Cases Where the Successful Bidder Does Not Conclude the Contract (1) If the successful bidder is determined to be an entity related to organized crime and is subject to exclusion measures from public works by the prefecture, the contract will not be concluded with such successful bidder. (2) For contracts requiring the creation of a contract document, if the successful bidder is suspended from bidding between the date of successful bid determination and the date of contract conclusion, the contract may not be concluded. In this case, the successful bidder cannot claim damages arising from the inability to conclude the contract. 10.
