Construction Overview (1) Project Name: FY2026 Takamatsu Prison Treatment Management Building Rooftop Waterproofing and Other Renovation Work (2) Project Location: Within the Takamatsu Prison walls, 2-16-63 Matsufukucho, Takamatsu City, Kagawa Prefecture. (3) Construction Details: A. Building: Office building (administrative building) B. Overview (Waterproofing Work): For the rooftop of the Treatment Management Building at Takamatsu Prison, PVC resin sheet will be applied to the flat areas and vertical surfaces. For other roofs, waterproofing protective coating or urethane-based waterproof coating will be applied. Cracks in the exterior walls will be repaired using the U-cut sealing method. (4) Construction Period: February 26, Reiwa 9 (Friday). (5) This project is subject to separate demolition and recycling, and recycling of specified construction materials, in accordance with the Act on the Promotion of Proper Treatment of Industrial Waste (Reiwa 12 Act No. 104). (6) The tender procedures for this project will be conducted using the Electronic Procurement System (Government Electronic Procurement (GEPS) (https://www.geps.go.jp/)). However, those who have difficulty using the Electronic Procurement System may, with the approval of the Authorized Signatory for Expenditure, conduct all tender participation application procedures and tender procedures in writing (hereinafter referred to as the "paper-based tender method" for this tender procedure). 2. Eligibility for Competitive Bidding (1) Not falling under the provisions of Article 70 and Article 71 of the Public Finance and Accounting Order (hereinafter referred to as "Order"). However, minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under "special reasons" in Article 70 of the Order. (3) Not a party who has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act or for commencement of conciliation proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification as per (2) above). (4) Must not be subject to a suspension of bidding based on the "Notice on the Establishment and Operation of Measures for Suspension of Bidding for Construction Contracts" dated January 23, Reiwa 7, Ministry of Justice Accounting and Finance Bureau, Director of Accounting Division, Notice No. 191, during the period from the deadline for submitting qualification application forms to the time of tender opening. (5) There should be no capital or personnel relationship between the bidders (refer to the tender explanatory documents). (6) Must not be recognized as a contractor substantially controlled by a yakuza organization or equivalent, as requested by the police authorities, and deemed inappropriate as a contracting party by the Director of the Facilities Division, Minister's Secretariat, Ministry of Justice. (7) For construction contracts ordered by the Ministry of Justice, if the contract was concluded at a price below the investigation standard price based on Article 85 of the Order, and the construction performance evaluation score for that work is less than 65 points, the period from the day after the notification of the construction performance evaluation score to the date of the public notice for tenders of construction ordered by the Ministry of Justice must have elapsed by one month. 3. Opening of Tenders: (a) Date and Time of Tender Opening: 11:00 AM on August 26, Reiwa 8 (Wednesday). (b) Place of Tender Opening: Electronic Procurement System or the Conference Room on the 2nd floor of Takamatsu Prison. 4. Other (1) Language, Currency, Time, and Units Used in Procedures: Japanese language, Japanese currency, Japan Standard Time, and units according to the Measurement Act (Reiwa 4 Act No. 51). (2) Tender Security: Exempt. (3) Contract Security: Must be paid (handling bank for deposited funds: Bank of Japan, Takamatsu Branch). However, payment of contract security may be substituted by providing interest-bearing national bonds (custodian of securities held: Bank of Japan, Takamatsu Branch) or by a guarantee from a financial institution or guarantee company. Furthermore, if a public works performance bond insurance policy is provided or a performance guarantee insurance contract is concluded, the payment of contract security will be exempted. (4) Invalid Tenders: Tenders submitted by persons who do not meet the eligibility requirements specified in this notice, tenders with false information in the application form or documents, and tenders that violate the tender conditions shall be deemed invalid. (5) Method of Determining the Successful Bidder: The successful bidder shall be the bidder who submits the lowest valid bid within the limit of the estimated price prepared in accordance with Article 79 of the Order. However, if it is deemed that the successful bidder may not be able to perform the contract in accordance with its terms, or if it is deemed extremely inappropriate to conclude the contract with such bidder due to the risk of disrupting fair trade, the bidder who submitted the lowest bid within the limit of the estimated price among other bidders may be selected as the successful bidder. Furthermore, if the bid price of the potential successful bidder falls below the investigation standard price based on Article 85 of the Order, an investigation under Article 86 of the Order will be conducted.
