Common Qualifications: Applicants must meet all of the following conditions. 1) Not be a person falling under the provisions of Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16 of 1947). 2) Not be subject to designation suspension measures by the city on any day from the deadline for submitting the tender participation application form to the date of bid opening for this construction. 3) Be registered in the Shirakawa City Competitive Tender Participant Qualification List (Civil Engineering Construction). 4) Not be a person for whom a commencement of rehabilitation proceedings has been filed under the Corporate Reorganization Act (Law No. 154 of 2002) or a commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Law No. 225 of 1999). However, this does not apply to persons who have had their qualifications re-certified after a decision to commence proceedings. 5) Officers (including persons who are not registered or notified as officers but are practically involved in management) must not be Boryokudan members (as defined in Article 2, Item 6 of the Act on Prevention of Unfair Acts by Boryokudan Members (Law No. 77 of 1991)) or persons recognized as Boryokudan-related persons (meaning members of Boryokudan and persons who associate with them, such as cooperating or being involved with Boryokudan). 6) There should be no capital or personnel relationship between the bidders. 7) Must not be in arrears with city taxes. 2. Participation Qualifications: 1) Applicants must meet all of the following requirements. A. The head office (principal business office) location, as permitted under Article 3, Paragraph 1 of the Construction Industry Act (Law No. 100 of 1949; hereinafter referred to as "the Act"), must be within Shirakawa City. B. Must have a contractual relationship with Shirakawa City for the Reiwa 7 Road Snow Removal Services. C. The overall evaluation score (hereinafter referred to as "evaluation score") for civil engineering construction, as notified on or after June 1, Reiwa 8, in the Shirakawa City Reiwa 7/8 Competitive Tender Participation Qualification Review Results (hereinafter referred to as "Review Results"), must be 840 points or higher. D. The annual average completed construction value for civil engineering construction in the business performance review results (hereinafter referred to as "Business Review Results") with a review standard date between October 1, Reiwa 6 and September 30, Reiwa 7, must be 87,000,000 yen or more for (①), 84,000,000 yen or more for (②), and 55,000,000 yen or more for (③). E. For (①) and (②), a Class 1 or Class 2 Civil Engineering Construction Management Engineer must be assignable as a full-time technical manager. For (③), a person who can be assigned as a technical manager under the Construction Industry Act, possessing national qualifications or equivalent practical experience, must be assignable. 3. Tender Participation Application Procedure (①-③): Persons wishing to participate in the tender must submit a tender participation application form via the electronic bidding system by 2:00 PM on September 9, Reiwa 8 (Wednesday) (strict adherence to time). If unable to apply via the electronic bidding system, submit one copy each of the tender participation application form and the paper bidding method consent form in paper form to the General Affairs Department Management Division by 1:00 PM on September 9, Reiwa 8 (Wednesday) (strict adherence to time). 4. Place to View Design Drawings, etc. (①-③): Viewing and period for design drawings and specifications (hereinafter referred to as "design documents, etc.") for this construction shall be as follows. 1. Viewing Location: Download from the attached files in the tender information's tender forecast. 2. Viewing Period: From the date of announcement until the deadline for submitting bid forms. 3. Bidders must submit their bid forms by the deadline. Late submissions will be considered as abstentions. 2. Bidders must carefully read the Shirakawa City Competitive Bidding Guidelines, design documents, etc., before bidding. 3. Bidders must submit a breakdown of their estimate. Those who do not submit a breakdown of their estimate cannot participate in the tender. 4. The breakdown of the estimate submitted (attached as electronic file) or mailed shall consist of a "Cover Page (optional)" and a "Detailed Breakdown." The breakdown of the estimate should be created in Excel or PDF format (format is optional) and the file name should be "Your Company Name - Procurement Item Name." 5. Any of the following shall render the bid invalid. ① Failure to submit the breakdown of the estimate as specified in 4 above. ② Discrepancy between the bid amount and the total amount of the breakdown of the estimate. ③ Omission of any of the 5 items (material costs, labor costs, statutory welfare costs, construction worker retirement allowance mutual aid system contributions, safety and health expenses). 