Bidders shall read the Yamaguchi City Competitive Bidding Participant's Handbook (hereinafter referred to as "Participant's Handbook") and the bidding conditions thoroughly before bidding.
In accordance with the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act (Showa 22, Ordinance No. 16), the necessary qualifications for participating in the conditional general competitive bidding for the following contract, as well as the place and time of the bid and other necessary matters for bidding, are hereby announced as follows.

Bidders must thoroughly understand the Yamaguchi City Competitive Bidding Participant's Handbook (hereinafter referred to as "Participant's Handbook"), bid announcements, etc. (meaning bid announcements, designation notices for designated competitive bidding, and bid explanation documents, hereinafter the same), and design documents, etc. (meaning specifications, this bid condition, and other documents attached to bid announcements, etc., hereinafter the same), and must act in good faith.
For mail bids, the Yamaguchi City Mail Bidding Procedures and the "Notice Regarding Precautions for Mail Bidding" must also be thoroughly understood.
In the case of general competitive bidding (including conditional general competitive bidding, hereinafter the same), bidders must participate in the bid after confirming that they meet the qualification requirements specified in the bid announcement, etc., and in the case of designated competitive bidding, bidders who do not meet the following matters must decline the bid.

33 Design Documents

Viewing or Distribution
(1) Viewing Place and Time: As specified in the bid announcement, etc.
(2) If a password is set for viewing design documents, etc. posted on the official Yamaguchi City website in general competitive bidding, it shall be as follows.
A. To obtain a password, submit to the bid execution section specified in the bid announcement.
B. Inquirers shall be those who have the bidding participation qualifications related to the "Registered Business Categories" indicated in "Qualifications for Bidders."
C. Submission method shall be by e-mail or hand delivery. If inquiring by e-mail, enter the required information in the inquiry form on the official Yamaguchi City website where the bid announcement is posted and send it. If inquiring by hand, submit the "Password Inquiry/Response Form (Participant's Handbook Form No. 1)". The response will be given within 2 days (excluding closed days such as Saturdays, Sundays, and public holidays) from the date of receipt of the inquiry at the latest. If no response is received after the period has elapsed, inquire by phone etc. to the bid execution section.
D. The inquiry deadline is 4:00 PM on the day before the bid date (or the deadline for arrival of bid forms in case of mail bids) (excluding closed days (defined below) *).
However, if otherwise specified in the bid announcement, that specification shall apply.
(*) Closed days refer to holidays stipulated in the Yamaguchi City Holidays Act (Reiwa 17, Yamaguchi City Ordinance No. 9). The same applies hereinafter.

If the submission of the Bid Participation Qualification Confirmation Application (Participant's Handbook Form No. 3) is required, it shall be as follows.
(1) Submission method and deadline shall be as specified in the bid announcement.
(2) Correction of submitted documents, etc. Corrections to the application form and attached documents already submitted will be accepted only within the submission deadline. If instructed to correct by the bid execution section, the application will be deemed withdrawn if not corrected by the specified deadline. Submitted applications and attached documents will not be returned.
(3) Cost Burden The cost of preparing the application form and attached documents shall be borne by the bidder.
(4) Confirmation of Qualification If the application form or attached documents are incomplete and the qualification cannot be determined, the qualification will not be granted.
55 Bid Withdrawal

Shall be as follows, in addition to the provisions of Article 7 (Bid Withdrawal) of the Participant's Handbook.
(1) Grounds for Withdrawal Bidders who have submitted the application for bid participation (limited to pre-application before bidding) or who have received a designation notice and do not wish to participate in this bid may withdraw at any time until the submission deadline, and will not be disadvantaged in subsequent bids for this reason.
(2) Withdrawal after Bid Submission Notwithstanding the provisions of (1) above, after submitting the bid form, the bidder cannot withdraw the submitted bid form. However, in the case of mail bids, withdrawal is possible by submitting a bid withdrawal notice directly to the bid executor by the bid opening time specified in the bid announcement, etc.
(3) Method of Withdrawal Shall be as stipulated in Article 7 of the Participant's Handbook. However, this does not apply to the case described in (2) above.

Bids with no participants will be canceled, in addition to the provisions of Article 13 (Bid Cancellation, etc.) of the Participant's Handbook.
77 Bid Execution
Bid Execution
(1) Amount to be entered on the bid form
When determining the successful bidder, the amount obtained by adding 10% of the bid amount to the bid amount (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the successful bid price. Therefore, bidders shall state in their bid form the amount equivalent to 100/110 of their estimated contract desired amount (including consumption tax equivalent), regardless of whether they are a taxable or tax-exempt business operator for consumption tax and local consumption tax.
(2) Bid Form Submission Method
The bid form shall be in the format specified by Yamaguchi City. Bids by mail or telegraph are not permitted, except for mail bids and electronic bids.
(3) Bid Form Amendment, etc.
After submitting the bid form, amendments, exchanges, or withdrawals are not permitted under any circumstances. However, this does not apply to the case described in (2) above.
(4) Agent Bidding
If you wish to have an agent perform bidding-related acts, a letter of attorney must be submitted.
(5) Single Bidder Bidding
A. In general competitive bidding, bidding will be conducted even if there is only one bidder. However, in re-bidding, if there is only one bidder, the bid will be canceled.
B. In designated competitive bidding, if there is only one bidder due to withdrawal etc., the bid will be canceled.
(6) Notes for Venue Bidding
In addition to the provisions of the Participant's Handbook, the following shall apply.
A. Aim to arrive at the venue 5 minutes before the start of bidding.
B. If there is a risk of not arriving on time on the day of bid execution due to an accident etc., contact immediately and follow instructions.

(2) For venue bidding, bidders should prepare at least 3 bid forms in anticipation of re-bidding.
99 Invalid Bids

(1) Shall be in accordance with Article 11 (Invalid Bids) of the Participant's Handbook.
(2) In designated competitive bidding, bids submitted by persons who do not meet the matters listed in (1) to (3) of the "1. Competitive Bidding Participant's Handbook, etc." above shall be invalid.
