1. Business Overview
(1) Purpose
In the Camp Kinser return area, etc. (hereinafter referred to as "this area"), with the aim of smooth land use after return, Okinawa City and Kitanakagusuku Village (hereinafter referred to as "the Parties") have been working together with landowners to formulate a land use plan.
In March FY2025, a preparatory committee for the establishment of an association was formed with a view to implementing a land readjustment project by the association. In June FY2026, a town development partner responsible for the development and operation of this area (hereinafter referred to as "Partner Company") and a business agent candidate responsible for the business of the preparatory committee (hereinafter referred to as "Business Agent". Hereinafter, "Preparatory Committee" and "Partner Company" are collectively referred to as "Business Entity") were selected, and momentum for land use is growing towards the upcoming return.
So far, themes related to the development of this area and town development concepts have been organized, and a draft land use plan has been considered. From FY2025, focusing on "traffic measures," which is the most important issue for development, the positioning of this area in various related plans of the prefecture and the parties has been reconfirmed, and the broad role to be played and the urban functions to be provided have been re-organized.
This fiscal year, while considering the development concepts of the business entity, we will identify various issues that arise during development, propose measures to solve these issues based on an objective perspective and data, and work to reflect the positioning in various related plans for this area. In addition, we will provide appropriate review and guidance on the concept and carry out the necessary preparations for its implementation.

2. Proposal Limit
¥21,197,000 (including consumption tax and local consumption tax)
If the amount of the reference quotation exceeds the set proposal limit, the proposal will be disqualified.
3. Eligibility
Those who can participate in the proposal (in the case of a joint venture, all members shall be eligible. However, for (6), the representative must meet the requirements.) must satisfy the following conditions.
(1) Not subject to suspension of bidding etc. under the "Procedures for Suspension of Bidding etc. for Qualified Bidders in Okinawa City" and the "Rules for Suspension of Bidding etc. for Construction Work etc. in Kitanakagusuku Village."
2(2) Not falling under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act (promulgated May 3, 1947, Cabinet Order No. 16).
(3) No arrears in corporate tax, income tax, local tax, consumption tax, or local consumption tax.
(4) Not undergoing rehabilitation or reorganization procedures under the Corporate Rehabilitation Act, Civil Rehabilitation Act, etc.
(5) The location of the applicant must be within Japan.
(6) Must have experience in related work (road network construction based on traffic demand forecasting, urban function examination accompanying large-scale land development, design of highway rest (connection) facilities, etc.).
(7) Must be able to reliably perform this business.
4. Inquiry Acceptance and Response
Inquiries regarding this proposal are limited to matters necessary for the creation and submission of eligibility and application forms, and the conditions for business execution. Inquiries regarding evaluation and screening, and inquiries regarding proposal content will not be accepted.
Inquiries shall be made only once per business entity, and the deadline etc. shall be as follows.

7. Screening Method
The proposal will be strictly screened by the evaluation committee for this business. The screening method is as follows.
(1) First Screening (Document Screening)
The submitted public call for proposals application forms will be screened based on the screening criteria shown in 8.(1) below, and proposals with high scores will be selected. If there are many applicants, approximately the top 3 will be selected.
Scheduled Date: September 14, FY2026 (Monday)
(2) Second Screening (Final Screening by Hearing etc.)
Selected candidates from the first screening will give a presentation on their proposals, and will be screened based on the screening criteria shown in 8.(2) below. The most excellent proposer will be selected based on the total score of the first and second screenings.
* Participants in the second screening will be the project manager and site engineers scheduled to be involved in the business.

(3) Notification of Screening Results
① First Screening: The screening results will be notified in writing. Only selected candidates will be notified of the screening results and the holding of hearings etc. by e-mail.
② Second Screening: The screening results will be notified in writing.
* Even if there is only one proposal applicant, the screening will be conducted, and if the evaluation result does not reach a certain level (total score is 60% or more of the maximum score), the proposer will not be selected as the most excellent proposer.
8. Screening Criteria and Scoring
The proposal will be screened based on the following criteria.
(1) First Screening
Corporate Performance etc. / Technical Staff Performance etc. (25 points total)
① Corporate capabilities (business performance, implementation system, geographical conditions, etc.)
② Technical staff capabilities (qualifications, business performance, exclusivity, etc.)
(2) Second Screening
Hearing etc. Content (75 points total)
Comprehensive evaluation will be conducted through presentations on whether the proposals are specific and accurate, based on the understanding of issues and ideas, and considering feasibility, for each business content based on the "Outline Specifications" attached.

10. Disqualification
Disqualification will occur if any of the following apply.
(1) Does not meet the eligibility requirements
(2) Proposal does not comply with the submission method, location, or deadline

(3) Proposal does not comply with the format and content requirements specified in the "Preparation Guidelines and Points to Note for Proposal Preparation"
(4) Proposal documents contain incomplete information or illegal content.
(5) Did not attend the hearing etc.
(6) Obtained eligibility through false application.
(7) The amount of the reference quotation exceeds the proposal limit.
11. Contract
(1) Selection of Contract Candidate
The client will select the person chosen by the evaluation committee as the candidate for a discretionary contract for this business. However, if the selected candidate cannot conclude a contract due to any of the following reasons, the next highest bidder will be re-selected as the contract candidate.
① When the contract candidate falls under the provisions of Article 167-4, Paragraph 1 or 2 of the Local Autonomy Act.
② When the contract candidate is suspended from bidding by the client.
③ When a contract cannot be concluded as a result of requesting a quote from the contract candidate.
④ When the contract candidate withdraws from concluding this contract.
⑤ When it becomes impossible to conclude a contract with the contract candidate for other reasons.
(2) Contract Amount
The contract amount shall be within the range of the estimated price for this contract set by the client.
(3) Contract Content and Execution Conditions
① Contract content will be negotiated and proceeded with, respecting the content described in the submitted documents.
② The personnel scheduled to be assigned to the business execution system cannot be changed, except in cases where the client deems it unavoidable due to special reasons.
12. Other Notes
(1) Replacement or resubmission of documents after the submission deadline will not be permitted.
(2) If false information is included in the submitted documents, the documents will be invalidated, and suspension of bidding may be imposed.
(3) Submitted documents will not be returned and will not be used for any purpose other than identifying the submitter without their consent.
(4) Costs for preparing and submitting documents, and for explanations, shall be borne by the submitter.
(5) If an disclosure request is made based on the Okinawa City Information Disclosure Ordinance, it will generally be subject to disclosure. However, information that is deemed to harm the legitimate interests of the proposer in conducting their business may not be disclosed. Information that may affect the decision before the selection of the proposal recipient will be disclosed after the decision.
(6) The selection of the contract candidate will be made based on a comprehensive evaluation of the proposed content, etc. The business will be carried out in consultation with the client, and there is no guarantee that all proposed content will be implemented.
(7) If matters requiring consideration arise, they will be discussed separately with the client.

(8) The proposer shall bear all responsibility for any events arising from the use of business methods, maintenance methods, etc. that are subject to copyright, patent rights, utility model rights, design rights, trademark rights, or other rights of third parties protected by Japanese law, as included in the content of the proposal documents.
(9) When carrying out this business, opinions will be heard from and cooperation will be sought from the national government, prefectural government, related organizations, etc.