6. Refer to the Shirakawa City Electronic Bidding Operation Standards. 7. This tender will be conducted using the "one-out" method. (If a bidder who becomes the successful candidate for one construction project is also bidding for other projects to be opened later, their bids for the subsequently opened projects will be considered invalid.) 7. Tender Participation Qualification Review (①-③): At the time of bid opening, the bid will be held, and the bidder who submitted the lowest price within the limit of the estimated price (or, if a minimum limit price is set, the bidder who submitted the lowest price among those who submitted a price equal to or above the minimum limit price within the limit of the estimated price) will be the successful candidate for qualification review. Bidders must prepare the following documents by the bid opening date for this construction. Furthermore, the successful candidate, upon declaration or notification, must submit them in person to the General Affairs Department Management Division by 3:00 PM on September 17, Reiwa 8 (Thursday) (strict adherence to time). (1 copy) 1. Restricted General Competitive Tender Participation Qualification Confirmation Application Form (Form No. 1). The submitter must sign and seal. 2. Scheduled Technical Staff: Indicate the site supervisor and chief (managing) technical manager scheduled to be assigned to this construction. Attach copies of proof of employment for 3 months or more, and qualifications/licenses of the chief (managing) technical manager. If the site supervisor also serves as the chief (managing) technical manager, state so. * Scheduled technical staff may be concurrently assigned to other projects if they meet the requirements stipulated in the "Manual on Concurrent Assignment of Technical Staff and Relaxation of On-site Presence Requirements for Site Supervisors in Construction Projects Ordered by Shirakawa City." If concurrent assignment is desired, please submit an application in accordance with the manual at the time of tender participation qualification review. Those who wish for pre-screening must complete the application procedures within 5 days of the tender announcement. 3. Copy of Reiwa 7 Road Snow Removal Services Contract. 4. Copy of Business Review Results (Review Standard Date: October 1, Reiwa 6 - September 30, Reiwa 7). However, if the validity period has expired, submit a copy of the most recent Business Review Results. 5. Copy of Review Results notified on or after June 1, Reiwa 8 (Shirakawa City Reiwa 7/8 Competitive Tender Participation Qualification Review Results Overall Score). 8. Determination of Successful Bidder (①-③): After bid opening, the tender participation qualifications of the successful candidate will be reviewed. If the successful candidate is found to have the necessary qualifications, they will be determined as the successful bidder, and notified accordingly. 9. Bid Bond (①-③): Exempt. 10. Bid Price (①-③): When determining the successful bid, the bid price will be the amount stated in the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, the fraction will be rounded down). Therefore, bidders must state in their bid forms an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or exempt businesses for consumption tax and local consumption tax. 11. Invalid Bids (①-③): Bids submitted by persons who do not meet the tender participation qualifications, those who have submitted false tender participation qualification confirmation applications, those who have not submitted a breakdown of their estimate, and those who have violated the Shirakawa City Competitive Bidding Guidelines shall be invalid. 12. Contract Conditions (①-③): 1. Requirement for Contract Document: A contract document must be prepared and the contract concluded within 5 days from the date of notification of the successful bid decision (if there are holidays within this period, the number of days will be added). 2. Contract Deposit: To be paid in accordance with the provisions of the Shirakawa City Financial Regulations (Shirakawa City Ordinance No. 44 of 2005). 3. Payment Terms for Construction Costs, etc.: 1) Advance Payment Amount: Within 40% of the estimated work progress amount for each fiscal year. 2) Intermediate Advance Payment Amount: Within 20% of the estimated work progress amount for each fiscal year. 3) Number of Partial Payments: As per the provisions of Article 155, Paragraph 2 of the Shirakawa City Financial Regulations. 13.
