FY2026 Simple Diagnosis Technician Dispatch and Other Commissioned Work
Form No. 3 Public Announcement by the Okinawa Prefectural Government, Department of Civil Engineering and Architecture, Public Notice of Procedures for Simple Publicly Solicited Proposal Method (Technician Evaluation Type) (Single Procurement) Pursuant to the provisions of Article 234, Paragraph 1 of the Local Autonomy Act (Law No. 67 of 1947), we hereby invite the submission of technical proposals as follows.

Overview of Work (1) Work Name: FY2026 Simple Diagnosis Technician Dispatch and Other Commissioned Work (2) Work Location: Entire Okinawa Prefecture (3) Purpose of Work: This project aims to protect the lives and property of prefectural residents from building collapses due to earthquakes by implementing dispatch of simple diagnosis technicians, dispatch of existing block wall survey technicians, and establishing consultation services. By publicizing these measures, we aim to raise awareness regarding seismic retrofitting of buildings and promote seismic retrofitting. (4) Work Details: As per the attached special specifications. (5) Performance Period: From the day after the contract is concluded until March 5, 2025 (6) Contract Limit: Contract will be awarded for an amount not exceeding 8,496,400 yen (tax included). (7) This work is a proposal-based project where, in order to select a contractor, a public solicitation will be conducted to select individuals who meet certain conditions, and proposals regarding the implementation system, implementation policy, etc. for the work (hereinafter referred to as "technical proposals") will be requested. The contractor will be selected as the one whose technical proposal is most suitable for the performance of the work. 2. Participation Qualifications: Those who intend to submit a letter of participation or technical proposal must meet the following qualifications: (1) Common Requirements for Participants: a. Not falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947). b. Must be knowledgeable about architectural technology and related laws and regulations, and have experience in seismic diagnosis of buildings or similar/related work in the past. (Seismic diagnosis of buildings, similar work, and related work refer to work commissioned by national or local governments in Japan. The same applies hereinafter.) c. Not a party for whom a rehabilitation plan has not been approved, in the case of a party that has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Law No. 154 of 2002), or not a party for whom a rehabilitation plan has not been approved, in the case of a party that has filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Law No. 225 of 1999). d. Not a construction contractor substantially controlled by a member of a violent group, or equivalent, for whom a request for exclusion from work commissioned by the Okinawa Prefectural Department of Civil Engineering and Architecture has been made and such situation continues. e. Must have a head office (principal office), branch office (secondary office), or business office within Okinawa Prefecture. f. Must be registered as an architectural office in accordance with Article 23 of the Building Professionals Act. g. The estimated amount for the work must be within the contract limit. (2) Requirements for Company, Management Technician, and Assigned Technician: a. Company Requirements: (i) Must be able to assign a management technician who meets the criteria set forth in 2(2)b and an assigned technician who meets the criteria set forth in 2(2)c to the commissioned work. (Concurrent service as management technician and assigned technician is not permitted.) (ii) Experience in similar/related work: Must have at least one (1) completed project of similar or related work from FY2016 to the date of this announcement (excluding work performed as a subcontractor). a. Similar Work: Dispatch of technicians related to building structures, or consultation services related to building structures. b. Related Work: Dispatch of technicians related to buildings, or consultation services related to buildings. b. Qualification Requirements for Assigned Management Technician: (i) Must be a Class 1 Architect and hold one of the following qualifications: a. Structural Design Class 1 Architect b. Seismic Diagnosis Qualification Holder as defined in Article 5, Paragraph 1, Item 1 of the Enforcement Regulations of the Act on Promotion of Seismic Retrofitting of Buildings (Ministry of Construction Ordinance No. 28 of 1995). c. Okinawa Prefecture Seismic Technician for Okinawa Prefecture Private Housing Seismic Diagnosis/Renovation Projects. (ii) Experience in similar/related work: Must have at least one (1) completed project of similar or related work from FY2016 to the date of this announcement (excluding work performed as a subcontractor). For related work, at least five (5) projects of seismic diagnosis of buildings (including seismic diagnosis evaluation work by evaluation bodies as defined in Article 2(1) of the Enforcement Regulations of