FY2026 Urban Planning Basic Survey Service Contract
General competitive bidding (post-bid screening type) will be conducted as follows, in accordance with Article 167-6 of the Local Autonomy Act (Showa 22, Ordinance No. 16) and Article 18 of the Misato Town Contract Regulations (Heisei 9, Regulation No. 5).
Matters not described in this announcement shall be in accordance with the Misato Town Construction Work Contract General Competitive Bidding (Post-Bid Screening Type) Execution Guidelines.

1. Contracted Services to be Bid On
(1) Project Name: FY2026 Urban Planning Basic Survey Service Contract
(2) Location: Entire Misato Town area.
(3) Period: From the date of contract conclusion until Friday, March 31, Reiwa 9 (2027).
(4) Design Amount: To be announced after bid execution.
(5) Overview: Urban planning basic survey services, complete.
(6) Bidding Procedure Method: This project will be conducted using the Saitama Prefecture Electronic Bidding Joint System (hereinafter referred to as the "Electronic Bidding System") for submission of notifications and bids. Submission of materials will be in accordance with separate instructions.
2. Submission of Competition Participation Qualification Application Form:
Those wishing to participate in the bid must submit a competition participation qualification application form via the Electronic Bidding System within the following period:
From Monday, August 3, Reiwa 8 (2026), 9:00 AM to Friday, August 21, Reiwa 8 (2026), 4:00 PM (excluding times when the Electronic Bidding System is not operational).
3. Bid Execution Date and Time, etc.
(1) Bid Submission Period: From Monday, August 24, Reiwa 8 (2026), 9:00 AM to Wednesday, August 26, Reiwa 8 (2026), 4:00 PM (excluding times when the Electronic Bidding System is not operational).
(2) Bid Opening Date and Time: Thursday, August 27, Reiwa 8 (2026), 11:00 AM.
4. Form of Bidder Eligible to Participate: Sole proprietorship.
5. Qualifications Required for Bid Participation:
The qualifications required for those wishing to participate in the bid are as follows:
(1) Must be listed in the "Construction Consultants" category and have "Land Use Planning" as a desired service in the Misato Town Construction Work, etc., Competitive Bidding Participant Qualification Register for Reiwa 7 & 8 (hereinafter referred to as the "Qualification Register").
(2) Must not fall under Article 167-4 of the Local Autonomy Act.
(3) Must not be subject to suspension of business order from the national government or local public entities during the period from the announcement of this project to the bid date.
(4) Must not be subject to exclusion measures based on the Misato Town Construction Work, etc., Measures for Exclusion of Organized Crime Groups (Heisei 18, Public Notice No. 82) during the period from the announcement of this project to the bid date.
(5) Must not have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Law (Heisei 14, Law No. 154) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Law (Heisei 11, Law No. 225) during the period from the announcement of this project to the bid date.
However, this does not apply to those for whom commencement of rehabilitation proceedings has been decided and who have been re-certified for competition participation qualifications.
(6) Must have completed the creation of survey reports, drawings, etc., for urban planning basic surveys since Reiwa 28 (2016).
6. Confirmation of Bid Participation Qualification: This will be confirmed after bid execution in accordance with the Misato Town Construction Work Contract General Competitive Bidding (Post-Bid Screening Type) Execution Guidelines.
7. Specifications, etc.
(1) Publication Date: Monday, August 3, Reiwa 8 (2026).
(2) Specifications and other necessary documents (hereinafter referred to as "Specifications, etc.") can be downloaded from the Electronic Bidding System (or from Misato Town's website "Bidding/Contract Information" if instructed by the Electronic Bidding System).
8. Questions Regarding Specifications, etc.: Bidders who have questions regarding the Specifications, etc., must submit their questions via the Electronic Bidding System as follows:
(1) Reception Period: From Monday, August 3, Reiwa 8 (2026), 9:00 AM to Friday, August 7, Reiwa 8 (2026), 4:00 PM (excluding times when the Electronic Bidding System is not operational).
