July 24, Reiwa 8 Authorized Officer for Expenditure, Director-General of Kanto Regional Environmental Office, Masanori Shoji 1. Construction Overview (1) Project Name: Reiwa 8 Nasu Town Designated Waste Storage Improvement Construction (2) Project Location: Within Nasu Town, Tochigi Prefecture *Information on the construction location will be provided after the contract. (3) Construction Content: Details are as per the attached summary of quantities and drawings. (4) Overall Construction Period: From the day after the contract signing date until January 18, Reiwa 9 (Construction Completion Deadline) (5) This project is subject to the "Act on the Recycling of Materials in Construction Work" (Reiwa 12, Act No. 104), which mandates the separation and dismantling, and recycling of specified construction waste. (6) This project is a "Two-Day Weekend Work System (On-site Closure Type) [Complete Two-Day Weekend (Sat/Sun) Type I]" target project, ensuring two days off per week through on-site closure. (7) For this project, documents will be submitted, and bids will be made through the Government Electronic Procurement System. However, if it is difficult to use the Government Electronic Procurement System, paper bidding may be permitted with the approval of the contracting party. 2. Competition Participation Qualifications (1) Not falling under the provisions of Article 70 and Article 71 of the Budget, Expenditure, and Accounting Order (Reiwa 22, Imperial Ordinance No. 165) (hereinafter referred to as "Order"). (2) Must have obtained certification for Reiwa 07 & 08 general competitive participation qualifications for civil engineering work (Category C or D) from the Ministry of the Environment (In the case of a company for which rehabilitation proceedings have been initiated under the Company Rehabilitation Act (Reiwa 14, Act No. 154) or reorganization proceedings have been initiated under the Civil Rehabilitation Act (Reiwa 11, Act No. 225), re-certification of general competitive participation qualifications must have been obtained according to procedures separately defined by the Ministry of the Environment after the decision to commence proceedings). (3) Not a party for whom rehabilitation proceedings have been initiated under the Company Rehabilitation Act or reorganization proceedings have been initiated under the Civil Rehabilitation Act (excluding those who have obtained re-certification as per (2) above). (4) Must have experience in constructing the same type of work as specified below, completed and delivered as the prime contractor after Reiwa 23 (joint ventures are eligible if their share is 20% or more). Projects with a total evaluation score of less than 65 points are excluded. For ongoing construction joint ventures, any member must have experience as the prime contractor in the same type of work as specified below after Reiwa 23. 1) Same type of work: Experience in civil engineering construction work. (5) Must be able to assign a chief engineer to this project who meets both of the following criteria: 1) Possesses qualifications specified in "Article 7, Paragraph 2, Item a, b, or c" of the Construction Industry Act. Those who meet the qualifications specified in Article 7, Paragraph 2, Item a, b, or c of the Construction Industry Act are as follows: a; Academic background (designated major: civil engineering) + practical experience (high school graduate: 5+ years, university/junior college graduate: 3+ years) b; Practical experience (general civil engineering work): 10+ years c; Passed the second-level examination (Level 1 or 2) in construction machinery operation management or civil engineering construction management under the Technical Skills Testing, or passed the second-level examination (Level 2) in civil engineering construction management (limited to "civil engineering" as the examination type). Passed the second-level examination under Article 4, Paragraph 1 of the Professional Engineer Act (Reiwa 58, Act No. 25), with a technical field of construction, agriculture (limited to "agricultural and rural engineering" as the selected subject), forestry (limited to "forest civil engineering" as the selected subject), fisheries (limited to "fisheries civil engineering" as the selected subject), or comprehensive technical management (limited to those related to construction, "agricultural and rural engineering," "forest civil engineering," or "fisheries civil engineering" as selected subjects). 2) Must have experience in the type of construction listed in (4) above after Reiwa 23. Projects with a total evaluation score of less than 65 points are excluded. (6) Must not have been subject to suspension of designation from the Ministry of the Environment under the "Guidelines for Suspension of Designation, etc., for Construction Contract Work" (Reiwa 13, January 6, Environmental Affairs Bureau No. 9) during the period from the submission deadline of the application for confirmation of competition participation qualifications (hereinafter referred to as "Application") and confirmation documents (hereinafter referred to as "Documents") to the bid opening. (7) Not be a contractor for design work related to the construction specified in 1. (1) or a construction company related to such contractor in terms of capital or personnel. (Refer to the tender explanation document.) (8) No capital or personnel relationship between bidders. (Refer to the tender explanation document.) (9) The head office, branch office, or business office must be located within Tochigi Prefecture under the Construction Industry Act. (10) Not be a person whose management is substantially controlled by a member of a violent group or a person equivalent thereto, and who has been requested by the police authorities to be excluded from Ministry of the Environment contracted projects, and such state continues. 3. (5) Date and Time and Place of Bid Opening: 1) Bid opening will be held on August 26, Reiwa 8 (Wednesday) at 10:30 AM in the meeting room of the Kanto Regional Environmental Office, Ministry of the Environment. 4. Other: (1) Language and Currency Used in Procedures: Japanese language and Japanese currency only. (2) Bid Bond and Contract Deposit: 1) Bid Bond: Exempt. 2) Contract Deposit: Required. However, it can be substituted by a guarantee from a financial institution or guarantee company (handling authority: Kanto Regional Environmental Office, Ministry of the Environment). Furthermore, if a public works performance bond is provided or a performance guarantee insurance contract is concluded, the contract deposit will be exempted. (3) Invalid Bids: 1) Bids submitted by parties who do not meet the competition participation qualifications specified in the announcement, bids with false statements in the application or documents, and bids that violate the bidding conditions will be invalid. 2) If a successful bidder is determined based on an invalid bid, the bid decision will be revoked. 3) Even if a party has been confirmed to meet the competition participation qualifications by the contracting officer, if they do not meet the qualifications listed in 2. at the time of bid opening, they will be considered to not meet the competition participation qualifications. 4) If the construction cost breakdown is not submitted or is incomplete, the bid will be invalid. (4) Method of Determining the Successful Bidder: The successful bidder will be the one who submits the lowest valid bid within the limit of the estimated price prepared in accordance with the provisions of Article 79 of the Order. However, if it is deemed that the contract cannot be performed in accordance with the contract terms by the prospective successful bidder due to their bid price, or if it is deemed extremely inappropriate to conclude a contract with such person due to the risk of disrupting fair trade order, the bidder with the next lowest bid price within the limit of the estimated price may be selected as the successful bidder. (5) Confirmation of Assigned Engineer, etc.: If a violation of the exclusivity rule for assigned engineers, etc., is confirmed by CORINS or other means after the successful bidder is determined, the contract may not be concluded. Replacement of the application will not be permitted unless approved as unavoidable due to various circumstances. (6) Requirement for Contract Creation: Required. (9) Participation by Those Who Have Not Obtained Certification for General Competitive Participation Qualifications: Those who have not obtained the general competitive participation qualifications listed in 2. (3), but to participate in the competition, they must obtain the certification and confirmation of competition participation qualifications by the day before the bid submission deadline. (11) Notes on Application, etc.: In the examination of competition participation qualifications, if the application, etc., is not submitted, or if the content of the application, etc., is deemed inappropriate (e.g., created in consultation with other bidders), competition participation qualifications will not be granted.
