Bid Announcement: We will conduct a public invitation for bids for the FY2026 Kochi Prefecture Assumed Health Checkup Promotion Consignment Business, and hereby announce it in accordance with Article 7 of the Kochi Prefecture Contract Regulations (Showa 39 Kochi Prefecture Ordinance No. 12).

(6) Bid Security: Bidders must deposit an amount not less than 5/100 of the contract amount they estimate as bid security.
However, this does not apply if the conditions stipulated in Article 10 of the Kochi Prefecture Contract Regulations (Showa 39 Ordinance No. 12) are met.
(7) Bidding Method: For the determination of the successful bidder, the bid price will be the amount written on the bid form plus an amount equivalent to 10/100 of that amount (if there is a fraction of less than 1 yen, it will be rounded down). Therefore, bidders should write the amount equivalent to 100/110 of the estimated contract amount on their bid form, regardless of whether they are a taxable or tax-exempt business operator for consumption tax.
2. Bid Participation Qualifications: Any person who meets all of the following requirements and has received confirmation of eligibility for this bid announcement from the prefecture in accordance with Article 4 may participate in this public invitation for bids.
(1) Persons who do not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16).
(2) Persons registered in the "FY2024 to FY2026 Competitive Bidding Qualification Register (for Goods Procurement, etc.)" in Kochi Prefecture.
(3) Persons who have not been subject to measures such as suspension of bidding based on the "Kochi Prefecture Guideline for Suspension of Bidding for Goods Procurement, etc." (Showa 7, Kochi Prefecture Public Notice No. 638) from the date of this bid announcement until the bid date.
(4) Persons who, from the date of confirmation of eligibility for this bid announcement until the bid date, do not fall under Article 1, Paragraph 2, Item (9) of the "Qualifications for Participants in Public and Designated Competitive Bids for Procurement of Goods and Services Ordered by the Prefecture in FY2024 to FY2026" (Showa 9, Kochi Prefecture Public Notice No. 638; hereinafter referred to as "Public Notice") and have not had their bidding qualifications revoked under Article 7 of the Public Notice, or do not fall under Article 1, Paragraph 2, Item (9).
(5) Persons who have not been subject to suspension of bidding qualifications based on the "Kochi Prefecture Regulations on the Exclusion of Gangs from Administrative and Business Operations" from Kochi Prefecture during the period from the deadline for confirmation of bidding qualifications to the bid date, or who do not fall under the exclusion target persons stipulated in Article 2, Paragraph 2, Item 5 of the said Regulations.
3. Bid Participation Qualification Application: Persons wishing to participate in this public invitation for bids must submit an "Application for Confirmation of Public Bidding Qualification" (hereinafter referred to as "Application") to the National Health Insurance Division, Health Policy Department, Kochi Prefecture by 5:15 PM on Wednesday, July 1, FY2026, and undergo examination.
Persons who have submitted the application must respond to any requests for explanation regarding the documents from the prefecture until the bid opening date.

(3) If a bidder is found to have made a false or dishonest application or created documents to their advantage, their bid may be invalidated.
4. Notification of Bid Participation Qualification Confirmation Results: Confirmation of bid participation qualifications will be made as of the deadline for submission of applications, etc., and the results will be notified to the applicant by email by Wednesday, July 8, FY2026.
Furthermore, persons who have submitted an application but are not eligible to participate in the bid will be notified in writing of their ineligibility and the reasons thereof.
5. Explanation of Reasons for Ineligibility: (1) Persons deemed ineligible to participate in the bid may request an explanation of the reasons from the Governor.
(2) To request an explanation under (1), submit a written document stating this to the National Health Insurance Division, Health Policy Department, Kochi Prefecture by noon on Friday, July 10, FY2026, by hand or by email (confirm receipt by phone).
(3) A response to the request for explanation will be provided in writing by Monday, July 13, FY2026.
6. Loss of Bid Participation Qualification: If a bidder falls under any of the following categories after receiving the bid participation qualification confirmation notice, they will not be able to participate in the bid for the consigned work.
(1) When the bid participation qualifications listed in 2 are no longer met.
(2) When it is discovered that false information was provided in the application form, etc.

10. Contract Security: The successful bidder must deposit an amount not less than 10/100 of the contract amount (rounded up to the nearest yen) as contract security upon conclusion of the contract.
However, this does not apply if exemption is granted under Article 40 of the Kochi Prefecture Contract Regulations (Showa 39 Ordinance No. 12) or if collateral in lieu of contract security is submitted under Article 41, Paragraph 1 of the said Regulations.