(2) Answers to Questions: Answers to questions will be posted via the Electronic Bidding System by Thursday, August 13, Reiwa 8 (2026).
9. Notes on Bidding:
(1) Amount to be Written on Bid Form: For the determination of the successful bidder, the successful bid price shall be the amount obtained by adding 10% of the amount written on the bid form to the amount written on the bid form. Therefore, bidders shall write the amount equivalent to 100/110 of the estimated contract amount on the bid form, regardless of whether they are taxable or exempt from consumption tax.
(2) Submitted Documents: At the time of bidding, the bid amount calculation breakdown shall be attached to the bid form and submitted via the Electronic Bidding System. The file name of the bid amount calculation breakdown should include the project number and company name (e.g., "R08-001 ○○○ Co., Ltd.").
(3) Bid Execution, etc.:
A. Bidding will be executed even if there is only one bidder.
B. The number of bids shall be one. If a re-bid is necessary as a result of the initial bid, the number of re-bids shall also be one.
C. If a re-bid is necessary as a result of the initial bid, the bid submission period and bid opening date will be notified via the Electronic Bidding System after the initial bid concludes. Bidders who did not participate in the initial bid, submitted bids below the minimum reserve price, or submitted invalid bids cannot participate in the re-bid.
(4) Bid Withdrawal: Bids can be withdrawn until the completion of bidding, even after submitting the competition participation qualification application.
(5) Compliance with Laws and Regulations: When bidding, do not engage in any acts that violate the Act on Prohibition of Private Monopolization and Maintenance of Fair Trade (Showa 22, Law No. 54), the Penal Code (Meiji 40, Law No. 45), the Act on Electronic Signatures and Certification Services (Heisei 12, Law No. 102), or other relevant laws and regulations.
10. Minimum Reserve Price: Not set.
11. Bid Bond: Exempt.
12. Matters Concerning Invalid Bids: In addition to the provisions of Article 24 of the Misato Town Contract Regulations, bids falling under any of the following categories shall be invalid.
(1) Bids submitted by persons who do not have the qualifications to participate in the bidding.
(2) Bids for which necessary documents for post-bid screening are not submitted by the deadline.
(3) Other bids that violate the provisions of this announcement.
13. Determination of Successful Bid Candidate:
(1) The successful bid candidate shall be the bidder who submitted the lowest bid within the estimated price range and at or above the minimum reserve price.
(2) If there are two or more bidders who submitted the same lowest bid, the successful bid candidate will be determined by electronic lottery via the Electronic Bidding System.
14. Matters After Bid Opening:
(1) As this is a post-bid screening type, bid award will be held in abeyance after bid opening. The recipient of the successful bid candidate notification must submit the "General Competitive Bidding Participation Qualification Confirmation Application Form," "General Competitive Bidding Participation Qualification Confirmation Documents," and other designated documents within two days of receiving the notification.
(2) Bid results will be published via the Electronic Bidding System after the successful bid is determined.
15. Contract Conclusion Matters: Contracts that are subject to the resolution of the assembly shall be provisionally concluded and become final upon resolution by the Misato Town Assembly, in accordance with the "Ordinance on Contracts Subject to Assembly Resolution and Acquisition or Disposal of Property" (Showa 39, Ordinance No. 8).
Those who are subject to suspension of business order from the national government or local public entities between the bid award and the conclusion of the final contract cannot conclude the final contract. (Bids for withdrawal of contract shall be submitted.)
16. Contract Deposit: Exempt.
17. Payment Terms:
(1) Advance payment: Not applicable.
(2) Partial payment: Not applicable.
18. Other:
(1) Bidders cannot raise objections after the bid opening for reasons such as unclear points regarding this announcement, specifications, or the site.
(2) Forms for application procedures and bidding must be the prescribed forms of Misato Town.
