavement construction permit under the Construction Industry Act within the jurisdiction of the Kanto Regional Bureau of Environment.
(9) There shall be no capital or personnel relationships between bidders (refer to tender documentation).
(10) Not a person who is identified by the police authorities as a person whose management is substantially controlled by a member of a violent group or a person equivalent thereto, and for whom a request for exclusion from Ministry of the Environment commissioned construction projects, etc. has been made and continues to be in effect.
(11) Not a construction company that has failed to fulfill the reporting obligations specified below (excluding those for whom such reporting obligations do not apply).
- Reporting obligation under Article 48 of the Health Insurance Act (Law No. 70 of 1922).
- Reporting obligation under Article 27 of the Employees' Pension Insurance Act (Law No. 115 of 1954).
- Reporting obligation under Article 7 of the Employment Insurance Act (Law No. 116 of 1974).

(3) Application Form and Document Submission Period, Location, and Method: Prepare according to the format and notes shown in the tender documentation and submit using the electronic procurement system. However, if paper bidding is approved by the contracting party, submit in person or by mail (registered mail only) or consignment (equivalent to registered mail) (hereinafter referred to as "mail, etc."). (4) Bid and Bid Opening Date and Time and Place, and Bid Submission Method: Bids must be submitted via the electronic procurement system. However, if approved by the contracting party, they may be submitted in person or by mail. Bids by electronic transmission (facsimile) are not permitted. The bid submission deadline is as follows:
1) Deadline for electronic bidding: Friday, October 2, Reiwa 8, 17:00.
2) For in-person submission, bring to the bid opening date and time and place indicated in 4) below.
3) For submission by mail, it must arrive by the business day before the bid opening date and be sent by registered mail or equivalent.
4) Bid opening will be held on Monday, October 5, Reiwa 8, at 13:30 at the following location:

4. Other
(1) Language and Currency to be used in procedures: Japanese and Japanese currency only.
(2) Bid bond and contract deposit:
1) Bid bond: Exempted.
2) Contract deposit: Payable. However, payment of the contract deposit can be substituted by a guarantee from a financial institution or guarantee company (contracting authority: Kanto Regional Bureau of Environment). Furthermore, if a performance guarantee bond from a financial institution or a performance guarantee insurance contract is provided, the contract deposit will be exempted. The amount of the contract deposit, guarantee amount, or insurance amount shall be 1/10 or more of the contract amount. However, for contracts subject to investigation (low-bid price investigation) as prescribed in Article 86 of the Order for Execution of Budget, etc., the amount of the contract guarantee shall be 3/10 or more of the contract amount.
(3) Invalid Bids:
1) Bids submitted by persons who do not have the competitive bidding qualifications stated in this notice, bids with false statements in the application form or documents, and bids that violate the conditions for bidding shall be invalid.
2) If a person who has submitted an invalid bid is determined as the successful bidder, the bid award will be canceled.
3) Even if a person has been confirmed to have competitive bidding qualifications by the contracting officer, etc., if they do not have the qualifications listed in 2. at the time of bid opening, they shall be considered to not have competitive bidding qualifications.
4) If the construction cost breakdown is not submitted, or if the submitted construction cost breakdown is incomplete, the bid shall be invalid.
(4) For contracts with those who have undergone low-bid price investigation, "4/10" in Article 35, Paragraph 1 of the separate contract draft shall be changed to "2/10", and Paragraphs 6, 7, and 8 shall be similarly adjusted.
(5) Method of Determining Successful Bidder: The bidder who submits the lowest valid bid within the limit of the estimated price prepared based on Article 79 of the Order for Execution of Budget, etc. shall be the successful bidder. However, if it is deemed that the contract content cannot be performed satisfactorily by the person who should be the successful bidder due to the bid price, or if it is deemed extremely inappropriate because it would disrupt the order of fair trade to conclude a contract with that person, the bidder with the lowest bid price among other bidders who bid within the limit of the estimated price may be selected as the successful bidder.
(6) Confirmation of Assigned Supervising Engineer, etc.: If, after the successful bidder is determined, a violation of the専任制 (exclusive assignment) of the assigned supervising engineer, etc. is confirmed through CORINS or other means, the contract may not be concluded. Furthermore, replacement of the application form will not be permitted except in cases approved as unavoidable due to various circumstances.
(7) In cases where the contract is concluded at a price below the investigation price for construction work requiring the exclusive assignment of a supervising engineer, the assignment of an engineer meeting equivalent requirements may be requested in addition to the supervising engineer.
(8) Requirement for Contract Creation: Required.
(9) Intention to conclude a discretionary contract with the contractor of other construction work directly related to this construction: None.
(10) Inquiry Contact Point for Obtaining Related Information: Same as 3.(1).
(11) Participation by those who have not received certification of general competitive bidding qualifications: Those who have not received the general competitive bidding qualification certification listed in 2.(2) above may also submit the application form and documents (hereinafter referred to as "Application Form, etc.") according to 3.(3). However, to participate in the competition, they must have received the qualification certification and undergone qualification confirmation by the day before the bid submission deadline.
(12) Hearing on the Content of Application Form, etc.: In principle, no hearing will be held on the content of the application form, etc. If a hearing becomes necessary, notification will be given separately.
(13) Notes on Application Form, etc.: In the qualification screening, if the application form, etc. is not submitted, or if the content of the application form, etc. is deemed inappropriate, such as being prepared through consultation with other bidders regarding this construction, competitive bidding qualifications will not be granted.
