Eligibility for Participation in Competition (1) Not falling under the provisions of Article 70 of the Budget, Settlement of Accounts and Audit Act (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Execution Act"). Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the special circumstances in the same article. (2) Not falling under the provisions of Article 71 of the Budget Execution Act. However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its content due to their bid price, or if it is deemed significantly inappropriate to conclude a contract with them due to the possibility of disrupting the order of fair trade, another bidder who submitted a bid within the limit of the estimated price and has the highest evaluation score may be selected as the successful bidder. If the bid price of the intended successful bidder falls below the investigation standard price based on Article 85 of the Budget Execution Act, an investigation will be conducted in accordance with Article 86 of the Budget Execution Act. (5) Confirmation of Planned Placement of Supervising (or Chief) Engineer: If a violation of the exclusive placement of the planned engineer is confirmed by CORINS or other means after the successful bidder is determined, the contract may not be concluded. Replacement of the application documents will not be permitted unless approved as unavoidable due to various circumstances. (1) Must have a head office, branch office, or business office in Okinawa Prefecture based on the Construction Industry Act. (2) Must have construction experience in projects completed and delivered after April 1, FY2011 that meet all of the following requirements (The contracting party is not specified. Private sector experience or overseas experience certified by the Overseas Infrastructure Project Engineer Certification and Award System is also acceptable). (Limited to experience as the prime contractor. Experience as a member of a joint venture is limited to cases where the share is 20% or more). If the experience is in projects ordered by the Ministry of Land, Infrastructure, Transport and Tourism or the Okinawa General Bureau of the Cabinet Office, projects with a construction performance evaluation score of less than 65 points are excluded. Construction Experience - Equivalent Projects: High-voltage cable laying construction (6.6kV or higher) in facilities or structures of national, company-managed, local, or jointly used airports. - Similar Projects: High-voltage cable laying construction in public facilities (6.6kV or higher). (3) Qualifications of Planned Engineers: Must be able to exclusively assign a chief engineer or supervising engineer who meets the following criteria for this project. However, if Article 26, Paragraph 3 of the Construction Industry Act does not apply, exclusive placement is not required. 1) Chief Engineer: Must be a Class 1 or Class 2 Electrical Construction Management Engineer, or possess equivalent or higher qualifications. For Supervising Engineer: Must be a Class 1 Electrical Construction Management Engineer or possess equivalent or higher qualifications. 2) Must have experience in the construction described in (2). 3) For Supervising Engineer: Must possess a Supervising Engineer's license and a certificate of completion of the Supervising Engineer training course. 4) Must have a direct and continuous employment relationship with the bidder. 5) The period during which exclusive placement of a chief engineer or supervising engineer is not required is as follows: ① From the date of contract conclusion until the start of site construction. (Period until the establishment of the site office, delivery of materials, or commencement of temporary construction.) The date of commencement of site construction will be determined in consultation with the supervisor after the contract is concluded. ② The period after the completion of construction, inspection (excluding delays due to the contracting party's convenience), and only administrative procedures and cleanup remain.
