1. Matters for General Competition
(1) Title: Reiwa 8 Osaka Labor Bureau Administrative Document Disposal Services Consignment (Second Half) (Unit Price Contract)
(2) Usage, Performance Location, and Performance Deadline: As per separate specifications.
2. Bidding Method
The bid amount shall be the total price. The winning bid price will be the amount stated on the bid form plus 10% of that amount. Therefore, bidders, whether they are taxable businesses or exempt businesses for consumption tax, must enter the amount equivalent to 100/110 of their estimated contract amount on their bid form.
3. Use of Government Electronic Procurement System
This project will be conducted via electronic bidding using the Government Electronic Procurement System (hereinafter referred to as "GPES"). However, those who find it difficult to use GPES may switch to the paper bidding method by submitting an "Application to Participate in Bidding" stating this.
4. Qualifications for Bidders
(1) Not falling under the provisions of Article 70 and Article 71 of the Order for Enforcement of the Budget, Settlement of Accounts, and Accounting.
(2) Must have been rated "A", "B", or "C" in the "Services, etc." category of the Reiwa 7/8/9 Ministry of Health, Labour and Welfare Competitive Bidding Qualifications (All-Ministry Unified Qualifications) and possess competitive bidding qualifications in the Kinki region.
(3) The qualifications determined by the authorized officer for expenditure based on Article 73 of the Order for Enforcement of the Budget, Settlement of Accounts, and Accounting refer to the requirement that applicable entities for social insurance, etc. (Employees' Pension Insurance, Health Insurance (managed by the Japan Health Insurance Association), Seamen's Insurance, National Pension, Workers' Accident Compensation Insurance, and Employment Insurance) are enrolled in each insurance and have no arrears in insurance premiums (no arrears in the last two years or the last two insurance years).
(4) Not currently under a suspension of bidding by the Ministry of Health, Labour and Welfare.
(5) Must have obtained either "Information Security Management System (International Standard ISO/IEC 27001 or Japanese Industrial Standard JISQ 27001) certification" or "Privacy Mark (JISQ 15001)", or submit written documentation regarding personal information management system and obtain permission from this bureau. Must also have experience in similar work of equivalent scale in the past.
(6) Except in cases where it is truly unavoidable to perform work overseas due to special technical requirements, the work location and data storage location must be limited to within Japan.

6. Bid Security
