The successful bid price will be the bid amount plus 10% of that amount (if there is a fraction of less than 1 yen, it will be rounded down). Therefore, bidders, regardless of whether they are taxable or non-taxable businesses for consumption tax, must state in their bid the amount equivalent to 100/110 of the estimated contract amount. 2. Eligibility for Participation (1) Not falling under the provisions of Article 70 of the Budget, Settlement, and Accounting Law. Minors, persons under guardianship or assistance who have obtained the necessary consent for contract conclusion fall under special circumstances in the said article. (2) Not falling under the provisions of Article 71 of the Budget, Settlement, and Accounting Law. (3) Must have a qualification for participation in tenders with the Ministry of Health, Labour and Welfare for FY07, FY08, and FY09 (all-ministry unified qualification) in "Sales of Goods" with a grade of "A", "B", or "C", and possess qualification for participation in the Tokai-Hokuriku region. (4) For those to whom the systems applicable in the following items apply, there must be no arrears in insurance premiums for the two years immediately preceding the bid submission deadline (for items (e) and (f), for two insurance years). (8) Must not have received administrative disposition for violation of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past year.
