The successful bidder will be the one who submits the lowest valid bid within the range of the estimated price prepared based on Article 79 of the Public Finance and Accounting Regulations and meets all the requirements of the bidding documents. However, if it is deemed that the contract cannot be performed in accordance with the content by the bidder who would be the successful bidder, or if it is deemed significantly inappropriate to contract with that person as it would disrupt fair trade, another bidder who submitted a bid within the range of the estimated price and submitted the lowest bid may be selected as the successful bidder.
