BID NOTICE
We hereby announce that we will conduct an open competitive bid as follows.
1. Use of Procurement Portal: This procurement will be conducted through bidding and bid opening/closing procedures using the common "Procurement Portal (https://www.p-portal.go.jp/pps-web-biz/)" (hereinafter referred to as the "Portal"). However, submission of bids and other documents in "paper" format is also possible.
2. Matters for Competitive Bidding:

3. Qualifications Required for Bidders:
(1) Must be registered in the "FY2025, 2026, 2027 Ministry of Finance Competitive Participation Qualification (All Ministries Unified Qualification)" with "Services Provided, etc." as the qualification type and "Transportation" as the business item, and be rated in grades "A, B, C, or D" and have qualifications in the Kinki region.
(2) Must not fall under the provisions of Article 70 of the Cabinet Order on Budget, Settlement, and Accounting. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion may be applicable under special circumstances in the said article.
(3) Must not fall under the provisions of Article 71 of the Cabinet Order on Budget, Settlement, and Accounting.
(4) Must not have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Law (Law No. 154, Reiwa 14) or for commencement of reorganization proceedings under the Civil Rehabilitation Law (Law No. 225, Reiwa 11). However, those who have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Law or for commencement of reorganization proceedings under the Civil Rehabilitation Law must have obtained re-certification of competitive participation qualifications after the decision to commence proceedings has been made.
(5) Must not be a party who has violated a contract with the contracting officer of this agency, or who, after becoming the successful bidder of a bid conducted by the contracting officer, has refused to enter into a contract without justifiable reason, or has engaged in fraudulent or dishonest acts in relation to the agency's business, and is deemed unsuitable as a contract counterparty.
(6) Must not be subject to suspension of nomination, etc., by any ministry or agency (including those specially approved by the disbursing officer).
(7) Must be deemed not to have a critically deteriorated financial condition or creditworthiness, and be able to ensure proper contract performance.
(8) Must be certified by the prefectural public safety commission under Article 4 of the Security Service Act (Law No. 117, Reiwa 47).
(9) Must have received specifications, etc., after applying for bidding and receiving specifications, etc., as described in 4.(2) below, and have passed the qualification examination for bidding.

(However, for paper bids, notification will be sent in writing only if the bid qualification examination results in "disqualification."). If the bid qualification is "disqualified," participation in the bid is not permitted.

7. Invalid Bids: Bids submitted by persons who do not meet the competitive participation qualifications stated in this announcement, bids with false statements in the bid qualification confirmation application or submitted documents, and bids that violate the bidding conditions are invalid.
8. Amount Stated in Bid Form: For the determination of the successful bidder, the amount stated in the bid form, plus 10% of that amount (rounded down to the nearest yen if there are fractions of less than one yen), will be considered the successful bid price. Therefore, bidders must state the amount equivalent to 100/110 of their estimated contract amount, regardless of whether they are a taxable or tax-exempt business for consumption tax and local consumption tax.
9. Requirement for Contract Creation: A contract will be created upon conclusion of the contract.
10. Other:
(1) The successful bidder will be the one who submits the lowest valid bid within the range of the estimated price prepared in accordance with Article 79 of the Cabinet Order on Budget, Settlement, and Accounting.
(2) If a failure occurs in the Portal during the submission of documents, submission of inquiries, submission of bids, or bid opening, the dates, methods, etc., for each procedure may be changed by separate notification.

This procurement will be conducted through bidding and bid opening/closing procedures using the common "Procurement Portal (https://www.p-portal.go.jp/pps-web-biz/)" (hereinafter referred to as the "Portal"). However, submission of bids and other documents in "paper" format is also possible.

(3) If the bid execution officer deems that fair execution of bidding is impossible due to collusion or disruptive behavior by bidders, such bidders may be excluded from bidding, or the bidding may be postponed or canceled.
(4) If the bid execution officer deems it necessary due to natural disasters or other unavoidable circumstances, the bidding may be postponed or canceled.

If submitting a "written document (free format)," please submit it to the location in 4.(1) of the bid notice by the same deadline.
5. Bid Execution Method:
(1) General Provisions:
① Bidders intending to participate in competitive bidding must fully understand the bid notice, bid explanation booklet, and specifications.
For bids via the Portal, bidders must also fully understand the Portal's terms of use and procedures.
② Submitted bids cannot be exchanged, modified, or canceled.
③ No objections can be raised after the bid on the grounds of unclear points.
④ Bidders, their agents, or sub-agents (hereinafter referred to as "agents, etc.") cannot act as agents, etc., for other bidders in this bid.
⑤ After the bid opening, the names or company names and bid amounts of all bidders will generally be published.
(2) Submission of Bids, etc.:
Bids, etc., must be submitted by one of the following methods.
① Submission of Bids via Portal: Submit bids within the bid acceptance period specified in 5.(2) of the bid notice, in accordance with the procedures specified by the Portal.
② Submission of Paper Bids, etc.: To prevent tampering, write bids with a ballpoint pen or pen, or other writing instrument that cannot be easily erased. Submit bids in person or by mail to the location in 4.(1) of the bid notice within the bid acceptance period specified in 5.(2) of the bid notice. (Must arrive by 4:30 PM on August 24, Reiwa 8)
Place the bid form in an envelope and write "Bid Form Enclosed" along with the bidder's name (or company name/trade name for corporations) and "Bid Opening on August 25, Reiwa 8, 'FY2026 Security and Transportation Services for Revenue and Other Funds' Bid Form Enclosed" on the outside. If submitting by an agent or sub-agent, submit a power of attorney form (Form 8①) or sub-agent form (Form 8②) to the location in 4.(1) of the bid notice before submitting the bid form.
(3) Bid Form Requirements:
In addition to the requirements in Article 7 of the bid notice, the following bid forms are invalid.
① For bids via the Portal, bid forms that violate the Portal's terms of use.
② For paper bids, bid forms that fall under any of the following categories:
a. Bid forms without the bidder's name (or company name and representative's name for corporations) and seal. If submitting by an agent, the agent's name must also be entered, and the agent's seal used on the power of attorney must be affixed. Note that using a branch name/branch manager name in the company name/representative name field of the bid form, regardless of the presence of a power of attorney, will result in an invalid bid.
b. Bid forms with no or unclear bid amount.
c. Bid forms with a corrected bid amount that has not been sealed by the bidder (or the agent's seal on the power of attorney if submitted by an agent).
d. Bid forms with unclear bidder's name (or company name and representative's name for corporations) or agent's name.
e. Bid forms with unclear date or a date after the bid acceptance period.
f. Bid forms not written with a ballpoint pen, pen, or other writing instrument that cannot be easily erased.
3
