We will conduct a general competitive bidding as follows. This announcement and the bidding process will be conducted in accordance with the relevant laws and regulations, the "Kyushu Bureau of Economy, Trade and Industry Bidding Guidelines" (Document No. 5, hereinafter referred to as "Bidding Guidelines"), and the "Terms of Use for the Procurement Portal and Electronic Procurement System" (https://www.p-portal.go.jp/pps-web-biz/resources/app/pdf/riyoukiyaku.pdf) when using the electronic procurement system, in addition to the provisions below. Furthermore, bid opening and closing procedures will generally be conducted using the electronic procurement system. If the electronic procurement system cannot be used due to system failure, the date and time will be changed to a separately notified date and time. Since Reiwa 4, the government has considered measures to prioritize procurement from companies that increase wages, as stated in the "Economic Measures for Overcoming the Corona and Pioneering a New Era" (Cabinet Decision on November 19, Reiwa 3) and the "Urgent Proposal - Towards a "New Capitalism" That Carves Out the Future" (New Capitalism Realization Council, November 8, Reiwa 3). As part of a unified initiative across all ministries, the comprehensive evaluation bidding method will include wage increases as an evaluation item, granting additional points to companies implementing wage increases. Please submit your bid after understanding the content of "Document No. 16".

Disbursing Officer,
Director of General Affairs and Planning, Kyushu Bureau of Economy, Trade and Industry,

1. Matters for Competitive Bidding:
(1) Subject: FY Reiwa 8 Survey Project on Corporate Challenges for Reducing Emissions of Metals Causing Pollution
(2) Specifications, Delivery Deadline, and Delivery Location, etc.: As per the attached specifications (Document No. 2).
(3) Bidding Method: The bid amount shall be the total price for this project. The calculation of the bid amount should consider the following items:
a. When the bid amount includes labor costs (wages): Calculate using unit prices that consider expected revisions to the minimum wage or company salary levels during the contract period (if calculating expected revision amounts during the contract period is difficult, calculations based on the most recent revision実績 are also acceptable).
b. When the bid amount includes costs affected by increases in raw material prices or energy costs: Calculate using unit prices that consider expected increases due to soaring raw material prices or energy costs during the contract period (if calculating expected increase amounts during the contract period is difficult, calculations based on the most recent increase実績 are also acceptable).
In addition, proposals must be submitted along with the bid, and a technical review will be conducted. When determining the successful bidder, the amount obtained by adding 10% of the amount written on the bid form to that amount (if there is a fraction of less than one yen, that fraction will be rounded down) will be the winning bid price. Therefore, bidders must write the amount equivalent to 100/110 of their estimated contract amount on the bid form, regardless of whether they are a taxable or non-taxable business for consumption tax and local consumption tax.
