入 札 公 告次のとおり一般競争入札に付します。
令和８年４月２７日独立行政法人 航空大学校理事長 横山 勝雄◎調達機関番号 556 ◎所在地番号 45○空大会第1号１ 調達内容(1) 品目分類番号 ２(2) 購入等件名及び予定数量航空ガソリン 522,400 L(3) 調達件名の特質等 仕様書による。
(4) 契約期間 令和８年７月１日～令和９年３月31日(5) 需要場所航空大学校仙台分校機上渡し(仙台空港内)(6) 入札方法落札者の決定にあたっては、入札書に記載された金額をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった単価契約希望金額に110分の100を乗じて算出した金額を入札書に記載すること。
原則として、当該入札の執行において入札回数は２回を限度とする。
なお、当該入札回数までに落札者が決定しない場合には、原則として独立行政法人航空大学校契約事務取扱要領第49条第１項の規程に基づく随意契約には移行しない。
２ 競争参加資格(1) 独立行政法人航空大学校契約事務取扱要領第28条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のための必要な同意を得ている者は、同条中、特別の理由がある場合に該当する｡(2) 令和７・８・９年度資格審査結果通知書(全省庁統一資格)の「物品の製造」又は「物品の販売」の「Ａ、Ｂ、Ｃ又はＤ」等級に格付けされていること。
(3) 競争参加資格確認申請書提出期限から開札までに、独立行政法人航空大学校所掌の工事請負契約に係る指名停止等の措置要領(平成15年９月１日空大会第147号)又は航空局所掌の工事請負契約に係る指名停止等の措置要領(昭和59年６月28日空経第386号)に基づく指名停止を受けていないこと。
(4) 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずる者として、国土交通省公共事業等からの排除要請があり、当該状態が継続している者でないこと。
(5) 給油体制や品質管理について、航空大学校理事長が別に定める要件を満たす者であること。

(4) 競争参加資格確認申請書等の提出場所及び方法受領期限 令和８年６月２日 17時00分提出場所 上記３(1)①に同じ提出方法 電子メール、郵送(書留郵便)又は持参によるものとする(5) 電子メール又は郵送による入札書の受領期限令和８年６月18日 17時00分(6) 入札(開札)日時及び場所日時 令和８年６月19日 10時00分場所 航空大学校宮崎本校 第二応接室４ その他(1) 契約手続きにおいて使用する言語及び通貨 日本語及び日本国通貨(2) 入札保証金及び契約保証金 免除(3) 入札者に要求される事項この一般競争に参加を希望する者は令和８年５月29日までに、入札説明書に掲げる資料を提出し、当職から競争参加資格の有無について確認を受けなければならない。
なお、期限までに資料を提出しない者、又は競争参加資格がないと認められた者は、本競争に参加することができない。
(4) 入札の無効本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札説明書７(4)に掲げる入札書は無効とする。
(5) 契約書作成の要否 要(6) 落札者の決定方法独立行政法人航空大学校契約事務取扱要領第５条の規定に基づいて作成された予定価格の制限の範囲内であり、且つ、最低価格をもって有効な入札を行った者を落札者とする。
(7) 手続きにおける交渉の有無 無(8) 詳細は入札説明書による。

③ Not subject to suspension of nomination based on the Guidelinesfor Suspension of Nomination, etc., for Construction Contracting underthe Jurisdiction of the Independent Administrative Institution CivilAviation College (September 1, 2003, Aviation Association No.147) orthe Guidelines for Suspension of Nomination, etc., for ConstructionContracting under the Jurisdiction of the Aviation Bureau (June 28,1984, Aviation and Economics No.386) from the time of submission of thecompetition participation eligibility confirmation application untilthe opening of bids.
④ Not being subject to exclusion requests from the policeauthorities as an individual or entity where organized crime memberssubstantially control management or are considered equivalent, inconnection with public works and other matters under the jurisdictionof the Ministry of Land, Infrastructure, Transport, and Tourism, andsuch a condition is not ongoing.
⑤ Meeting the requirements established by the President of the IAI,Civil Aviation College regarding refueling procedures and qualitymanagement.
