Bid Participation Qualifications: Bidders must meet all of the following requirements. Inquiries may be made to the Karatsu Police Station to confirm qualification requirements. (1) Must possess the Genkai Town Bid Participant Qualification (Goods) for Reiwa 7 & 8 (2025 & 2026). (2) Must have a head office, main office, branch, or business office within Saga Prefecture. (3) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act. (4) Must not have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (2002, Act No. 154) or the Civil Rehabilitation Act (1999, Act No. 225). (5) Must not have had a dishonored check or bill at a financial institution etc. within the period from 6 months prior to the bid opening date to the bid opening date. (6) Must not be subject to a suspension of designation by Genkai Town. (7) Must not be any of the following, and the management must not be substantially involved by any of the following: a. A violent group (a violent group as defined in Article 2, Item 2 of the Act on Prevention of Unjust Acts by Violent Group Members, etc. (1991, Act No. 77); hereinafter the same). b. A violent group member (a violent group member as defined in Article 2, Item 6 of the same Act; hereinafter the same). c. A person who has not passed 5 years since ceasing to be a violent group member. d. A person who uses a violent group or violent group member for the purpose of seeking unjust profit for oneself, one's company, or a third party, or for the purpose of causing harm to a third party. e. A person who provides funds or benefits to a violent group or violent group member, thereby directly or actively cooperating with or participating in the maintenance and operation of a violent group. f. A person who has a socially reprehensible relationship with a violent group or violent group member. g. A person who uses a violent group or violent group member while knowing that they are such. 3. Method of Stating Bid Amount: When determining the successful bidder, the amount obtained by adding 10/100 of the amount written on the bid form (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the successful bid price. Therefore, bidders must write the amount obtained by multiplying their estimated contract desired amount by 110/100 on the bid form, regardless of whether they are taxable or non-taxable for consumption tax. 7. Notes on Bidding: (1) Bid Bond and Contract Deposit: a. Bid Bond: Must be paid in an amount not less than 5/100 of the estimated contract amount. However, the bid bond may be waived in whole or in part if it falls under the provisions of Article 124, Paragraph 1, Items of the Genkai Town Financial Regulations. b. Contract Deposit: Must be paid in an amount not less than 10/100 of the contract amount. However, the contract deposit may be waived in whole or in part if it falls under the provisions of Article 137-2, Paragraph 3, Items of the Genkai Town Financial Regulations. (2) Invalid Bids: Bids made by any of the following shall be invalid: a. Persons not qualified to participate in the bid. b. Persons who have engaged in fraudulent acts in the competitive bid. c. Persons who have submitted bid forms with errors, omissions, or illegible amounts, names, or seals. d. Persons who have submitted bid forms with characters and symbols written in a way that is easily erased. e. Persons who have submitted bid forms with Arabic numerals not used for the amount. f. Persons who have submitted bid forms with corrected amounts. g. Persons who have submitted bid forms with unclear intentions due to typos, omissions, etc. h. Persons whose submissions are deemed invalid due to errors under Article 95 of the Civil Code (1896, Act No. 89). i. Persons who have submitted multiple bids. j. Agents who are not qualified. k. Persons who have violated the conditions of competition in addition to those listed in the preceding items. (3) Bid Suspension: Bids will be suspended if any of the following apply. Any damages incurred in such cases shall be borne by the bidder. a. When it is deemed that fair bidding cannot be executed due to bidders colluding or engaging in disruptive behavior. b. When bidding or bid opening cannot be performed due to natural disasters or other unavoidable reasons. (4) Method of Determining Successful Bidder: a. The successful bidder will be the bidder who submitted the lowest price at or below the estimated price. b. If there are two or more bidders who submitted the same lowest price, a lottery will be held among them to determine the successful bidder. In this case, the bidders with the same price will be notified of the date, time, and location of the lottery by phone, and attendance is requested. If attendance is not possible, an employee not involved in the bid procedure will draw lots to determine the successful bidder. c. If there is no successful bidder after the first bid opening, a re-bid will be held (up to three times in total, including the first bid). (5) Other Notes: a. No minimum reserve price will be set. b.