the Act on Promotion of Seismic Retrofitting of Buildings). a. Similar Work: Dispatch of technicians related to building structures, or consultation services related to building structures. b. Related Work: Dispatch of technicians related to buildings, consultation services related to buildings, or seismic diagnosis of buildings. c. Qualification Requirements for Assigned Technician: (i) Must hold one of the following qualifications: a. Class 1 Architect b. Class 2 Architect c. Seismic Diagnosis Qualification Holder as defined in Article 5, Paragraph 1, Item 1 of the Enforcement Regulations of the Act on Promotion of Seismic Retrofitting of Buildings (Ministry of Construction Ordinance No. 28 of 1995). d. Okinawa Prefecture Seismic Technician for Okinawa Prefecture Private Housing Seismic Diagnosis/Renovation Projects. 3. Criteria for Selecting Proposers of Technical Proposals: After meeting the participation requirements in 2(1) and considering the experience in 2(2), selection will be made and notification will be provided. 4. Matters Concerning Contractor Selection: (1) Evaluation Method: The calculation method shall be as follows. a. Evaluation Value Calculation Method: Evaluation Value = Technical Evaluation Score b. Technical Evaluation Score Calculation Method: An evaluation will be conducted for each of the evaluation items (i) and (ii) below based on the content of the technical proposal, and a technical evaluation score will be given. (i) Experience and Ability of Proposed Technicians (ii) Implementation Policy, etc. (2) Contractor Determination Method: The contractor candidate will be the one with the highest evaluation value calculated in (1) above, as determined by the Building Guidance Division Technical Review Committee. If there are two or more individuals with the highest evaluation value, a lottery will be held to select the successful candidate. However, if all technical proposals are deemed insufficient to perform the work based on the evaluation of the technical proposals, no contractor candidate will be selected. The contractor will be determined after deliberation by the Designated Examination Committee. The results will be notified to all parties who submitted technical proposals. 5. Various Procedures, etc.: (1) Period and Method of Distribution of Participation Explanatory Document: a. Distribution Period: From Friday, July 31, 2024. b. Inquiries: Location specified in 6(5). (2) Submission of Letter of Participation, etc.: Those wishing to participate must submit a letter of participation as follows. a. Submission Period, Location, and Method for Letter of Participation: (i) Period: From Friday, July 31, 2024, to Friday, August 14, 2024, 5:00 PM. (ii) Submission Method, etc.: As per the participation explanatory document. b. Notification of Request for Submission of Technical Proposal (Selection Notification): Scheduled to be mailed on Thursday, August 20, 2024. (3) Submission of Technical Proposal, etc.: The method of submitting the technical proposal shall be as follows. a. Submission Eligibility: Those who have received the notification of request for submission of technical proposal (selection notification) based on 3. b. Submission Period, etc. for Technical Proposal: (i) Period: From Thursday, August 20, 2024, to Monday, September 7, 2024, 5:00 PM. (ii) Submission Method, etc.: As per the participation explanatory document. (4) Contractor Determination Date: The contractor is scheduled to be determined by the following date and time. Notification will be provided to those who submitted technical proposals as per 4(2). a. Date and Time: Friday, September 11, 2024 (scheduled). 6. Other: (1) Contract Deposit: Those who intend to enter into a contract must deposit a contract deposit in accordance with the provisions of Article 101 of the Okinawa Prefectural Financial Regulations. However, exemption from all or part of the deposit may be granted if it falls under any of the items from Article 101, Paragraph 2, Item 1 to Item 6. (2) Loss of Participation Qualification: Evaluation of proposals from parties who do not meet the participation qualifications indicated in this announcement, or proposals with false information in the letter of participation, technical proposal, or other submitted documents, will be deemed invalid. Furthermore, even if a party has received a request to submit a technical proposal, if they are subject to a suspension of designation at the time of contractor determination, their evaluation will also be deemed invalid. (3) Changes to the contents described in the letter of participation or technical proposal will not be permitted in principle after the submission deadline. (4) Confirmation of Assigned Technicians: The assigned technicians stated in the letter of participation cannot be changed in principle. However, if a change is necessary due to unavoidable reasons such as illness, death, or retirement, the contractor must obtain the understanding of the contracting authority that the replacement technician is of equivalent or higher qualification.
