(2) In the industry classification (pipe work) for this construction, the company must have its head office or a business office in Hokkaido, be able to practically respond to equipment malfunctions and parts replacement, and have been certified with the general competitive participation qualification of Grade C (comprehensive score less than 850 points) for pipe work in FY2025-2026 by the Ministry of Justice (for those who have filed an application for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act or an application for commencement of reorganization proceedings under the Civil Reorganization Act, they must have obtained re-certification of general competitive participation qualifications based on procedures separately determined by the Ministry of Justice after the decision to commence proceedings). (3) Not a person who has filed an application for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act or an application for commencement of reorganization proceedings under the Civil Reorganization Act (excluding those who have obtained re-certification as per 2 (2) above). (4) Not subject to suspension of designation based on the "Notice on the Establishment and Operation of Measures such as Suspension of Designation for Construction Contract" dated January 23, 1995, Ministry of Justice Accounting Bureau Notice No. 191, during the period from the submission deadline of the competition participation qualification application form (hereinafter referred to as "application form") to the bid opening. (5) Method of selecting the successful bidder (investigation standard price will be set) The successful bidder shall be the bidder who submitted the lowest valid bid within the limit of the estimated price established in accordance with Article 79 of the Order. However, if it is recognized that the contract cannot be performed satisfactorily by the bidder who would be the successful bidder due to the bid price, or if it is deemed significantly inappropriate to conclude a contract with that person due to the risk of disrupting fair trade order, the bidder who submitted the lowest bid within the limit of the estimated price may be selected as the successful bidder. Furthermore, if the bid price of the person who would be the successful bidder falls below the investigation standard price based on Article 85 of the Order, an investigation will be conducted in accordance with Article 86 of the Order.
