1. Business Overview
(1) Business Name: Shinchi Charm Promotion/Promotion Tool Production Project
(2) Business Content: As per specifications
(3) Fulfillment Deadline: From the date of contract conclusion until January 29, Reiwa 9
(4) Maximum Contract Amount: ¥1,925,000 (including consumption tax and local consumption tax)
2. Participation Qualification Requirements
Participation qualifications are met by those who satisfy all of the following requirements.
(1) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order.
(2) For Reiwa 8 Shinchi Town bidding participants, must not have been subject to bid suspension based on the "Standards for Qualification Review and Bidding of Participants in Competitive Bidding for Contracts, etc. Issued by Shinchi Town" (established December 25, Showa 63) between the public recruitment start date and the contract conclusion date.
(3) Must not be a person who has filed for commencement of reconciliation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999) for whom a reconciliation plan has not yet been approved, or a person who has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Act No. 154 of 2002) for whom a rehabilitation plan has not yet been approved.
(4) Must not be subject to bid participation suspension measures based on the "Shinchi Town Measures Against Violence, etc. in Contracts, etc." (established June 1, 2010) or be an excluded party as defined in the same ordinance.
(5) Must have an implementation system capable of smooth and appropriate execution of the business and a stable financial foundation.
(6) Must be appropriately fulfilling tax obligations and not violating any other legal provisions.
(7) Officers must not include the following individuals:
a. Persons lacking the capacity to perform legal acts.
b. Bankrupt individuals who have not had their rights restored.
c. Persons sentenced to imprisonment or a heavier penalty.
(8) Must not be a political organization (as defined by Article 3 of the Political Funds Control Act (Act No. 194 of 1948)) or a religious organization (as defined by Article 2 of the Religious Corporations Act (Act No. 126 of 1951)).
(9) Must have obtained necessary permits or licenses if required for business operations.
3. Participation Procedures, etc.

Business Contract Specifications
1. Purpose:
This project aims to promote the charms of Shinchi Town (sea, countryside, mountains) and provide accurate information (dispel reputational damage) regarding post-disaster recovery status and food safety at tourism and product exhibitions and PR events held outside the prefecture (e.g., in the Tokyo metropolitan area), thereby leading to future tourism promotion and expansion of the related population.
2. Business Content:
The contractor shall plan, design, and produce the following tools to promote Shinchi Town's charms and dispel reputational damage.
(1) Leaflet Production for Reputational Damage Dispel and Charm Promotion
① Specifications: A4 size, double-sided color, 4,000 copies.
② Content and Requirements:
[Interviews and Photography]: To enhance the quality of the leaflet, conduct on-site interviews and photography in Shinchi Town as necessary. The photographed images and interview content will be effectively utilized in this leaflet and related promotions.
[Regional Charm Promotion]: Visually appeal to the charms of Shinchi Town, which compactly offers sea, countryside, and mountains, such as Kashirouyama, the sea fishing park, Tsurushi Disaster Prevention Green Space Park, local cuisine, and scenery, and include experiences that make the target audience want to visit.
[Recovery Progress and Reputational Damage Dispel]: Introduce the real state of facilities rebuilt and regenerated after the earthquake and convey the progress of recovery. Also, create a special section that clearly explains food safety based on monitoring results and correct information about ALPS treated water using diagrams and illustrations, minimizing technical jargon.
[Digital Guidance]: Include QR codes, etc., to smoothly guide users to official SNS and tourism websites.
(2) Production of Original Novelty Goods:
To be distributed to visitors at events held outside the prefecture during the fiscal year.
① Specifications:
[Quantity]: 4,000 pieces or more (in multiple types)
[Unit Price Estimate]: Approximately ¥200 per piece
[Selection Policy]: Items that are easy for the target audience (families, young people, etc.) to use in daily life and foster familiarity with Shinchi Town. Generally, avoid consumables (food, pocket tissues, etc.) and focus on practical items that can be kept (e.g., reusable eco-bags, clear file bags, long-lasting stationery, other miscellaneous goods reminiscent of the town).
[Design]: Feature Shinchi Town's logo, anime characters, or friendly tourism illustrations to serve as an "eye-catching hook" at events.
(3) Delivery:
① Production items shall be delivered to the location specified by the ordering party.
② Delivery of produced items shall be completed by the end of December, Reiwa 8.
3. Business Fulfillment Period:
From the date of contract conclusion until January 29, Reiwa 9.
4. Project Cost (Contract Amount):
Proposal Limit: ¥1,925,000 (including consumption tax and local consumption tax).
5. Documents to be Submitted:
The contractor shall submit the following documents by the date specified by the ordering party.
(1) Work Schedule (any format)... Submit immediately after consultation with the ordering party, following contract conclusion.
(2) Business Commencement Notification (any format)... Submit immediately after commencing the business.
(3) Business Completion Notification (any format)... Submit immediately after completing the business.
6. Delivery of Deliverables:
Deliverables produced under this project shall be delivered to the designated location by the end of the fulfillment period. Details of content, etc., will be determined through consultation with the contractor based on the following.
If any defects are found in the deliverables due to reasons attributable to the contractor after business completion, the contractor shall promptly take corrective, supplementary, or other necessary measures as deemed necessary by the ordering party, and the costs associated therewith shall be borne by the contractor.

7. Other:
(1) The contractor shall faithfully and reliably perform this contract work in accordance with these specifications and the instructions of the ordering party.
(2) The contractor shall be responsible for all contact and coordination related to interviews and proofreading of content for the production of leaflets, etc.
(3) The copyright (including rights under Articles 27 and 28 of the Copyright Act) of the deliverables produced in this project shall belong to the ordering party. Third-party rights shall be subject to license conditions.
(4) If the contractor finds it necessary to change these specifications due to unavoidable circumstances, they shall consult with the ordering party in advance and obtain approval.
(5) Regarding disputes related to infringement of rights such as copyright with a third party in connection with the work based on these specifications, the contractor shall handle all such disputes at their own responsibility and expense, unless the cause of the dispute is solely attributable to the ordering party.
(6) The contractor shall exercise due care not to disclose any information obtained during the course of this business to third parties.
(7) The contractor shall not subcontract or delegate the entire business to a third party. However, delegation of part of the business may be permitted with prior approval from the ordering party.
(8) In case of any matters not stipulated in these specifications or any doubts regarding the contents stipulated herein, consult promptly with the ordering party and follow their instructions.