12. Other: (1) Bidders must be aware of Attachment 3 "Rules for Public Bidding Participants".
(2) Submitted applications, etc. will not be returned. Replacements or corrections after the submission deadline will not be permitted.
(3) If false information is provided in the application form, etc., the application form will be invalidated, and measures such as suspension of bidding may be taken against the person who provided the false information.
(4) If the successful bidder receives a suspension of bidding qualification measure from Kochi Prefecture based on the "Kochi Prefecture Regulations on the Exclusion of Gangs from Administrative and Business Operations" during the period from the bid date to the contract conclusion date, or falls under the exclusion target persons stipulated in Article 2, Paragraph 2, Item 5 of the said Regulations, a contract will not be concluded with the successful bidder.

(Draft) FY2026 Kochi Prefecture Assumed Health Checkup Promotion Consignment Business Specifications 1. Business Name: FY2026 Kochi Prefecture Assumed Health Checkup Promotion Consignment Business 2. Purpose: The implementation rate of specific health checkups by municipal National Health Insurance is positioned as important for measures to control medical expenses and as an evaluation item for the insurer effort support system. However, the implementation rate of specific health checkups in this prefecture was 38.1% in FY2024, far from the target of 60%.
In municipal National Health Insurance in this prefecture, efforts are made to improve the implementation rate by utilizing the list of target individuals for the specific health checkup information provision project (assumed health checkups) provided by the Kochi Prefecture National Health Insurance Federation to municipalities in three phases from October to December each year. This business, on behalf of the municipalities, will conduct widespread promotion to encourage the use of assumed health checkups for target individuals of municipal National Health Insurance by Kochi Prefecture (consignor). Therefore, the business will be consigned to a business operator experienced in assumed health checkup projects.
Note that not all municipalities in the prefecture will participate in this project; participating municipalities will be determined by a survey of participation intentions conducted by the consignor.
3. Consignment Period: From the contract date to March 31, FY2027. However, the period may be shortened if the project objectives can be achieved within the period.

Consignment Business Details (Overview): (1) Creation of promotional materials (2) Creation of envelopes for enclosing promotional materials (3) Enclosing promotional materials in envelopes and mailing them to target individuals 5. Consignment Business Details (Detailed): (1) Creation of promotional materials: ① Specifications: A4 double-sided printing, 4C ② Promotional material content: The consignor will provide the contractor with sample text to encourage assumed health checkups to National Health Insurance beneficiaries. However, to contribute to the overall improvement of specific health checkup implementation rates, proposals and creation should be made with designs that are easily noticeable to the target audience, utilizing nudge theory, etc.
Also, provide at least two types of design proposals. ③ For mailing using the window envelopes described in (2) below, the postal code, address, and phonetic name of the recipient must be written for each promotional material. The content of the materials should include the municipality name and medical institution name, and the contact information should be a joint listing of the municipality and Kochi Prefecture (information to be provided by the consignor). ④ Thorough consultation with the consignor is required for creation. ⑤ Proofreading will be performed as necessary. The design of the promotional materials is scheduled to be shared with participating municipalities in advance. Also, provide at least two types of design proposals. ③ Thorough consultation with the consignor is required for creation. ④ Proofreading will be performed as necessary. The design of the envelopes is scheduled to be shared with participating municipalities in advance. ⑤ The envelopes must be capable of enclosing the promotional materials created in (1) above, and the mailing address, phonetic name of the recipient, municipality name, and prefecture name must be visible through the envelope window. (3) Enclosing promotional materials in envelopes and mailing to target individuals: ① Enclose the promotional materials created in (1) above into the envelopes created in (2).
② In addition to the promotional materials, print the "Specific Health Checkup Information Sheet (A4, 1C)" provided by the consignor as data on both sides and enclose it.
③ The "Specific Health Checkup Information Sheet" must include the insurer number and insurer name for each target individual (refer to the attached reference).
④ For enclosing, fold the promotional materials into three or more parts and enclose them, and then mail them to the target individuals for assumed health checkups. All related costs shall be borne by the contractor.
⑤ The consignor will provide the target individuals list to the contractor. A survey will be conducted in advance with all municipalities to determine their intention to participate, and mailings will be sent to the target individuals of municipalities that express interest. ⑥ Mailings will be sent to target individuals according to the target mailing period desired by the municipality (October, November, and December). Mailings should be sent promptly after receiving the target individual list. ⑦ Depending on the municipality's request, it may be necessary to deliver the entire set of promotional materials to the municipality in bulk or adjust the mailing schedule. Flexible responses are expected. ⑧ Full consideration must be given to the handling of personal information.
