September 3, 2026 Authorized Officer for Disbursement, Director-General of Tohoku Regional Environmental Office, Reiji Higashioka 1. Outline of Works (1) Work Name: FY2026 Lighting Fixture Renovation and Other Works in the Kyuyamura Group Facility Area (2) Work Location: Within Kyuyamura, Towada-ko, Oirase, Towada City, Aomori Prefecture (3) Work Contents: Lighting fixture installation work, structure removal work (4) Work Period: From the contract date until March 26, FY2027 (5) For this work, submission of documents, bidding, etc., will be conducted through the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be substituted with the approval of the contracting authority. 2. Eligibility for Participation in Competition (1) Those who do not fall under the provisions of Article 70 and Article 71 of the Budget, Settlement, and Accounting Order (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as the "Order"). (2) Must have been certified as eligible for general competition for electrical equipment installation work in FY2025-2026 by the Ministry of the Environment (In the case of a company for which commencement of rehabilitation proceedings has been applied for under the Corporate Reorganization Act (Act No. 154 of 2002) or commencement of rehabilitation proceedings has been applied for under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of eligibility for general competition must have been obtained in accordance with procedures separately established by the Ministry of the Environment after the decision to commence proceedings). (3) Not a company for which commencement of rehabilitation proceedings has been applied for under the Corporate Reorganization Act or commencement of rehabilitation proceedings has been applied for under the Civil Rehabilitation Act (excluding those who have obtained re-certification as per (2) above). (4) Must have experience in constructing and delivering the same type of work as specified below as the prime contractor since FY2011. (Experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). Furthermore, experience in such work with a total evaluation score of less than 65 points will be excluded. For ongoing construction joint ventures, any member must have experience in constructing the same type of work as specified below as the prime contractor since FY2011. Same type of work: Experience in electrical equipment installation work in natural parks under the Natural Parks Act, commissioned by the national or local governments (limited to contracts of 5,000,000 yen or more). Similar work: Experience in electrical facility installation work in parks under the Parks and Recreation Act, commissioned by the national or local governments (limited to contracts of 5,000,000 yen or more). (5) Must be able to assign a chief engineer or supervising engineer who meets the following criteria to this work on a full-time basis: 1) Class 1 or Class 2 Electrical Construction Management Engineer. Furthermore, in the case of a chief engineer, they must possess the qualifications specified below. 2) Have experience in the work specified in (4) above since FY2011. Furthermore, experience in such work with a total evaluation score of less than 65 points will be excluded. 3) In the case of a supervising engineer, must possess a supervising engineer's license and a certificate of completion of supervising engineer training. (6) Not be subject to any designation suspension measures based on the "Guidelines for Designation Suspension Measures Regarding Construction Contracts, etc." (Environmental Affairs No. 9, January 6, 2001) by the Ministry of the Environment during the period from the submission deadline of the application for confirmation of eligibility for competition (hereinafter referred to as the "Application") and the materials for confirmation of eligibility for competition (hereinafter referred to as the "Materials") to the bid opening. (7) There should be no capital or personnel relationship between the bidders (refer to the tender documents). (8) Not be a construction company whose management is substantially controlled by a gangster or equivalent, as requested by the police authorities for exclusion from public works commissioned by the Ministry of the Environment, and such status must not be ongoing. 3. (4) Date and Time and Place of Bidding, and Method of Submission of Bids: Bids shall be submitted via the electronic procurement system. However, in the case of paper bidding, seal the bid, write the trade name or name and address, the addressee, and the work name, and submit in person or by mail, etc. 1) The deadline for bidding via the electronic procurement system is September 25, 2026 (Friday) at 9:59. 2) The deadline for submission in person by paper is September 25, 2026 (Friday) at 10:00. (5) Date and Time and Place of Bid Opening: 1) Bid opening will be held at 10:00 on September 25, 2026 (Friday) in the conference room of the Tohoku Regional Environmental Office, Ministry of the Environment. 4. Other (1) Language and Currency to be Used in Procedures: Japanese language and Japanese currency only. (2) Bid Security and Contract Security: 1) Bid security: Exempt. 2) Contract security: To be paid as per the draft contract. (3) Invalid Bids: 1) Bids submitted by persons who do not meet the eligibility criteria specified in the announcement, bids with false statements in the application or materials, and bids that violate the conditions of bidding shall be deemed invalid. 2) If a bidder who has submitted an invalid bid is selected as the successful bidder, the award decision shall be revoked. 3) Even if a person has been confirmed to be eligible for competition by the contracting officer, etc., if they do not meet the qualifications listed in 2. at the time of bid opening, they shall be deemed ineligible. 4) Bids will be deemed invalid if the breakdown of construction costs is not submitted, or if the submitted breakdown of construction costs is incomplete, such as being blank. (4) Method of Determining the Successful Bidder: The successful bidder shall be the one who submits the lowest valid bid within the limit of the estimated price prepared in accordance with the provisions of Article 79 of the Order. However, if it is recognized that the contract cannot be performed in accordance with its contents by the successful bidder due to the bid price, or if it is recognized as significantly inappropriate due to the possibility of disturbing the order of fair trade to conclude a contract with that person, the bidder with the lowest bid price among other bidders who submitted bids within the limit of the estimated price may be selected as the successful bidder. (5) Confirmation of Assigned Supervising Engineer, etc.: After the successful bidder is determined, if a violation of the full-time assignment of the supervising engineer, etc. is confirmed through CORINS or other means, the contract may not be concluded. Furthermore, replacement of the application form is not permitted, except in cases approved as unavoidable due to various circumstances. (6) For works where the assignment of a full-time supervising engineer is mandatory, if the contract is concluded at a price below the investigation standard price, an engineer with equivalent qualifications may be required to be assigned in addition to the supervising engineer. (8) Whether there is a plan to conclude a contract for other works directly related to this work by discretionary contract with the contractor of this work: No. (9) Contact Point for Obtaining Related Information: Same as 3.(1). (10) Participation by those who have not obtained certification of eligibility for general competition: Those who have not obtained the certification of eligibility for general competition specified in 2.(2) can also submit the application and materials (hereinafter referred to as "Application, etc.") in accordance with 3.(3), but to participate in the competition, they must have obtained the certification of eligibility and have been confirmed for eligibility for competition by the day before the deadline for submitting bids. (11) Hearing on the Content of the Application, etc.: A hearing on the content of the application, etc. will not be held in principle. If the need for a hearing arises, notification will be given separately. (12) Notes on Application, etc.: In the examination of eligibility for competition, if the application, etc. is not submitted, or if the content of the application, etc. is deemed inappropriate, such as being prepared in consultation with other bidders regarding this work, eligibility for competition will not be granted.
