Public Notice of General Competitive Bidding for "Fiscal Year Reiwa 8 Orthophoto-based Forest Land Change Extraction Consignment Work" Regarding the procurement of "Fiscal Year Reiwa 8 Orthophoto-based Forest Land Change Extraction Consignment Work," general competitive bidding will be conducted, and notice is hereby given in accordance with the provisions of Article 127, Paragraph 1 of the Gifu Prefecture Accounting Regulations (Showa 32, Gifu Prefecture Ordinance No. 19; hereinafter referred to as "Regulations").

1. Matters for General Competitive Bidding (1) Name of Consignment Work: Fiscal Year Reiwa 8 Orthophoto-based Forest Land Change Extraction Consignment Work (2) Specifications of Consignment Work, etc.: As per the bidding guidelines.
(3) Performance Period: From the date of contract to Friday, October 30, Reiwa 8 (4) Place of Delivery: As per the bidding guidelines.
2. Qualifications for Bidders (1) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16).
(2) Must be listed in the Gifu Prefecture Bidder Qualification Register (excluding construction work).
(3) Must not have received a suspension of bidding qualification from Gifu Prefecture based on the "Guidelines for Suspension of Bidding Qualification for Contracts for Manufacturing, Purchase of Goods, etc., by Gifu Prefecture" or the "Measures for Exclusion of Violent Groups from Contracts by Gifu Prefecture" during the period from the deadline for confirmation of bidding qualification application to the date of bidding.
Or must not fall under the measures criteria listed in the appendix of the same guidelines.
(4) Must satisfy both A and B below.
A. Must be registered in the surveyor registration book based on Article 55-5, Paragraph 1 of the Survey Act.
B. Must have a surveyor with a surveyor's license employed and permanently stationed at a head office, branch office, or business office within Gifu Prefecture.
(5) Must have a track record of properly completing consignment work for the creation or editing of geographic information system (GIS) data commissioned by national or local governments within the past 5 years, prior to the deadline for confirmation of bidding qualification application.

(2) Period and Place for Distribution of Bidding Guidelines: A. Distribution Period: From Friday, June 19, Reiwa 8 to Friday, June 26, Reiwa 8, on weekdays from 6:00 AM to 11:00 PM. B. Distribution Place: Posted on the Gifu Prefecture Electronic Procurement System (Bidding Information Disclosure System).
(3) Confirmation of Bidding Qualification: A. Bidders wishing to participate must submit a bidding qualification confirmation application form to the department in (1) of Section 3 by the deadline below and obtain confirmation of bidding qualification.
Submission Deadline: Thursday, July 2, Reiwa 8, 5:00 PM (must arrive by this time).
(If submitting by mail or by a general or specific mail service provider as defined in Article 2, Paragraph 6 or 9 of the Act on the Delivery of Specified Electronic Mail, etc., it must arrive by this time.) B. The result of the confirmation of competitive bidding qualification will be notified by Tuesday, July 7, Reiwa 8.
If a bidder who has been recognized as qualified wishes to withdraw from bidding, they must submit a bid withdrawal notice to the department in (1) of Section 3 by the date and time of the bid execution.
(4) Date and Time and Place of Bidding: A. Date and Time: Friday, July 10, Reiwa 8, 10:00 AM (If bidding by mail or electronic procedure, it must arrive at the department in (1) of Section 3 by 5:00 PM on Thursday, July 9, Reiwa 8.) B. Place: Gifu Prefectural Government Building, 14th Floor, Conference Room 1403, 1-1 Yabuta Minami, Gifu City.
(5) Date and Time and Place of Bid Opening: Same as in (4) of Section 3.
(6) Place to Show Contract Terms: Same as in (1) of Section 3.
(7) Matters Regarding Bidding Method, etc.: A. Bidding Method: Bidding shall be conducted by the bidder in person or by their agent.
However, if an agent is bidding, a letter of proxy must be submitted before bidding.
Furthermore, when determining the successful bidder, the amount obtained by adding 10% of the amount stated in the bid form (hereinafter referred to as "amount stated in bid form") to the amount stated in the bid form (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the successful bid price. Therefore, bidders shall state in the bid form the amount equivalent to 100/110 of the estimated contract desired amount, regardless of whether they are taxable or exempt from consumption tax and local consumption tax.
Also, including bids by mail, the date on the bid form shall be the date of bidding.
B. Bid Bond and Contract Deposit: Exempt if falling under any of the items in Article 114 of the Regulations.
C. Method of Determining the Successful Bidder: (A) The bidder who submitted the lowest bid amount within the range of the estimated price determined in accordance with Article 111 of the Regulations multiplied by 110/100 will be the successful bidder.
(B) If there are two or more bidders with the lowest bid amount, the successful bidder will be determined by an electronic lottery.
(C) If there is no successful bidder, a re-bid will be conducted immediately.
Re-bidding will generally be conducted once.
However, this does not apply if there are bidders who submitted bids by mail or electronic procedure.
If there is no successful bidder after re-bidding, a new announcement and bidding will generally be conducted.
D. Invalid Bids: Bids submitted by persons who do not have the qualification to participate in bidding as indicated in this announcement, bids submitted after making false applications in the confirmation of competitive bidding qualification, and bids falling under any of the items in Article 130 of the Regulations shall be invalid.
E. Suspension of Bidding or Bid Opening: If bidding or bid opening cannot be conducted due to natural disasters or other unavoidable reasons, it will be suspended.
Damages due to suspension of bidding or bid opening shall be borne by the bidder.
F. Invalid Successful Bid: If the successful bidder does not conclude the contract within one week from the date of receiving the notification of successful bid determination, the successful bid shall be invalid.
Furthermore, the successful bidder must submit a breakdown of the successful bid price before concluding the contract.
4. Other (1) Language and Currency to be Used in Bidding and Contract Procedures: Japanese language and Japanese currency.
(2) Requirement for Contract Creation: Required. After the successful bid, confirmation will be made regarding the desire to conclude an electronic contract using the electronic contract service.
If you wish to conclude a contract by electronic contract, please submit the "Electronic Contract Consent Form and Email Address Confirmation Form" to the prefecture promptly.
(3) Bidding by mail is permitted only with the consent of the department in (1) of Section 3.
When submitting a bid by mail, seal the bid form in an inner envelope with the bid item name and bidder name written on it, and then place it in the outer envelope.
Also, when sending by mail, use registered mail or simple registered mail.
(4) If there is information about bid rigging, all of it may be published regardless of whether bid rigging has occurred.
(5) If the bid opening results are as indicated by the bid rigging information, the contract may not be concluded regardless of whether bid rigging has occurred.
In this case, a new announcement and bidding will generally be conducted.
(6) If the successful bidder receives a suspension of bidding qualification from Gifu Prefecture based on the "Measures for Exclusion of Violent Groups from Contracts by Gifu Prefecture" during the period from the date of bidding to the date of contract conclusion, the contract will not be concluded with that successful bidder.
Furthermore, if the suspension of bidding qualification is received after the contract is concluded, the contract will generally be canceled.
