1. Notice of Bidding (Construction Work) The following is subject to open competitive bidding. Outline of Work (1) Work Name: FY2026 Myoko-Togakushi Mountain National Park Myoko Highland Visitor Center Entrance Renovation Work (2) Work Location: 2248-4 Sekikawa, Myoko City, Niigata Prefecture (3) Work Details: As per separate drawings and specifications (4) Work Period: From the day after the contract is concluded until January 8, 2025 (5) This work will be carried out using the electronic procurement system for submission of documents, bidding, etc. If it is difficult to use the electronic procurement system, paper bidding may be substituted with the approval of the contracting party. (6) This work is subject to the "Two-Day Weekend Work (Site Closure Type)" which ensures two days off per week through site closure. 2. Qualifications for Bidding Participation (1) Not subject to the provisions of Article 70 and Article 71 of the Order on Budget, Settlement and Accounting (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Execution Order"). (2) Registered in "Building Construction" for FY2025-2026 open competitive bidding qualifications by the Ministry of the Environment, and certified as C or D grade. Or, registered in "Natural Environment Symbiosis Construction" and certified as A or B grade. (For those for whom rehabilitation proceedings have been initiated based on the Corporate Rehabilitation Act (Act No. 154 of 2002) or for whom reconstruction proceedings have been initiated based on the Civil Reconstruction Act (Act No. 225 of 1999), re-certification of open competitive bidding qualifications based on procedures separately established by the Ministry of the Environment after the decision to commence proceedings has been made). (3) Not a person for whom rehabilitation proceedings have been initiated based on the Corporate Rehabilitation Act or for whom reconstruction proceedings have been initiated based on the Civil Reconstruction Act (excluding those who have received re-certification as per (2) above). (4) Must have experience in constructing the same type of work as specified below, completed and delivered as the prime contractor since FY2011. (Experience as a member of a joint venture is limited to cases where the contribution ratio is 20% or more). The total evaluation score for such work experience must be 65 points or more. For ongoing construction joint ventures, any member must have experience in constructing the same type of work as specified below as the prime contractor since FY2011. 1) Same type of work: Experience in building construction commissioned by national or local governments. 2. Must be able to assign a chief engineer or supervising engineer who meets the following criteria to this work. 1) Must hold a Class 1 or Class 2 Construction Management Engineer qualification, or equivalent or higher. For chief engineers, they must hold the qualifications specified below. - Those who meet the qualifications specified in Article 7, Item 2 (a), (b), or (c) of the Construction Industry Act. (Refer to Article 7-3 of the Construction Industry Act Enforcement Regulations and Ministry of Land, Infrastructure, Transport and Tourism Notification No. 1424 (December 16, 2002)). 2) Must have experience in the work listed in (4) above since FY2011. The total evaluation score for such work experience must be 65 points or more. 3) For supervising engineers, they must possess a supervising engineer's license and have completed the supervising engineer training. However, a guarantee from a financial institution or guarantee company (contracting authority: Shinetsu Environmental Office) may be substituted for the contract deposit. Furthermore, if a performance guarantee bond from a public works performance guarantee company is provided or a performance guarantee insurance contract is concluded, the contract deposit will be waived. The site construction period is the period from the start of work to the completion of work, excluding the year-end and New Year holidays (6 days), summer holidays (3 days), periods of factory production only, periods of temporary suspension of the entire work, and periods where site work is unavoidable due to reasons not attributable to the contractor. C. Four weeks and eight days off or more on a monthly basis means that the ratio of site closure days in each month within the site construction period reaches a level of 28.5% (8 days / 28 days) or more. However, in months where the ratio of Saturdays and Sundays in the calendar is less than 28.5%, it means that site closure has been carried out for at least the total number of Saturdays and Sundays in that month. Four weeks and eight days off or more on a full-term basis means that the ratio of site closure days within the site construction period reaches a level of 28.5% (8 days / 28 days) or more.
