Therefore, in order to support municipalities within the prefecture that are engaged in health promotion projects, we will outsource the "Analysis of Specified Medical Checkup and Recept Data, etc. Using Prefecture-Wide Common Indicators" and "Holding of Briefings and Utilization Training Sessions," and select the contractor through a wide range of proposals from businesses with extensive knowledge and achievements. We are therefore soliciting proposals for the outsourcing of this work as follows. 1. Overview of Outsourced Work (1) Work Name FY2026 Chiba Prefecture National Health Insurance Health Up Support Project Specified Medical Checkup and Recept Data Analysis Services (2) Work Content As per the attached "Specifications (PDF: 199.6KB)" (3) Contract Period From the date of contract signing to March 31, 2024 (4) Maximum Contract Amount 33,100,000 yen (including consumption tax and local consumption tax) 2. Eligibility Requirements Applicants must meet all of the following requirements. (1) Not falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (1947, Cabinet Order No. 16). (2) Registered in the list of qualified bidders for goods, etc. (services) managed by the General Affairs Department, Fiscal Management Division of Chiba Prefecture. Specifications for the FY2026 Chiba Prefecture National Health Insurance Health Up Support Project: Specified Medical Checkup and Recept Data Analysis Services 1. Scope of Application This specification applies to the main matters for the proposal solicitation and outsourcing of the "FY2026 Chiba Prefecture National Health Insurance Health Up Support Project: Specified Medical Checkup and Recept Data Analysis Services" (hereinafter referred to as "this work") commissioned by Chiba Prefecture (hereinafter referred to as "the Prefecture"). This specification outlines the general scope of the work, and the final outsourced work specifications (to be attached to the contract) will be created by the Prefecture in consultation with the contractor after the contractor has been selected. 2. Purpose With the regionalization of National Health Insurance (hereinafter referred to as "NHI"), prefectures, along with municipalities, are required to act as joint insurers for NHI, grasp the health challenges and health promotion project implementation status of each municipality within their jurisdiction, and provide advice and support necessary for the operation of health promotion projects in municipalities. Therefore, this project will be carried out to analyze medical expenses, etc., for municipal NHI in the prefecture using common indicators by utilizing specified medical checkup data, recept data, etc., based on statistical and medical knowledge. The objectives of the project are as follows: - To provide data analysis results that can be utilized in municipal health promotion projects. - To provide insights and proposals regarding municipal health promotion projects based on the analysis results. - To contribute to the evaluation and revision of municipal data health plans. 3. Content of Outsourced Work (1) Overview of Work This work will involve the following. In carrying out this work, the contractor must thoroughly read the data health plans of each municipality in the prefecture in advance, and constantly grasp the current status of NHI, extension of healthy life expectancy, and optimization of medical expenses in the prefecture, as well as related national laws, notifications, and ongoing discussions. A. Implementation of current status analysis, analysis, and insights as described in Section 4 below. B. Holding of briefing sessions for municipal staff based on the results of A. (2) Data to be used for analysis The Prefecture will provide the following data necessary for data analysis. The contractor will be responsible for procuring any other data required for this work. (Data provided by the Prefecture) - KDB (National Health Insurance Database): April 2021 to March 2024 - NDB (National Database): FY2022 4. Grasping, Analysis, and Insights of Current Status of Municipalities in the Prefecture The contractor shall perform the following work in consultation with the Prefecture. (1) Grasping and Analysis of Current Status The contractor shall analyze the items described in the attached document using the data provided in Section 3(2) above. The analysis methods shall be those deemed necessary or effective for achieving the objectives in Section 2 above. Detailed analysis items shall be determined by referring to national discussion materials on medical expense optimization, the Prefecture's basic plan, and the analysis items adopted in the data health plans of each municipality in the prefecture, taking into consideration items deemed necessary for the formulation of single-year implementation plans for municipal health promotion projects. Current status analysis shall use the most recent actual figures, and the period for analyzing year-on-year trends shall generally be five years. The analysis content, etc., shall be determined in consultation with the Prefecture, and may be changed as a result of consultation. (2) Insights The contractor shall provide insights to enable municipalities to effectively implement health promotion projects