2. Qualifications required for tender participants:
Iwanuma City Contract Administration Regulations (Heisei 31, Rule No. 17; hereinafter referred to as "the Regulations").
In accordance with the provisions of Article 4, the qualifications for participating in competitive tenders for FY Reiwa 7/8 in Iwanuma City (manufacturing of goods, provision of services, etc.) must be met, and the following requirements must be met.
Exemption. However, if the successful bidder does not conclude the contract, an amount equivalent to 5/100 of the winning bid amount may be collected as a penalty.
② Not falling under the provisions of Article 167-4 of the Order.
③ Not falling under any of the items in the attached table of the Iwanuma City Anti-Boryokudan (Violence Group) Measures for Tenders and Contracts.
④ In accordance with the Iwanuma City Guidelines for the Implementation of Restricted General Competitive Tenders.

① Not subject to a bid suspension period by Iwanuma City.

4. Application for Tender Participation, etc.
Applicants who wish to participate in the tender must strictly adhere to the deadlines and locations indicated in the preceding item 3 and submit the general competitive tender participation application form (Form No. 1-1) by hand or mail (2 copies, one of which will be returned with the reception stamp).
However, in the case of post-qualification type, the submission of tender participation qualification confirmation documents indicated in 9 (2) is not required at the time of submitting the tender participation application.
5. Tender Method, etc.
(1) Tenders by mail, telegram, FAX, or other telecommunications are not permitted.
(2) For the determination of the successful bidder, the amount added to the amount stated in the bid form, which is equivalent to 10/100 of that amount (fractions less than 1 yen will be rounded down), will be the winning bid price. Therefore, bidders must state in their bid form an amount equivalent to 100/110 of their estimated price, regardless of whether they are subject to consumption tax and local consumption tax.
(3) Among those who have bid, the one who submitted the lowest bid price within the estimated price will be the successful bid candidate.
(4) If there are no bids within the estimated price in the post-tender announcement, a second bid will be held.
(5) Bidders who are disqualified cannot participate in the second bid.
(6) If there are no bids below the estimated price as a result of the tender, the tender will be considered unsuccessful. It may also be unsuccessful as a result of the tender participation qualification confirmation.
(7) If there are two or more bidders who submitted the same lowest bid price, the successful bid candidate will be determined by drawing lots among them.
6. Disqualification of Bidders
Bidders falling under any of the following categories will be disqualified.
(1) Falling under Article 167-4 of the Order on the bid date (excluding minors, persons under guardianship or curatorship, and minors for whom the necessary consent for contract conclusion has been obtained).
(2) Having lost the qualifications for participating in competitive tenders stipulated in Article 4 of the Regulations or the necessary qualifications for general competitive tenders announced by the city stipulated in Article 7, Paragraph 1, Item 2 of the Regulations on the bid date.
(3) Being subject to bid suspension by the city on the bid date.
(4) Having filed for commencement of rehabilitation proceedings based on the Company Rehabilitation Law (2002 Law No. 154) or having filed for commencement of reorganization proceedings based on the Civil Rehabilitation Law (1999 Law No. 225) on the bid date.
(5) Having had bank transactions suspended on the bid date.
(6) When an agent does not submit a power of attorney from the bidder.
(7) Failure to appear at the designated time and place.
(8) Failure to bring the general competitive tender participation application form with the reception stamp.
(9) Failure to submit the bid form.
(10) Violation of the tender participation conditions indicated in the tender announcement.
(11) Engaging in acts that violate the Antimonopoly Act (Showa 22, Law No. 54) or other fraudulent acts, such as colluding to harm fair prices or gain unjust profits during bidding.
(12) Acts that obstruct the normal execution of bidding.
(13) When the bidding officer deems that there is a risk of falling under any of the preceding two items, or when the following cases are recognized:
a. For projects where a breakdown of expenses is requested, and the breakdown of expenses is not submitted, is blank, or the content is unclear.
b. For projects where a breakdown of expenses is requested, and a breakdown of expenses is submitted that clearly differs from the bid form in terms of the subject matter or amount.
7. Submission of Breakdown of Expenses
(1) Bidders must submit a breakdown of expenses that matches the amount stated in the bid form upon the instruction of the bidding officer at the time of the initial bid. Bids without submitted documents will be disqualified. In addition, incomplete documents will generally result in disqualification.
(2) The format of the breakdown of expenses is free, but the content must include at least the quantity, unit price, and amount.
(3) The breakdown of expenses will not be returned.
8. Invalid Bids
Bids falling under any of the following categories will be deemed invalid.
(1) When a bidder submits two or more bids for the same item.
(2) When there is a significant defect in the content or submission method of the bid form, such as the following, and the bidder's intention is not clear:
a. Bid where the bidder's correction seal (or signature) is missing when the bid form has been corrected.
b. Bid where the date of the bid form differs from the date of submission.
c. Bid where the address, trade name or name, and representative's title and name are missing.
d. Bid where the representative's seal or the seal used for the tender participation qualification application power of attorney (hereinafter referred to as "used seal") is missing when the representative is bidding.
e. Bid where the agent's name is missing and the agent's seal is not affixed, or where the representative's used seal is affixed, when an agent (including when the representative becomes the authorized agent) is bidding.
f. Bid where the amount has been corrected, or the amount is unclear.
g. Bid where the intention is unclear due to typos, omissions, etc.
h. Bid where there is an error in the subject matter of the bid form.
i. Bid where the subject matter written on the bid form clearly differs from the subject matter written on the envelope containing the bid form (including cases where the subject matter is not written on the envelope).
j. Bid where the bid form is not enclosed in an envelope (excluding re-bids).
k. Bid written with a writing instrument that can be easily erased.
9. Confirmation of Tender Participation Qualifications and Determination of Successful Bidder, etc.
(1) For the determination of the successful bidder, after the bid opening, the successful bid determination will be suspended, and the tender participation qualifications of the successful bid candidate will be examined and determined.
(2) Submission of Tender Participation Qualification Confirmation Documents:
① Tender Participation Qualification Confirmation Application (Form No. 1-2) ... 2 copies and the required number of copies (one copy will be returned with the reception stamp).

* For achievements outside of Iwanuma City, please attach proof of achievement (specifications, contract documents, etc.).

(3) Those deemed not to have tender participation qualifications may inquire in writing about the reasons within 2 days after receiving the examination results notification.
(4) If, as a result of the examination, the successful bid candidate is found to lack tender participation qualifications, their bid will be invalidated, and the bidder with the next lowest price within the estimated price will be considered the successful bid candidate, and the same examination will be conducted to determine the successful bidder.
10. Notification of Tender Participation Qualification Examination Results
The results of the tender participation qualification examination will be notified by telephone and email within 5 days (excluding holidays) from the day after the bid opening date.
11. Publication of Tender Results
Once the tender participation qualification examination is completed and the results of this tender are finalized, the results will be published on the city's website (the number of days required may vary depending on the determination of the successful bidder as indicated in 9, etc.).
12. Other
(1) Bidders must comply with the above matters when bidding.
