Komagane City hereby announces the execution of a post-verification general competitive bidding for construction work as follows, in accordance with the provisions of Article 167-6 of the Local Autonomy Act (Cabinet Order No. 16 of 1947) and Article 106 of the Komagane City Financial Regulations.

1. Bidding Target Work
(1) Work Name: FY2026 Public Sewerage Project (Bond Financed) Conduit Work: Kitanohara Section
(2) Work Location: Komagane City, Kitanohara
(3) Work Outline: Open cut excavation L=70.0m
(4) Construction Period: From the date of contract to December 18, Reiwa 8
2. Bidder Qualification Requirements
Bidders must meet all of the following conditions from the "Date of Bid Announcement to the Date of Winning Bid Decision" and submit a Post-Verification General Competitive Bidding Application Form (Form No. 1, hereinafter referred to as "Bid Application Form") by the date and time designated by the Mayor of Komagane City.
(1) Must have headquarters (including branches equivalent to headquarters) within Komagane City.
(2) Must be rated B class or higher in "Waterworks Facility Construction" for the construction type and grade.
(3) Must hold a specific or general construction industry license for the target business category.
(4) Must have undergone a valid management performance review for the target business category.
(5) Must be able to assign a supervising engineer or chief engineer as stipulated in Article 26 of the Construction Industry Act for the permitted business category of this work.
(6) Must meet the participation qualification requirements stipulated in Article 4 of the Komagane City Post-Verification General Competitive Bidding Implementation Guidelines (April 1, Reiwa 28).
3. Bid Application Procedure
Those wishing to participate in the bidding for this work must submit the Bid Application Form as follows:
(1) Submission Period: From Tuesday, September 15, Reiwa 8 to Monday, October 5, Reiwa 8 (excluding Saturdays, Sundays, and holidays)
(2) Submission Time: 8:30 AM to 5:15 PM
(3) Submission Method: In person or by mail. (If by mail, it must arrive by 5:15 PM on the deadline. Those arriving after 5:15 PM will not be accepted for any reason.)
(4) Submission Destination: Komagane City, General Affairs Department, Finance Division, Contracts and Property Section
(5) Other:
① Those who do not submit the Bid Application Form by the deadline cannot participate in the bidding.

② If a receipt for the Bid Application Form is required, the applicant must prepare it.
4. Design Document Inspection, etc.
(1) Inspection Method: In addition to being posted and announced on the Komagane City website, it will be available for inspection at the Komagane City Hall, General Affairs Department, Finance Division counter.
(2) Inspection Period: From Tuesday, September 15, Reiwa 8 to Tuesday, October 6, Reiwa 8 (excluding Saturdays, Sundays, and holidays)
(3) Inspection Time: 8:30 AM to 5:15 PM
(4) Site Explanation: No explanation session will be held.
(5) How to Obtain Design Documents, etc.: Please download from the Komagane City website.
5. Questions Regarding Design Documents, etc.
(1) Acceptance Period: From Tuesday, September 15, Reiwa 8 to Wednesday, September 30, Reiwa 8 (excluding Saturdays, Sundays, and holidays, 8:30 AM to 5:15 PM)
(2) Submission Destination: Komagane City, General Affairs Department, Finance Division, Contracts and Property Section
(3) Submission Method: Please submit questions in writing. (A reference format for the question form is available for download on the Komagane City website.) Submission by hand, FAX, or email attachment is acceptable.
(4) Answers to Questions:

6. Date and Time and Place of Bidding and Opening of Bids
(1) Bidding Date and Time: Wednesday, October 7, Reiwa 8, 9:40 AM
(2) Bidding Location: Komagane City Hall, 2nd Conference Room (1F)
(3) Opening of Bids: Same as above (immediately after bidding)
7. Bidding Matters
(1) Two-Day Weekend Work: This work is subject to two-day weekend work. Please refer to the "Komagane City Two-Day Weekend Work Implementation Guidelines" for details. (2) Bidding Method:
① Those who arrive at the bidding venue after the bidding has started cannot participate.
② Bidding by mail, etc., is not permitted.
③ If a proxy is bidding, a letter of proxy must be submitted before bidding.
④ The number of bids is limited to two. If the planned price is not reached in two bids, the bid will be considered unsuccessful.
⑤ The bid amount must be the amount equivalent to 100/110 of the desired contract amount.
⑥ The contract amount will be the amount stated in the bid plus an amount equivalent to 10/100 of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down).