using data, utilizing the data provided in Section 3(2) above. The insights shall be understandable to individuals inexperienced in analyzing specified medical checkup and recept data, etc., and shall be based on statistical and medical knowledge. The insights shall include the following: - Grasp the health status of insured persons through the analysis of specified medical checkup data, recept data, etc., and provide insights into the characteristics of health habits and challenges in each municipality. - Analyze the status of medical institution visits, etc., and provide insights into challenges related to the optimization of medical expenses. (3) Proposals Based on the content of 4(1) and (2), provide proposals for effective health promotion projects for each municipality. The proposals shall be understandable to individuals inexperienced in analyzing specified medical checkup and recept data, etc., and shall be based on statistical and medical knowledge. 5. Other Analyses Through consultation between the Prefecture and the contractor, investigations not explicitly mentioned in Section 4(1) above may be additionally carried out within the scope of the contract amount if deemed necessary or effective for achieving the objectives in Section 2 above. 6. Briefing Session on Analysis Results The contractor shall hold a briefing session for municipal staff in charge of specified medical checkup and recept data analysis, etc., as follows: (1) Timing of Holding The session shall be held around February 2025, after the completion of data analysis. The detailed schedule will be determined in consultation with the Prefecture. (2) Method of Holding The venue, format, number of sessions, and organization by participating group (e.g., by region) shall be determined through proposals from the contractor in consultation with the Prefecture. At least four briefing sessions with the same content shall be held to facilitate participation by the target audience. (3) Target Audience Approximately 150 staff members from each municipality. (4) Implementation Method The training will be based on lectures using materials prepared by the contractor and group work. The content of the materials shall explain the methods and results of the analysis conducted in Sections 4(1) to (3) above. If the deliverables specified in Section 10 are completed, they may be used. (5) Other The printing costs of training materials and venue rental fees can be included in the expenses for this outsourced project. The entire training session shall be recorded for the purpose of documenting the training. 7. Responsible Persons and Staff, etc. In conducting data analysis and briefing sessions, the contractor shall ensure that personnel with specialized knowledge in statistics and medicine are secured, and that the work is carried out accurately and carefully, with a full understanding of the Prefecture's intentions and objectives. 8. Work Progress (1) Upon commencement of this work, the contractor shall submit a work plan to the Prefecture and obtain approval for the work procedures and schedule. (2) The contractor shall consult thoroughly with the Prefecture during the execution of this work. In this regard, if instructed by the Prefecture, the contractor shall consult at any time at the location designated by the Prefecture. After consultation, the results (summary) shall be compiled and submitted to the Prefecture within five business days. (3) The contractor shall report on the progress of this work to the Prefecture as appropriate. 9. Scope of Work and Supervision (1) In carrying out this work, the contractor shall maintain close contact with the Prefecture and receive instructions and supervision based on the contract. (2) If any doubts arise during the execution of this work, or if there are matters not explicitly stated in the specifications, the contractor shall consult with the Prefecture and follow its instructions. 10. Deliverables (1) The contractor shall create the deliverables as follows and submit them by the specified deadline. However, the draft of the deliverables shall be submitted by the specified deadline, and the Prefecture's approval shall be obtained. (Details of Deliverables) Report summarizing the analysis results from Sections 4 and 5 above: 80 copies *The report shall be a bound booklet printed in color. *The composition and content of graphs, figures, tables, etc., to be included, and the specifications of the booklet shall be determined in consultation with the Prefecture. Electronic media (CD/DVD, etc.): 60 copies *This shall include PDF data of the same content as the paper media, Excel data summarizing the analysis results, and recorded data of the training sessions. *The Excel data shall be created with reference to NDB Open Data, etc., which are publicly available data in Japan, and shall be easy to use. *Since the Excel data is planned to be published on the Prefecture's website, when creating it, it shall be processed so that individuals cannot be identified and the medical insurance-related information used in its creation cannot be reproduced, similar to the anonymized medical insurance-related information stipulated in Article 16-2 of the Act on Securing Medical Care for the Elderly.
