A conditional general competitive tender will be held as follows, in accordance with the provisions of Article 167-6 of the Local Autonomy Act Enforcement Order (1947 Cabinet Order No. 16). Matters Subject to Tender: (1) Commissioned Work Name: Cleaning Services at Sugisawa and Iwamizawa Power Plants (Commissioned Work Number: 08-DA-B2). (2) Commissioned Work Location: National forest land in Babame, Babame-saw, Gojome Town, South Akita District, etc. (3) Commissioned Work Period: From the date of contract to January 22, 2027. (4) Commissioned Work Overview: Cleaning services for Sugisawa Power Plant and Iwamizawa Power Plant. 2. Tender Participation Qualifications: Those who are eligible to participate in the tender must meet all of the following requirements: (1) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order. (2) Must not be a member of a violent group as defined in Article 6 of the "Akita Prefecture Ordinance on the Exclusion of Violent Groups" (2011 Akita Prefecture Ordinance No. 29), or a person closely associated with a violent group. (3) Must not be a party that has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (2002 Act No. 154) or for commencement of reorganization proceedings under the Civil Reorganization Act (1999 Act No. 225) (excluding those who have received a decision to commence proceedings). (4) Must not have any outstanding Akita prefectural taxes and must be enrolled in social insurance with no outstanding social insurance premiums (excluding applicable exemption businesses). Contract Security: The successful bidder must provide one of the following guarantees for an amount not less than 1/10 of the contract amount simultaneously with the submission of the contract: (1) Payment of contract security deposit. (2) Provision of securities equivalent to contract security deposit. (3) Guarantee from a bank or guarantee company. 8. Exemption of Contract Security: The contract manager may exempt all or part of the contract security deposit in the following cases: (1) When a performance guarantee insurance contract with the prefecture as the insured has been concluded with an insurance company. (2) When the contractor has entered into several contracts of similar type and scale with national or local governments within the past two years, has fulfilled them all faithfully, and is deemed not to be at risk of failing to perform the contract. 9. Therefore, regardless of whether the tenderer is a taxable or tax-exempt business operator for consumption tax, they must enter the amount equivalent to 110/100 of the estimated contract amount on the tender document. Method of Determining the Successful Bidder: (1) The tender participant who submitted a bid within the range of the estimated price limit and has the lowest bid price will be determined as the successful bid candidate. If there are two or more such participants, the order will be determined by lottery, and the highest-ranked participant will be the successful bid candidate. (2) After confirming the tender participation qualifications of the successful bid candidate in (1), if confirmed, that candidate will be determined as the successful bidder. However, if it is deemed significantly inappropriate to conclude a contract with the successful bid candidate due to the risk of disrupting fair trade order, they will not be determined as the successful bidder. (3) If a successful bidder is not determined under (2), the participant with the next lowest bid price among those who bid within the range of the estimated price will be considered the successful bid candidate, and the confirmation process in (2) will be performed. (4) The above method will be repeated sequentially until a successful bidder is determined. (5) If the successful bid candidate is determined to be ineligible for tender participation under (2), the contract manager will promptly notify the candidate of the reasons for ineligibility in a "Qualification Confirmation Result Notice" (Form No. 5). (6) The recipient of the notification in (5) may request an explanation of the reasons for the ineligibility determination in writing within two days (excluding holidays) from the day after the date of notification. Furthermore, if the recipient of the notification in (5) does not make such a request, they may file a complaint with the contract manager within three days (excluding holidays) from the day after the date of public announcement of the tender results. (7) The successful bidder must promptly submit documentation proving they have no outstanding Akita prefectural taxes or social insurance premiums. 11. Invalid Tenders: Tenders falling under any of the following will be deemed invalid: (1) Tenders submitted by persons confirmed to be ineligible for tender participation. (2) Tenders submitted by persons confirmed to no longer meet the requirements listed in 2 during the period from the bid opening date to the successful bid determination date. (3) Tenders submitted by persons who have made two or more tenders for the same tender. (4) Tenders submitted by agents representing two or more tenderers for the same tender. (5) Tenders deemed to have been made through collusion or other fraudulent acts. (6) Tenders where the content is omitted or unclear and illegible, or where the principal amount has been corrected. (7) Tenders submitted by agents who have not brought a power of attorney. (8) Tenders lacking a name and seal. (9) Tenders submitted by persons who did not attend the bid opening among those who submitted tender documents. (10) Tenders deemed to violate conditions specified in addition to the above. 12. Other: (1) Tender briefing sessions and site briefing sessions will not be held. (2) No hearing will be held regarding tender participation qualifications. Other: (1) Use optimal cleaning materials after fully considering the characteristics of each material of the building. (2) When performing cleaning work, pay close attention to the equipment and facilities within the premises. (3) When cleaning floors, especially in electrical panel rooms, where cables are laid under the floor, take sufficient care to prevent moisture from entering during washing and waxing, and provide shielding as necessary. (4) Regarding occupational safety, implement safety measures appropriate to the site environment and pay close attention to safety. (5) If any damage or loss is caused to existing structures or equipment, report immediately to the representative and restore to the original condition at the contractor's expense. (6) If there are doormats within the cleaning area, move them aside and clean. (7) When dusting and wiping the top of the generator, take sufficient care to prevent moisture from entering the generator, and pay close attention to safety.