(3) Minimum Reserve Price System or Low Bid Price Investigation System: A low bid price investigation standard price will be set.
(4) Bid Bond: Bid bond is waived.
8. Invalid Bids
(1) Bids submitted by those who do not meet the bidding qualifications.
(2) Two or more bids submitted by the same person.
(3) Bids where bidders have colluded.
(4) Bids where the amount or other記載事項 are unclear.
(5) In addition to the preceding items, bids that violate the bidding conditions.
9. Submission of Construction Cost Breakdown
A construction cost breakdown corresponding to the bid amount stated in the bid must be submitted at the time of the first bid. Bids with a construction cost breakdown amount rounded down to the nearest 10,000 yen are acceptable.
10. Bid Cancellation
If there is only one bidder, the bidding will be canceled.
11. Submission of Bid Qualification Confirmation Documents
The successful bidder candidate must submit bid qualification confirmation documents as follows:
(1) Documents to be Submitted: Documents stipulated in Article 13, Items 1 to 7 of the Komagane City Post-Verification General Competitive Bidding Implementation Guidelines (April 1, Reiwa 28).
(2) Submission Period: Within 2 days from the date of becoming the successful bidder candidate (excluding closing days).
(3) Submission Destination: Komagane City, General Affairs Department, Finance Division, Contracts and Property Section
12. Determination of Successful Bidder, etc.
(1) The successful bidder will generally be determined within 3 days from the date of submission of confirmation documents (excluding closing days).
(2) When the successful bidder is determined, the successful bidder and other bidders will be notified immediately by fax.
(3) If the bidder is found to be unqualified, they will be notified in writing.
(4) Those found to be unqualified may request an explanation of the reasons in writing to the Mayor within 5 days of receiving the notification (excluding closing days).
(5) A written response will be provided to those who request an explanation.
13. Contract Conclusion
(1) The contract for this work will be concluded within 5 days of the successful bid decision. For bids below the low bid price investigation standard price, if determined as the successful bidder after investigation, the contract will be concluded with conditions specified in Article 5 of the "Revision of Bidding and Contract Systems for Construction Work, etc." dated May 17, Reiwa 23, to ensure the quality of the work.
(2) Contract Deposit: A monetary guarantee of 10/100 or more of the contract amount.
(3) Advance Payment and Interim Advance Payment: Applicable.
(4) Partial Payment: Applicable.
14. Objections
(1) Bidders cannot file objections after bidding due to ambiguities in this announcement, contract terms, design documents, or the site.
(2) The execution of the bid may be postponed or canceled due to Komagane City's convenience or if it is deemed that the bid cannot be executed fairly. In such cases, bidders cannot file objections.
15. Other Matters
Bidders are requested to read the "Komagane City Post-Verification General Competitive Bidding Implementation Guidelines," "Low Bid Price Investigation System Administrative Procedures Manual," and "Komagane City Construction Work Competitive Bidding Rules" carefully before participating.

Expenses for two-day weekend work will be compensated according to Nagano Prefecture's compensation method. - Coordinate with related parties to ensure smooth progress of the work. - Greet the local community before starting work. - Work commencement is subject to the completion of easement registration. - Confirm the location of stakes, etc., before starting work and conduct on-site verification with landowners as necessary. - Since it is a dead-end road, consider temporary parking if adjacent residents cannot use their home parking due to the work. - Investigate all boundary stakes in advance and organize them. Comply with traffic regulations and strive to prevent accidents with general vehicles and ensure the safety of workers. - - Include safety management plans in the construction plan, etc., covering the following items: (1) Preliminary grasp of site characteristics (2) Criteria for suspension/resumption of work, etc. (3) Response for prompt evacuation (4) Thorough daily safety management. - See attached sheet for specified construction conditions. - Submit a plan for recycling and promotion of recycled resources as part of the construction plan, and submit the implementation report and data (COBRIS) after completion of the work. - Dispose of construction surplus soil and industrial waste appropriately. - Conduct a survey of construction by-products. - The cost of surplus soil disposal is estimated for delivery on October 1st and is included in the initial estimate. - Confirm the location of overhead lines and buried utilities (water supply facilities, septic tank drainage) before starting work. Special Specifications (Contract and Construction Conditions) Specified Contents and Restrictions Work period is set as the date specified in the design documents, taking into account days when work is impossible due to rain or snow, and days when work is not performed on holidays. Holidays include Saturdays, Sundays, public holidays, year-end and New Year holidays, and all Saturdays during the work period. 4. Pollution Control Measures Conduct safety education, training, and drills for at least half a day once a month during the construction period. Submit documentation of safety training to the supervisor. The contractor shall implement breaks of approximately 15 minutes between morning and afternoon work sessions, excluding lunch breaks, to prevent work-related accidents among workers.
